This newsletter will be referred to as the Fish Festival Edition and will be distributed a few days before the commencement of the activities. 2 HANGANENI ARTISANAL FISHING ASSOCIATION VARS VIS VIR DIE HENTIESBAAIERS The main objective is to Develop and support traditional (Artisanal) fishing in Namibia for the benefit of the Henties Bay disadvantaged inhabitants. To work towards the establishment of future facilities complimentary to fishing and ecotourism activities. To create awareness through relevant skills development and encourage commitment to Community involvement as well as effective participation in the activities of the Association. Promote social harmony and peace through creation of job opportunities, poverty reduction, and earning and food security. To enhance market development of fish and fish products as well as potential service delivery. Op die oomblik word vars vis gekoop by plaaslike winkels. Prices are relatively affordable and the income generated is for the sustainability of the association, toward the benefit of the community of Henties Bay. All restaurants are equally encouraged to purchase fish from Hanganeni in order to have fresh fish on their menu! GOOD NEWS FOR PAID UP CENTRALIZED LOANS A ROOF OVER MY HEAD The Ministry of Regional and Local Government, Housing and Rural Development has embarked upon home improvement of the Centralized Build Together Houses. The identified houses are for those beneficiaries with good repayments records, or who have redeemed their first loan in full. Corrugated roof sheets are being replaced as a result of erosion. Initially the roof sheets were donated to the beneficiaries as temporary roof material, of which the beneficiaries were required to replace the roof sheets themselves with asbestos sheeting. However, due to the costliness the corrugated sheets were not replaced. Unfortunately the roof sheets will not be replaced free of charge, but a second bond (loan) is negotiable according to the Ministry. A contractor had been appointed by the Ministry and construction and renovation is currently taking place. Simultaneously the Ministry is also in the process to complete nine (9) half-build Centralized houses. Loan increments for the completion of the houses will also be applicable. Henties Bay will be the first town in Namibia with no half-build Centralized houses by the end of this year. Beneficiaries with Japanese roof sheets are encouraged to improve their repayment in order to apply for a second loan for the replacement of their roof sheets with asbestos sheeting. Note: A second loan is only applicable if the first loan has been paid in full by the beneficiary (not written off) and as well as good progressive repayment.

Die regulasies sal die eerste stel wees wat in Namibië vir publikasie vrygestel sal word. Die ou Munisipale Ordinansie het sy gebreke en was nie heeltemal uitvoerbaar nie en menigmaal bevraagteken deur wetsgeleerdes. Hiernaas volg uitreksels van belang uit die wetgewing wat afgekonding staan te word- 3. RESTRICTION ON NUMBER OF DOGS 3.1 Subject to the provisions of Section 4 hereunder, no person may keep more than: (a) two dogs, or allow more than two dogs, over the age of 6 months, to be kept in or at a dwelling unit; (b) three dogs, or allow more than three dogs, over the age of 6 months, to be kept in or at a dwelling house; (c) four dogs, or allow more than four dogs, over the age of 6 months, to be kept in or at a large dwelling house; (d) six dogs, or allow more than six dogs, over the age of 6 months, to be kept on an agricultural property; (e) three dogs, or allow more than three dogs, over the age of six months, to be kept on or at any other premises; unless that person is the holder of a permit, issued in terms of Section 4 of these regulations to keep a greater number of dogs on his or her premises. 7. PROHIBITIONS RELATING TO THE KEEPING OF DOGS 7.1 No person may keep a dog: (a) which barks, whimpers or howls to such an extent that it, or has another habit which, causes a disturbance or nuisance to inhabitants of the neighbourhood; (b) which suffers from an infectious or contagious disease which, in the opinion of a veterinary surgeon, is of such nature that such dog cannot be beneficially treated or boarded at a veterinary clinic; (c) on premises which are not fenced in such a manner that the dog is at all times confined to the premises, unless the dog is confined to the premises in some other manner; (d) which causes damage to public property; (e) the faeces of which he or she fails to remove regularly and dispose of suitably. Subject to any provision to the contrary to these regulations or any other law, no person may bring a dog into any public place or allow it to be done if that dog: (a) Is wild, dangerous or ferocious; (b) is in the habit of charging at or chasing people or vehicles; (c) is an un-sterilized female dog which is on heat; (d) suffers from mange or any other infectious or contagious disease; (e) constitutes a hazard to traffic using any public street; (f) to be