The Committee members introduced themselves. Item 2 Items sent to the Executive Secretary Cindy reported on the items sent to the Board following the September meeting. Item 1 Election Cindy reported that in September the Committee met to elect officers after the luncheon, but since the meeting was not held in the meeting room set up for committee elections, it was not considered valid. At that meeting, Johnny Shoemaker was nominated as Chairman, Barbara Schwartz was nominated as Vice Chairman and Linda Flynn was nominated as Secretary. It was moved, seconded and voted unanimously to confirm the election of Johnny Shoemaker as Chairman, Barbara Schwartz as Vice Chairman and Linda Flynn as Secretary.
2 Dog Show Rules Committee Page 2 of 6 December 14, 2017 Item 3 BOD Liaison Update Harvey Wooding reported that the Board approved recommendations on changes to the Judges Approval process. The rate of advancement was a concern. The Board also wished to make CEU experiences a better learning experience and to utilize Executive Field Representatives better. A moratorium was imposed until 1/1/18 to allow staff an opportunity to finalize the procedures, etc. He also discussed the Obedience Regulations amendments which focus on safety of people and dogs. A Director of Development was hired to centralize fund raising for AKC affiliates, improve awareness of charitable efforts and find new resources. Harvey noted registrations are still up indicating improved value of registering purebred dogs. Item 4 Staff Update by Gina DiNardo Gina DiNardo reported that as of November 1, the new Grand Champion point calculations went into effect. Trick Dog is extremely popular and has been added to the list of special attractions that do not require AKC approval. Two changes were made to the Junior Showmanship Regulations: FSS Breeds may been shown in All-Breed Junior Showmanship events, provided the dog has an AKC FSS number and Juniors are required to move to the Master class on the day of the event if they meet the eligibility criteria of 10 Best Junior wins with competition. Trophies may be donated in honor of a living person or dog. An event policy change as of January 1 specialty clubs that host concurrent events with another specialty of the same breed or with an All-Breed/Group event may accept 100 entries per judge per ring per day. Item 5 Ch. 3, Sec Class Sue Goldberg discussed the proposal to offer an Months class and the data the Committee received from Bri Tesarz. Duane Butherus felt if this was to be offered it should be optional. Cindy Miller did not have feelings either way and suggested the Committee pass it and let the delegate body vote on it. Barbara Shaw polled her club and all were in favor. Cindy Stansell noted it is important to understand that all classes are optional except American Bred and Open. Linda Flynn was in favor for specialty shows on an opt in basis, but did not see the value for all-breed shows. Barbara Schwartz polled the GSPCA Board and her club and none were in favor. Sue Goldberg moved, seconded by Barbara Shaw, that an Months class be offered at the option of clubs at all-breed and specialty shows. The motion did not pass with 4 in favor (Barbara Shaw, Sue Goldberg, Cindy Miller and Harry Miller) and 5 opposed (Cindy Stansell, Mary Manning-Stolz, Duane Butherus, Barbara Schwartz and Linda Flynn). Item 6 Specialty Show Limit Issue 2 per year This item was tabled to the March meeting. Item 7 Cleanup of Italicized Portions of the Rules Chapter 7, Section 1 Cindy Stansell is opposed to the changes in this section, noting she feels that it is dangerous to remove flexibility by interpreting reasonable. Harvey Wooding noted that when the Board motion was made, it was to have the Rules Committee look at the
3 Dog Show Rules Committee Page 3 of 6 December 14, 2017 interpretation and italics in the Rules, not leaving the Rules so loose to require interpretation on every Rule, but keeping the context in mind. Gina noted that Policies were made that direct us to other resources. Cindy Miller noted that any proposal goes to staff and then the Board to deny or revise or support. Upon motion by Barbara Schwartz, seconded by Sue Goldberg, it was voted (7 in favor, 2 opposed Cindy Stansell and Barbara Shaw) to propose to the Board the following revised Chapter 7, Section 1: Section 1. Any reputable person who is in good standing with The American Kennel Club may apply for approval to judge any AKC recognized breed or breeds of purebred dogs, which in his or her opinion he or she is qualified by training and experience to pass upon, with the following exceptions: Persons connected with any publication in the capacity of solicitor for kennel advertisements, persons connected with dog food, dog remedy or kennel supply companies in the capacity of solicitor or salesman, persons who buy, sell and in any way trade in or traffic in dogs as a means of livelihood in whole or in part, professional show Superintendents and their employees, and persons who show dogs for others will not be approved if still engaged in such activities. No Judge may accept an assignment nor officiate at any event where a member of his or her household is involved to the extent that there might exist an actual conflict of interest or the reasonable appearance of a conflict of interest as defined in Ch. 11 (now 10), Sec. 13 and expanded upon in the