Think lost, not stray. Standardize Microchip Frequency A1839 Rosenthal/S4570 Tedisco

Having a microchip can mean the difference between lost and found. A study of more than 7,700 stray animals in the United States at animal shelters showed that dogs without microchips were returned to their owners 21.9% of the time, whereas microchipped dogs were returned to their owners 52.2% of the time. Cats without microchips were reunited with their owners only 1.8% of the time, whereas microchipped cats went back home 38.5% of the time. Lord et al, JAVMA, July 15, 2009

Microchips play an important role in the mission of empowering animal welfare by promoting responsible pet ownership. Traceable chips help hold owners accountable for the well being of their pets. The Los Angeles Times published a story about a man in Santa Ana who tortured his dog with a machete. When the injured dog was discovered, the man stated that the dog was a stray that had been fighting with another dog. Investigators then took the dog to a veterinarian who discovered that the dog had a microchip implanted in it. The microchip showed that the man who stated that the dog was a stray was actually the owner. The ability to identify the owner of an adopted animal may be useful in other situations, such as dog fighting, to prevent and penalize animal abuse.

Countries / Regions with Microchipping Laws in Place

Data Supports it! Ways in which owners were reunited with their pets in the U.K. Stray Dogs Survey 2014 Summary Report: A report prepared for Dogs Trust, 2014

A microchip is only as good as the information attached to it In a nationwide study conducted by Ohio State University, 24PetWatch was shown to have the highest registration rate followed by HomeAgain and Avid. JAVMA, Vol 235, No.2, July 15, 2009

Where the future of microchipping lies for NYS Present NYS law does not require anyone to scan an animal for a chip The NYS Animal Protection Federation is calling for the standardization of Microchip frequency using ISO 11784 and ISO 11785 15 digit chips are ISO chips/12 digit or lower not ISO chips The chips should also be ISO Conformant Full Duplex and run at a frequency of 134.2 khz Microchip readers Veterinarians and animal shelters must upgrade to universal readers in order to read both types of chips Right now, some readers can read all the chips while going through a long reading cycle and some can only read one or two chips Registration Once a companion animal is chipped, the entity that implants the chip (shelter or vet) should be mandated to send in the registration.

My friends and I also think mandating the microchipping of all companion animals is also needed. Maybe once we get the frequency and registration issues done, we can tackle these. We just want to go home! What longer shelter stays cost These are 2015 numbers from the 88 animal shelters across New York State that use PetPoint for managing their shelter statistics. Intake of Strays Return to Owner Days of Care Cost of Care 23,983 4,383 1,527,390 $15,283,900 Standardizing microchips and readers as well as ultimately mandating microchipping and mandating registration will enable New York s animal shelters to cut costs and enhance the overall care of the companion animals in their charge.

Pioneers of Microchipping Denmark was the first country to introduce mandatory microchipping for dogs. In Sweden dogs must be registered with the Swedish authorities and have permanent identification at four weeks of age. As a result, over 90% of stray dogs are reunited with their owners within 24 hours of being collected by the authorities. Tasker, Louisa. Stray Animal Control Practices (Europe). 2007. pg 29

U.K. is introducing compulsory microchipping in 2016 because officials believe compulsory microchipping could: Reduce the burden on taxpayers Each year, over 100,000 dogs in Britain are abandoned or lost, at a cost of 57 million Improve animal welfare by making it easier to return a stray dog to its owners Develop responsible dog ownership by ensuring greater traceability of owners Help to establish liability and prove ownership Deter dog theft
