I YOUR COMMITTEE REPORTS: AWAC Resignations RAPS No Kill Animal Shelter Model The Welfare of Service Dogs in Canada Dog Parks Sub- Committee 1. (7) That the Animal Welfare Advisory Committee (AWAC) received the attached resignation, dated September 27, 201 1, from J. Symons. 2. That the Animal Welfare Advisory Committee (AWAC) received the attached presentation with respect to the Richmond BC Animal Protection Society (RAPS) No Kill Animal Shelter Model, from S. Kamp, former Manager (RAPS). 3. That the Animal Welfare Advisory Committee (AWAC) was advised that J. Robertson was unavailable to present at this time, the AWAC deferred this delegation to a later date. 4. (A) That the Animal Welfare Advisory Committee (AWAC) heard a verbal presentation and received the attached report dated September 27, 201 1, from J. LaLonde, on behalf of the Dog Parks Sub-committee, advising of the following: (a) (b) (c) the Pooch Plunge was a huge success and the proceeds of $2, will be presented to Canfix; D. Brown has requested delegation status at Community and Neighbourhoods Committee to address a noise concern at the Greenway dog park; and, the AWAC has received concerns with respect to safety and maintenance issues at dog parks; it being noted that the AWAC requested that A. Macpherson provide an update to the AWAC with respect to the status of the safety and maintenance issues at the dog parks. Wildlife Sub- Committee Deer Subcommittee 5. (C,6) That the Animal Welfare Advisory Committee (AWAC) heard a verbal presentation and received the attached report dated September 27, 201 1, from D. Harris, on behalf of the Wildlife Sub-committee, with respect to the Living with Wildlife Conference. 6. (D) That the Animal Welfare Advisory Committee (AWAC) held a general discussion with respect to the following: (a) (b) the current deer count; noting that the AWAC has requested that their committee secretary contact the Upper Thames River Conservation Authority for the current deer count; and, the deer crossing signage and its effectiveness City Conference 7. (4) That the Animal Welfare Advisory Committee (AWAC) held a general discussion with respect to hosting a community event; noting that the AWAC will not host an event this year and will review this matter in January, for 2012.

Shepherd, with respect to hosting an Adoption Options seminar. The AWAC held a general discussion with respect to this matter and asked V. VanLinden to contact pet finder for additional information. The AWAC asked that this matter be placed on its next agenda for further discussion. 9. (Added) That the Animal Welfare Advisory Committee (AWAC) held a general discussion with respect to providing funds to purchase community cat shelters. The AWAC deferred further discussion of this matter to the next meeting. 10. That the Animal Welfare Advisory Committee (AWAC) noted and filed the following: 8th Report of the AWAC (a) (1) the 8th Report of the Animal Welfare Advisory Committee from its meeting held on August 23, 201 1; it being noted that clause 5 of the report was amended to read the "AWAC", not "A. Papmehl", submitted a communication to the Community and Neighbourhoods Committee with respect to the backyard chicken PPM, and noting that this submission was reviewed and received at the AWAC meeting held September 27, Transform Current Pounds into No-Kill Shelters New Structure Of CommitleeslCity Functions Next Meeting (b) (2) a communication dated September 15, 2011, from S. Rans, London Animal Welfare Association, with respect to transforming current pounds into no-kill shelters; (c) (3) a communication presented to the City Clerk from the Animal Welfare Advisory Committee, with respect to the new structuring of Committees and City functions; 11. That the Animal Welfare Advisory Committee (AWAC) will hold its next meeting on October 19, The meeting adjourned at 6:45 p.m.

4 Agonda Item Pa e # Ell3 AWAC meeting - September 27,2010 Report h m Dog Parks 1. Pooch Plunge - Pooch Plunge was an overwhelming success with over 175 dogs. We will be presenting $2, to Canfix. Location Stronach Community Centre, space was given by the City of London. They drain the pool and fill with fresh water, no added chlorine. 2 There is concern regarding noise at Greenway Park, Councillor Denise Brown asked for delegation status and is spearheading to have the time changed from 6:OO am to 11:OO am. She presented her cause regarding a well-known complainant and a group of her friends who don t want the park near their neighbourhood. This has been an ongoing problem with these people, however we at LDOA have not heard of any complaints from anyone in over a year. It appears the group of people have stopped contacting LDOA and have gone to Councillor Brown. It is interesting that Ms Brown focused on park enforcement as currently there is none; this is something LDOA has been asking for. CNC referred the item back to staff to monitor the park for noise and report back. Ms Brown says she will be doing her own monitoring, and as such LDOA is focussing on monitoring it also. ( to Matt Brown and CNC members included). 3. FYI - s and phone calls to City Staff continues to be ignored, thus the needs of the parks are not being met and this is an ongoing problem and not just a problem for LDOA. I am hearing fiom many organizations and people who are having the same issues. I would also like to acknowledge that this does not apply to Jay Stanford, he always replies back and promptly.