Occupational Eligibility Addendum and also in the Rules, Policies and Guidelines for Conformation Dog Show Judges. Upon motion by Sue Goldberg, seconded by Barbara Shaw, it was voted unanimously to propose to the Board the following revised Chapter 8 (formerly Chapter 9), Section 2: CHAPTER 9 (Now Chapter 8) SUPERINTENDENTS AND SHOW SECRETARIES Section 2. Any qualified person may make application to The American Kennel Club for approval to act as Show Secretary of a dog show. There is no limit on the number of Specialty Shows for which an individual may be approved as Show Secretary. An individual will be approved as Show Secretary for the show or shows of only one Group or one All-Breed club in a calendar year. An individual must hold an American Kennel Club's Superintendent license in order to be approved as Superintendent for more than one Group or one All-Breed club in a calendar year. Upon Motion made by Barbara Schwartz, seconded by Sue Goldberg, it was unanimously voted to replace for the use of veterinarians from the end of Chapter 9, Section 4, with relating to that particular event. Section 4 will now read as follows: As part of their duties, the Superintendent or Show Secretary shall have on hand at every show all AKC forms relating to that particular event. There was discussion about the proposed revision to add to Chapter 9, Section 4, the equipment requirements from Chapter 14, Section 5. Cindy Stansell noted that some Superintendents and Show Secretaries still have analog scales. She thinks there should be a guideline in the rule, noting there will be greater need for equipment as more breeds with height and weight disqualifications become AKC breeds. Sue Goldberg noted that use of digital scales came up with an Executive Field Representative because one Superintendent has one that requires a plug. Duane Butherus suggested a requirement that the scale must be portable to the ring. It was noted that Chapter 14, Section 5 states the Event Committee is responsible for providing suitable equipment; however, it was pointed out that the Event Committee would delegate responsibility to the Superintendent or Show Secretary. No action was taken on this amendment, which will be tabled to March.
4 Dog Show Rules Committee Page 4 of 6 December 14, 2017 The review of the Rules will continue at the March meeting. Item 8 Event Committee Duane Butherus provided the Committee with the results of a search of the Rules for all references to Event Committee. In Chapter 9, Section 11 he would like to propose the addition of language to the effect that the Event Committee is the legal representative of the show-giving club. He noted that AKC makes it clear that the Event Committee is the surrogate for AKC at any given show. He is concerned about what happens to the Committee if an incident involves a spectator or unentered dog? It has been suggested someone call 911 if someone creates a disturbance, but the Event Committee is responsible. Yet the Rules do not state the Event Committee is a legal entity responsible at a dog show. Cindy Stansell was not comfortable voting on this. Upon motion made by Cindy Stansell, seconded by Mary Manning-Stolz, it was voted to send this proposal to staff for review. Duane will work with Gina on this. Items 9 and 10 Allowed Altered Veterans to Compete in Best of Breed Johnny Shoemaker reported on the status of the request by the Pembroke Welsh Corgi Club of America for consideration of a rule change to allow altered Champion Veterans to enter Best of Breed competition. Following receipt of an response from Sheila Goff regarding the potential legislative impact, the PWCCA withdrew its request. Cindy Stansell requested a copy of this . After reporting this information to Cathy Iacopelli, who had submitted a similar request to the Committee, she also withdrew her request. Johnny reported that he also spoke to Ms. Iacopelli regarding her on tabulation of Grand Champion points for ranking on a state basis. He advised her that this is not in the Rules, but is policy, and she withdrew her request. Item 11 Limited Registration This item was tabled to the March meeting. Cindy Stansell is talking with Mark Dunn on this. Item 12 Ch. 5, Sec. 9 When Reserve Best in Show was implemented, one rule change was overlooked. In order to correct the oversight, it was moved by Cindy Stansell, seconded by Mary Manning- Stolz and unanimously voted to revise Chapter 5, Section 9 to read: At all-breed shows, prizes may be offered on a three-time win basis for the following awards, provided permanent possession goes to the owner and/or breeder winning the award three times, not necessarily with the same dog, and further provided such prizes are offered by the show-giving club itself or through it for competition at its shows only: Best in Show, Reserve Best in Show, and Best in any one group class. There was discussion regarding the proposal submitted by the Columbia Terrier Association of Maryland regarding a change to Chapter 5, Section 9 to include three-time win prizes for National Owner Handled Series and Best Puppy in Show. It was noted that NOHS or Best Puppy competition would have to be offered at every show if this change were made. Sue Goldberg noted that may be an obligation many clubs would not want to take on, and
