3 Animal Control The Lincoln Animal Control Division was formed within the Lincoln-Lancaster County Health Department in The program occupies a unique position within the community. It combines the activities of a law enforcement agency that protects people and their property, with a humane organization that protects animals. Pets can provide significant benefits to families. Yet, when pets are not properly cared for, they can become not only a nuisance, but a threat to the health and safety of surrounding neighbors. Irresponsible pet ownership and pet overpopulation are the main reasons why Lincoln has an Animal Control Division. Mission The mission of the Lincoln Animal Control Division is to promote the quality of life by providing public health and safety enforcement and education. Animal Control also strives to protect the rights of animal owners and non-owners, and seeks to ensure that animals receive proper treatment and care. Goals The Lincoln Animal Control program has set goals to balance the health, safety, and welfare needs of people and animals within the City of Lincoln. The Animal Control Division operates with the following goals in mind: Protect the rights of people from the dangers and nuisances caused by uncontrolled animals. Ensure the legal protection of animals from mistreatment. Promote, motivate, and enforce responsible pet ownership. Provide animal related services to the citizens of Lincoln Educate the public through presentations and public relations. Respond to any citizen question or refer them to the correct agency for the answer. Provide lost and found service for returning lost pets to owners. Provide services and enforcement in a courteous, professional, and effective manner. Visions for the Future Animal Control looks for the day when all citizens, their property, and their neighborhoods will be safe from the dangers and nuisances of irresponsible pet ownership. Animal Control staff hopes that every pet born will be assured a good home and care for all of its natural life and that the spaying/neutering of pets will become a majority choice by owners. Animal Control staff looks for the day when animals will not suffer because of human abuse, neglect, or ignorance. Animal Control staff believes that success will come only when animals will not have to be euthanized, unless it is an escape from suffering or that it is necessary for the safety of people and animals. Animal Control staff hopes that all owners will pick up after their pets so that Lincoln will be a cleaner, healthier place to live. 3

4 Enforcement and Service Activities The total number of cases for was 16,262 compared to 17,443 for FY 2007, or a 6.8% decrease. Factors contributing to the decrease were the loss of Animal Control officers and a dispatcher, which resulted in decreased weekend service hours. 7 Impounded Animals The total number of animals impounded in 2008 increased by 7% with dog impoundments increasing by 6.8% and cat impoundments increasing by 9%.
