1 Minutes of the meeting held on Thursday 20 October 2016 at 7.30pm in Dilton Memorial Hall Present: Councillors Cllr. A Irving (Chairman), Mr A Coutts-Britton, Mr W Johnson, Ms. S Harris, Ms. K Hutt, Mr J Moody, Mr F Morland, Mr A Page, Mrs J Short and Ms N Duke (Clerk). There were nineteen members of the public present initially. Prior to the commencement of the agenda Mr Steven Wood from Kompan presented proposals for the refurbishment of the play area in Dilton Marsh. Cllr Wickham gave the following report; Wiltshire Council had agreed a four year finance deal to provide stability. A further 45m of savings was required before Work on Clyvie was due to commence on 31 October. Planned work to Tower Hill had been put back owing to the objection of one household and would not now be likely to take place until 2017/18. Confirmed that planning application 16/08998/FUL Land at Dartmoor Road, Westbury had been called into Committee. 2139/16 Welcome and Introductions. The Chairman welcomed those present. 2140/16. Apologies. Apologies for non-attendance were received from Cllrs. D Howells and M Roberts. 2141/16. Declaration of Interests. There were no interests declared. 2142/16. Minutes of the Ordinary Parish Council Meeting held on 15 Septembr The Council resolved that the minutes be signed as a true and accurate record with one amendment. 2143/16. Community Policing Team (CPT). a. PCSO Caroline Wright submitted a written report at the meeting and her report is reproduced here in italics: The Community Policing Team (CPT) model will be rolled-out across Wiltshire Police this autumn, starting with the county of Wiltshire on 17 October 2016 and followed by Swindon on 7 November This follows a successful trial of the new model in Trowbridge, Warminster, Bradford on Avon, Westbury, Tisbury and Mere. I would like to thank everybody within the community for assisting us during this pilot and providing us with the feedback to enable the continued development of this new model. The structure and ways of working have developed over the last year and this is down to our continued review and also listening to the feedback from our partner agencies and community and this has enabled us to arrive where we are today. We are keen to also improve where possible and so this process will continue and I look forward to future evolutions. CPT combines Neighbourhood Policing, Response teams and Local Crime Investigators so there is a one team approach to community policing. It means there is a bigger team of officers and police staff available to attend incidents and improves communication between teams and departments. It gives the public a better service because

2 issues can potentially be resolved at the first point of contact (101 and 999 call-takers) and provides them with a named officer/police staff member who they will be able to keep in touch with during the investigation. It also encourages officers and staff to take more ownership of cases. There will be seven Community Policing Teams: Swindon North, Swindon West, Swindon South, Wiltshire North, Wiltshire West, Wiltshire East and Wiltshire South. Each Community Policing Team will be overseen by a Superintendent and will have an Inspector and a Deputy who directly lead that Community Policing Team. The team will be made up of a mix of police officers, community coordinators, PCSOs, civilian local crime investigators and Specials Constables. We will be engaging with the public as the force wide roll-out commences and will welcome feedback about the new model. You can also find out more, including videos and infographics explaining the new model, on our website COMMUNITY MESSAGING We have been talking a lot publically about Community Messaging over recent months and I have included the link below and would continue to encourage you to spread the message to your communities, encouraging as many people as possible to sign up. We have seen a 20% growth over the recent months and this is to be commended and I want to say thank you for this and the work you have done within your communities to assist us in getting the key messages out there to the right people at the right place at the right time. Please help us take this even further. We are continually reviewing the content of our messages, so if there is any feedback for us, please let us know. CONTROL STRATEGY Below is our control strategy for your reference. This focuses on where how we conduct our operational Policing based on the Police & Crime Plan. We will continue to align our resources with the threat/harm/risks presented in line with the control strategy. Domestic abuse / Cyber Crime / High risk offenders / High risk victims