5 Dog Show Rules Committee Page 5 of 6 December 14, 2017 suggested clubs that wished to offer such trophies could do so without offering a three-time win trophy. Harvey Wooding agreed, noting clubs are allowed to offer a trophy, but not required to continue to offer NOHS or Best Puppy competition. The Committee agreed not to pursue this further. Item 13 Junior Showmanship Ribbons and Prizes Johnny Shoemaker presented this request from a Superintendent to remove the words Junior Showmanship from Section 13 of the Junior Showmanship Regulations. Barbara Schwartz spoke with Maribeth O Neill regarding this request and she had no objection to doing this. After some discussion on the merits of leaving Junior Showmanship on the ribbons and rosettes, the Committee agreed not to proceed further with this request. Item 18 Removal of Dates on Ribbons The All-Breed Committee advised Cindy Miller that they were planning to discuss this proposed revision. Johnny attended the ABC meeting and noted that the ABC is in favor of this as a way for clubs to save money. Maribeth O Neill expressed her opinion that the date requirement could be eliminated, and Pat Cruz said the Board would consider it with staff s input. If a question on a win arose, a statement from exhibitors, the judge or a photo of the win could be used to resolve the question. Linda Flynn read the discussion and vote from the September 2016 Committee minutes. The Committee voted to propose to the Board an amendment to eliminate the date and location requirement from the ribbons. Linda also read the Board response and excerpt from the Board s October 2016 minutes, in which there was no motion for the Board to approve or discuss this further. Johnny asked if there was any interest by the Committee in going forward now. One comment was the issue of storing the ribbons. Another comment was the reminder that a club does not need to purchase ribbons or rosettes from the Superintendent, and it is a considerable savings for a small club to purchase their own. It was agreed to appoint a subcommittee to pursue this as an opt in at the option of the club. Cindy Stansell volunteered to chair a subcommittee of Mary Manning-Stolz and Barbara Shaw. Item 14 Suggestion to increase number of days and/or distance between assignments Cindy Miller was asked about this at a show due to judges getting 135 new breeds in 90 days. Some exhibitors are tired of the same judges every three weeks, and asked if there is any thought about increasing the number of days and distance of judging assignments. Harvey responded that the current judging application process was put in place to create more multiple group judges so this situation would not exist. It takes time to develop multiple group status, and the judges must be good to proceed higher. The system has not had time to develop judges necessary to cover all the cluster shows. Cindy noted that many Show Chairs do not understand that their contracts could include restrictions. Johnny noted that in California there is a 6 to 9 months restriction. It is up to the show chair. It was agreed that no further action is necessary. Item 15 Ch. 3, Sec. 8/ Ch. 11, Sec. 1 It was noted there is a discrepancy in the Rules between Ch. 3, Sec. 8, the bred-by class requirement to be registered as of the date of the show and Ch. 11., Sec. 1, the requirement that foreign registered dogs be registered not later than 30 days after the show. Cindy Stansell thought it would be great to clarify this. Johnny appointed a subcommittee of
6 Dog Show Rules Committee Page 6 of 6 December 14, 2017 Barbara Schwartz and Sue Goldberg to discuss this further with Gina DiNardo and Harvey Wooding. During the discussion, Sid Marx requested the board to address the specific issue that brought this item to the Committee as an exception. Harvey responded to Sid s comment noting that this is not the first time this discrepancy has caused the cancellation of a major award, and noted that if an exception was made in this case, there would be many unintended consequences. He suggested that Sid Marx send a letter to the Board if he wished to pursue this. Item 16 Ch. 1, Sec. 4 This item was approved by the Committee at its June 12, 2017 meeting, but was not sent to the Board until December 3. Upon motion by Barbara Schwartz, seconded by Sue Goldberg, it was unanimously voted to resubmit the following proposed revision to change total entry to total dogs: Section 4. A member or licensed show with a limited entry, at which championship points may be awarded may be given by a club or association in the event said club or association considers it necessary to LIMIT the NUMBER OF DOGS at its show due to the limitations of space. The total number of dogs to be accepted together with the reason therefore, must be indicated on the cover or title page of the PREMIUM LIST. A specified closing date, in accordance with Chapter 6, Section 9, must be indicated in the premium list together with a statement that entries will close on said date or when the limit has been reached, if prior thereto. No entries can be accepted, canceled or substituted after the entry is closed. Sue Goldberg reported that she met with Julian Prager and he is considering withdrawing the proposal he submitted to the Board. His proposal conflicts with the proposal regarding DQ reinstatement which was sent to the Board by the Committee. The meeting adjourned at 3:15 p.m. Respectfully Submitted, Linda Flynn, Secretary