5 cl TJ-l A-nda Item Y Pa e # On Sep 15,2011, at 2:05 PM, "Trudy Rule" <relvontriiii.ropers.com> Dear Councillor Matt Brown, My London Dog Owners' Association colleagues and I were present at the September 13, 2011 Community and Neighbourhood Committee meeting as we regard Agenda Item #13, page 65 presented by Councillor Denise Brown as a very serious matter. As Vice President of the London Dog Owners' Association I would like to speak for the dozens, if not hundreds of dogs and owners that visit Greenway Park every morning. You mentioned at the meeting that this might be the only exercise that some dogs get in a day before their owner goes off to work an early shift. Opening the park at llam does not service these owners or dogs as we'd like to see. I must also speak as the voice of reason for the elderly or overweight dogs that during the summer months cannot handle the heat after llam. As a dog walker myself, I know the impact of too much heat with exercise. As we know, the no barking rule is included in the park rules posted at Greenway Dog Park. Councillor Denise Brown referred to the solution for this problem and that is enforcement of the dog park rules. Currently the LACC is not contracted to enter the dog parks and herein lies our problem. All of the parks need to be monitored by enforcement officers and that's what the London Dog Owners' Association specifically addressed at the public participation meeting on July 19, This is a major goal for the LDOA to have regular foot patrolled visits at various times to increase the enjoyment and education in our dog parks and all the parks throughout London. As always, our group is eager to assist the City with this process. You may know that the Calgary model of excellence for animal welfare includes at least 24 enforcement officers. We consider it a victory to hear Councillor Denise Brown endorse our goal. I wanted you to know that the London Dog Owners' Association monitors park incidents and according to our Dog Park Liaison, loan blonde, there have been no complaints about barking in over a year. Joan is also a member of AWAC and happy to answer any questions you may have. 6 September 27,2011 From: Debbie Harris To: AWAC 1 attended a full-day conference in Toronto on September 23,2011, entitled Living with wildlife. It was presented by The Association for the Protection of Fur-Bearing Animals. There were multiple speakers on a variety of wildlife issues as they affect human habitation. Each speaker took questions from the audience, and at the end of the formal session there was a panel discussion involving the audience and all the speakers. Speaker Brad Gates, president of Gates AAA Wildlife Control, claims his company is the only animal removal firm insured by the Workplace Safety and Insurance Board, and it actively advocates for the licensing of animal removal companies. Mr Gates spoke about the need for non-lethal methods of living with the wildlife in our communities and of ways to ensure that neither people nor animals come to harm. He was quite clear that the animals do not need to be 'controlled' or eliminated; rather, people need to be educated. A recurrent theme throughout the day was disappearing habitat caused by rapid urbanization. Various discussions centered on 'critter-proofing' our homes and protecting our kids and pets from potential risk. Two animals in particular that dominated the day's discussion were coyotes and beavers. In the case of the former, a significant amount of time was spent dispelling the irrational fears associated with these animals. From a base in the great plains of Canada and the US, coyotes have expanded to fill most of the continent This occurred because wolves, the primary predator of coyotes, were hunted to the brink of extirpation. Predator removal (culls, hunting, bounties) negatively impacts the ecological balance. All animals play critical roles in our ecosystems - massive wolf hunts 70 years ago led to coyotes expanding to fill the gap today. In very rare circumstances, coyotes can injure people. But according to a research project undertaken in Chicago, there are at least 9,000 coyotes within the city limits, and no,peopie have come to harm. By examining scat, the Chicago study has also revealed that 42% of the coyote diet is rodents, 33% whitetail deer, 23% fruit