3 CURRENT SECTOR SERIES Crime Exceptions are the volume of crime that exceeds the levels we would expect over a specified period. This is based on evaluation of data, over like to like periods historically. There have been no crime exceptions, or crime series in Westbury Rural, throughout the month of September. In fact all crime types are below the average that we would expect to see. Most noticeably incidents of theft would average at approximately 5.7 offences a month, and September saw only 2 reports. One of these relates to a Burglary to an address in Greater Lane, Edington, whereby entry was gained by suspects forcing a downstairs window. Following a search of the address, a quantity of jewellery was stolen. Enquiries are still ongoing, and forensic evidence has been sent off for analysis. We have seen an increase in reports of incidents involving dogs, over the last couple of weeks. These include incidents where dogs have attacked / bitten other animals. Can I please remind you all that the legislation for the Dangerous Dogs Act was updated in You should be aware of the following : 1. Section 3 of the Act applies to every single dog owner in England and Wales, regardless of the breed of the dog. Under this section it is a criminal offence for the person in charge of the dog to allow it to be dangerously out of control in a public place a dog doesn t have to bite to be deemed dangerous in the eyes of the law. 2. The biggest difference within the Act also covers incidents on private property in addition to public spaces. This includes your own house and both front and back gardens. LOCAL CRIMES ***** Crimes and Incidents reported in September 2016; Edington: Dwelling Burglary, house unattended while owner on holiday Bratton: Report of dog on Recreation Field (not a police issue, passed to Council dog Warden ) Dog on Dog attack causing the death of one of the dogs. Criminal damage to fencing caused by hare coursers/poachers Hawkeridge; Dog on dog attack, dog escaped from garden and attacked another dog on the Dilton Marsh: Criminal damage to a bridge at Penleigh footpath. PCSO Caroline Wright encouraged residents to report any incidents of anti-social behaviour at the play area as these would be collated and the police would put together a package to deal with any problems. She reported that she had checked the database going back to 2009 and had not identified any reports. There was discussion regarding a recent spate of dog on dog attacks and PSCO Wright clarified that this was a matter for Wiltshire Council, although there was a multi-agency approach being put together to deal with the issue. 2144/16. Planning. a. The Council noted the status of the extant planning applications thus: 15/12711/FUL 16/00084/LBC 15/12551/OUT Brook Hall, North Bradley Brook Hall, North Bradley Land at Westbury Sailing Lake, Station Road, Westbury Alterations to existing outbuildings as two residential holiday let units(1no. two-bed and 1no. four-bed) and an office. Outbuildings are within curtilage of Grade II-listed main house. As above Hybrid planning application seeking outline planning permission for the erection of up to 300 dwellings etc. Pending Pending Resolved to permit - awaiting detail of s106 agreement 16/07516/FUL 33 Fairwood Road Detached garage Approval with conditions b. The Council examined the following planning applications : 15/05847/FUL The Old School House, 151 High St Variation of condition 5 relating to various amendments No objection 15/09248/RWN Dilton Marsh Railway Prior approval under Part 18 Class A to Noted Station schedule 2 of the T&CPA General Permitted Development Order 2015 for extension of platforms at railway station to accommodate the longer diesel multiple unit (DMU) trains 16/09585/FUL Land at St Mary s Lane Detached house and offroad parking Request extension c. Cllr. Morland alerted the Council to the planning application from Persimmon Homes for 50 dwellings at land adjoining Dartmoor Road. It was noted that this narrowed the rural gap between the parish and the town of Westbury and it was resolved to object on the grounds that the application breached the town policy limit and reduced the boundary between communities. It was also resolved to request that the parish council be kept informed of further developments relating to the application and would request confirmation of the date of the Wiltshire Council meeting at which the application. 2145/16. The Council resolved to make the payments shown under Accounts due for payment above together with the below listed additional payments: Dilton Marsh Memorial Hall RoSPA play area inspection St Johns Communication Centre HMRC Cllr Harris Poppy Appeal /16. Community Area Board/Community Area Transport Group. The Westbury Area Board meeting had been inquorate and would meet again in November /16. Highways/Environment. a. Cllr J Wickham reported that the bridge work was due to be undertaken before the end of the financial year and that traffic control measures would be in place for the duration. b. Cllr Harris reported that she had been liaising with Melksham Without Parish Council which had identified a company able to calibrate the speed indicator devices without the need for them to be sent abroad. c. Members considered the issue of inappropriate parking on the grass at Shepherds Mead and it was noted that there was the option to apply to CATG for funding to install bollards. It was agreed to consider this further. d. Members discussed the issue of trees overhanging the layby at Clivey and it was agreed to ask Cllr Roberts to place a request for the parish steward to attend. 2148/15. Playing Field. a. Members considered the actions arising from the report and presentation on the leisure facilities project/playing field development. It was proposed by Cllr Middleton and seconded by Cllr Johnson that the proposals as laid out by Kompan be adopted. After debate this was resolved. b. Cllr Johnson reported on the recent RoSPA annual inspection, reporting that the actions required from the 2015 inspection had been carried out prior to the 2016 inspection. There were some further actions detailed in the report and these would be attended to with assistance from volunteers. c. The Chair thanked RAPID for the work the group had undertaken to get the project to refurbish the play area to this stage. 2149/16. Members Reports. Cllr Moody the film night scheduled for 12 November would not now be showing Absolutely Fabulous, as this had not yet been released. Another film may be substituted. The Co-operative store in Westbury was due to close and re-open as a Lidl and it had been confirmed that the post office would remain in situ.

7 Cllr Coutts-Britton had recently had cause to access the declarations of interest pages on the Wiltshire Council website and had noted that some members had not completed the register and that the list of members was now out of date. Cllr Middleton spoke regarding issues with parking at the school, reporting that Highways had been asked to extend the restriction parking upto the school gates. Cllr Harris reported on a recent number of bonfires generating offensive noise and odour in the ground behind the old shop. This was noted to be a matter for environmental health. Cllr Hutt drew attention to the Barn Dance scheduled for 29 October, which would be supporting the school and the church. There was to be a big breakfast the following morning. The Carnival AGM was scheduled for 2 November at Fairfield College. Cllr Irving asked for volunteers to ensure the war memorial was clean and clear of leaves prior to Remembrance Sunday. Cllr Harris and Hutt undertook to attend to this. Cllr Irving reported she had recently attended training on war memorial inspections and would take a look at the memorial with a view to preparing a condition report. There was discussion pertaining the planting of bulbs kindly donated by Mole Valley and members were invited to volunteer to take part. 2150/16. Clerk s Report. a. The Council noted that the date and time of the next meeting: Ordinary Parish Council Meeting 17 November 2016 at 7.30pm. b. The Clerk reported on the consultation on the Local Government Finance Settlement 2017/18 and members noted the fact that this included comments on proposals to extend capping to all town and parish councils. It was agreed to submit a consultation response objecting to this proposal. The Clerk would prepare a draft letter for members to consider.