in any public street or public place except on a leash and under control unless the dog is in an area designated by the council as a free running area. The council may designate public places, with appropriate signage as one or more of free running, on leash or off-limits and the designation may vary according to time of day and season. Any person in control of a dog in a public place, excluding a person who is assisted by a guide dog, must remove any defecation of such dog. 10. COUNCIL'S POWER TO STERILIZE DOGS: The Council may sterilize: (a) a male or a female dog at the request of its owner, subject to payment of the cost thereof by the owner; (b) a stray male or female dog, and recover the cost thereof from the owner of such dog. 11. SEIZURE, IMPOUNDING AND DESTRUCTION OF DOGS 11.1 An authorized official or an employee authorized thereto by a person, body or structure contemplated in the definition of Council, may for the purpose of having a dog impounded, seize and impound at a place appointed by the council any dog which:

4 (a) is at large and apparently ownerless; (b) suffers from an infectious or contagious disease; (c) is found in a public place and is not on a leash and in the control of a person; (d) overturns, damages or tears any refuse receptacle or refuse bag; (e) is brought into a public place in contravention of the provisions of Sections 7 and 8; (f) is being kept in contravention of the provisions of Section 3; (g) enters any premises in an effort to escape being impounded. 17. OFFENCES AND PENALTIES 17.1 Any person who: (a) contravenes or fails to comply with any provision of these regulations; or (b) fails to comply with any notice issued for the purposes of these regulations; or (c) fails to comply with any lawful instruction given for the purposes of these regulations; or (d) obstructs or hinders any authorized official or employee of the council in the execution of his or her duties under these regulations is guilty of an offence and liable on conviction to a fine not exceeding N$ or in default of payment to imprisonment for a period not exceeding 6 months or to such imprisonment without the option of a fine or to both such fine and such imprisonment without the option of a fine or to both such fine and such imprisonment and, in the case of a continuing offence, to an additional fine not exceeding N$ or additional imprisonment not exceeding 10 days or to such additional imprisonment without the option of a fine or to both such additional fine and imprisonment for each day on which such offence is continued Any person who continues to commit an offence after notice has been served on him to seize committing such offence or after he has been convicted of such offence, shall be guilty of a continuing offence as per sub-section 17.1 hereto Any court convicting any person of keeping any dog which is in contravention of the regulations herein may, in addition to the penalty referred to in sub-section 17.1 call for the destruction of the dog concerned, and thereupon order a veterinarian to destroy the dog accordingly. MUNISIPALE NUUSBROKKIES RIOOL UITVALWERKE Die nuwe riooluitvalwerke is onlangs in gebruik gestel en het die Raad voorsiening gemaak in sy huidige finansiële jaar vir die herleiding van die gryswater terug dorp toe. Die gryswater pypgeleiding sal in 'n ringnetwerk semi-gesuiwerde water voorsien aan al die Tamariskia bome teen Jakklasputzweg, die Kaap Kruis pad en palmbome teen Dr. Nickey Iyambo rylaan. Die geleiding sal ook die begraafplaas bedien en die gemeenskap tuinery en publieke parke. 'n Uitgawe van N$ ,00 sal hier ter sprake wees. BOOMPLANT PROJEK Hennie en Zelda Grobler se kinders het ten doel om 'n boomplant projek van stapel te stuur in Hentiesbaai. Die projek dra die seën van die Raad met 'n vriendelike versoek dat die gemeenskap tog hierdie kinders sal bystaan. Die plaaslike twee skole word ten sterkste aangeraai om deel te neem aan hierdie noemenswaardige projek. HIDROBAL AVONTUUR SENTRUM Die Munisipale Raad het ook aan Mev. Marina Barnard grond toegeken binne en teen die oewers van die droë Omaruru rivierloop in die nabyheid van die riviermond, vir ontspanningsdoeleindes. Aktiwiteite sal behels 'n mensgemaakte waterglybaan teen die duin af en twee hidro-waterballe wat teen die duin sal afrol. Eet-en drinkgeriewe met sitplekke sal ook beskikbaar wees, en die publiek en vakansiegangers word aangemoedig om geriewe te besoek en deel te neem aan die aktiwiteite. OMDEL UITBREIDING Omdel kry binnekort 'n derde woonbuurt en is die uitleg reeds goedgekeur deur die Raad vir die beskikbaarstelling van 320 erwe. Menigde van die plakkers sal hervestig word op hierdie erwe vir deelname aand die Saambou Regeringsprojek. (Build Together Programme) STRAATNAAM KOMITEE 'n Straatnaam komittee sal binnekort op die been gebring word met straatnaam voorstelle vir die nuwe uitbreidings te wete Omdel (Uit.3), Hentiesbaai (Uit. 10,11&12). Die komittee sal ook oorweging daaraan verleen om straatnaam veranderinge voor te stel vir latere oorweging deur die Raad.

6 TOURISM/TOERISME CUSTOMER SERVICE IN THE TOURISM SECTOR We touched on the importance of your establishment s outside appearance, interior decoration, as well as the actual service the tourist receives, often by employees. It so often happens in Henties Bay that small shops or businesses are managed by employees who are not really trained in handling customers and do not know how to achieve customer satisfaction. Tourists are becoming more and more sophisticated as they travel around the world and demand service excellence even when they visit a small holiday town such as Henties Bay. They compare us to other bigger centers they visited and expect to receive the same quality service. And there is no reason why we cannot provide them what they rightfully expect. There are a few golden rules when dealing with people on holiday: Spoil them and make them feel special: A holiday is a special occasion and a few small gestures such as flowers in the room or a luxurious towel make people feel welcome. Eating is one of the highlights when on holiday and special attention to the preparation and presentation of food in your guesthouse or restaurant is of vital importance. Give them undivided personal attention: A guest who feels that he is regarded as important will be a good ambassador and will always come back. Make sure that you have enough well trained staff to make time for conversation with guests. Enquire if they are satisfied: Make sure that you know what your guests expect of you and if you fulfil in their needs. It is important that you enquire personally at each table whether customers are satisfied with their food. Train your staff to handle your customers with the same special care as you would: This is especially important where you cannot spend time with all your customers personally. 7 TOURISM CENTRE The Municipality has moved its Tourism Office to the SME Centre in April this year. The main reason for this move was to create a tourism centre where a variety of services can be offered to tourists. Whereas the previous office space only allowed for the provision of information and limited displays the set-up in the SME Centre is of such a nature that it provides plenty of exhibition space as well as cubicles for the presentation of various arts and crafts. At present the Tourism Centre houses the tourist information office, various displays such as conservation and attractions around Henties Bay, advertisements by various tourism establishments and services in Henties Bay, toilet facilities, a coffee shop and stalls with local arts & crafts. Persons who are still interested to advertise their tourism services or sell their local arts & crafts at the centre are welcome to contact the Tourism Officer, Estelle Rubow, at TOURISM EXPO SEAGULL GARDEN Contact us for all your gardening needs, soil preparation, irrigation, instant lawn, garden services, house cleaning, etc. The Municipality together with the Henties Bay Tourism Association took part in the Tourism Expo in Windhoek in June this year for the first time. It was an excellent platform to promote our attractions and tourism services. We hope that more of our service providers, especially activity operators, will join us next year. Hilma Prastus is twee jaar gelede deur die "Women Action for Development" in naaldwerk opgelei en hulle het weer die inisiatief geneem om ander vrouens in Omdel op te lei om sodoende hulle kennis terug te ploeg in die gemeenskap en hulle kleremaak vaardighede verder uit te bou. 'n Komitee is gestig, onder die naam van Ma/hao, Katuwane Needlework Group. Die Voorsitter is, Mev. Renathe Aubes en ondervoorsitter Mev. Hilma Prastus. Die groep het gegroei tot 'n getal van 12. Hulle het begin met die maak van voorskote en daarna is die voorskote geborduur. Nou maak hulle bloese en hemde, (sien geel bloes op foto -Sister Sara) en tans is hulle besig met die maak van sakke uit laslappe. Enige inwoner wat van resbietjies lap, garing, of selfs van naalde en skêre wil ontslae raak, is welkom om dit aan die groep vir verdere gebruik te verskaf. 11 HERWAARDASIE VAN EIENDOM Die herwaardasie van eiendomme in Hentiesbaai het reeds 'n aanvang geneem vanaf einde Junie Die waardeerder by name Mnr Chet van Wyk is in besit van 'n sertifikaat van aanstelling en huiseienaars is binne hul magte om die waardeerder te versoek om sodanige sertifikaat voor te lê as bewys van aanstelling. Daar heers egter onsekerheid oor sy betreding van 'n huis binne-in. Daar is egter twee senarios wat voorkom, naamlik by 'n persoonlike waardasie en algemene waardasie. 'n Persoonlike waardasie is gewoonlik in opdrag van 'n huiseienaar wat moontlik vir sy/haar doeleindes 'n waardasie verlang vir verkoopsredes of wat ook al. Hier sal 'n waardeerder gewoonlik die huis betree. By algemene waardasies speel vierkante meter 'n rol. 'n Woning met 'n netjiese buite aansig sal uit die aard van die saak seersekerlik van binne ook netjies vertoon. Niks verhoed 'n waardeerder om deur die venster te loer en 'n opname te maak van byvoorbeeld, die vloer en of 'n plafon bestaan. 'n Huiseienaar behoort dus diskresie aan die dag te lê of hy/sy 'n waardeerder wil toelaat om 'n woning te betree. Die beroep van die kant van die munisipaliteit is om huiseienaars se samewerking te vra gedurende die waardasie tydperk.
