2 PART 5. IRISH GREYHOUND STUD BOOK AND REGISTRATION IN THE STUD BOOK 59.-Maintenance of Stud Book. (as amended AGM 1990, 1996, 1999, 2015) A- The Secretary of the Irish Coursing Club shall maintain a register or registers or series of registers by whatever means as determined by the Executive Committee, recording the whelping, names, descriptions, ownership and mating of greyhounds, collectively to be called The Irish Greyhound Stud Book, and hereinafter referred to as "The Stud Book." The Secretary of the Irish Coursing Club shall be the Keeper of The Irish Greyhound Stud Book and in such capacity shall be hereinafter referred to as "The Keeper of the Stud Book." The Keeper of the Stud Book shall be charged with the duty of maintaining the Stud Book. B- There shall be registered in the Stud Book.- (1) The colour, sex, name, pedigree, and date of whelping of all thoroughbred greyhounds, (2) The names of the owners of all greyhounds. (3) The date of whelping of all litters of greyhounds. (4) The description and marking of all registered greyhounds. (5) Any other information as may be directed by the Executive Committee. C. The Executive Committee may demand that a DNA fingerprint analysis be carried out on any greyhound registered or applying for registration in the Irish Greyhound Stud Book. D-Every person who is or was the owner or part-owner of a greyhound, breeder or part-breeder of a litter, stud keeper of a stud dog or agent registered under these Rules or making any application for registration to the Keeper of the Stud Book under these Rules, shall submit to these Rules and to the jurisdiction of the Irish Coursing Club in the matter of these Rules and consent to the publication of any matter or decision under these Rules in any manner which the Executive Committee may consider proper in accordance with Section 43 (9) of the Greyhound Industry Act, 1958. Owners/breeders/stud keepers shall also submit to (but not limited to) Artificial Insemination Regulations 2005, Welfare of Greyhounds Act 2011 and Microchipping of Dogs Regulations 2015" 60-Registration of Litters. (As amended 1996, 2013, 2014, 2015) A-'Within fourteen days after the whelping of a litter or within seventy seven days of mating, whichever is the earlier, the owner of the dam or the lessee shall cause to be delivered to the Keeper of the Stud Book (1) a declaration of Litter Form with the detail thereon as appropriate to the owner or the lessee completed in full and signed. The registered owner(s) must sign declaration of litter form or submit letter of authority thereby authorising a person other than the registered owner(s) to act as breeder(s). (2) The fee shall be as set out in Appendix B(3) to these Rules. B-This Declaration of Litter Form shall be forwarded by the Keeper of the Stud Book to the Official Steward in the breeder s area. An earmark and microchip shall be allotted by the Keeper of the Stud Book and earmarking and microchipping shall be carried out by the Official Steward at twelve weeks from the date of whelping. C- The Declaration of Litter Form completed and signed by the Steward shall be forwarded by the latter to the Keeper of the Stud Book. D-No movement of whelp shall be made until the entire litter is earmarked and microchipped unless prior notification to Keeper of the Stud Book. E-A greyhound which has not been earmarked and microchipped as a whelp shall not be eligible for competition in Breeders Produce Stakes (Trial Stakes) or track or coursing event confined to puppies except by special permission of the Executive Committee, having carried out such investigation as may be deemed necessary. F (1) A Breeding Notification Form to be forwarded to Keeper of the Stud Book by the owner/lessor of bitch. The form shall be submitted within 14 days from the date of mating by the owner/lessor of the bitch (2) Where both the appropriate breeding notification form and mating certificate are submitted after 50 days from date of mating, the litter will be debarred from any track or coursing event confined to pups of a specific age. See appendix B for fee/fine structure. (3) Where the breeding notification is received after 50 days but the mating certificate has been received within 50 days from date of mating, the litter will not be debarred. See appendix B for fee/fine structure for late submission of breeding notification. (4) Where the breeding notification is received within 50 days but the mating certificate has been received after 50 days from date of mating, the litter will not be debarred. See appendix B for fee/fine structure for late submission of mating certificates. G-A breeder shall notify the Keeper of the Stud Book within 14 days of sale of an unnamed greyhound giving details of name and address of person to whom sold. No fee applicable. H-The purchaser of an unnamed greyhound from any litter shall submit certificate of registration/change controller and location form to the Keeper of the Stud Book within 14 days of purchase of an unnamed greyhound. See Appendix B. I- A person who contravenes or fails to comply with 60 F and 60 G under these Rules commits an offence. J-The Keeper of the Stud Book and/or Executive Committee has the right to publish in such manner, the number of services performed by any sire and the number of progeny produced from these services,

3 including but not limited to the method of service, location of service and name of any stud keeper responsible for such service. K- In the event of a breeder of a litter falsifying documentation or found in breach of ICC Rules and Regulations in relation to any matter under their control, then a fixed fine of 2,500 is payable for a first offence without the requirement of appearing before a committee as appointed by the Executive Committee if liability is accepted. The breeder has the right not to accept liability and in this instance will be requested to appear before a committee as appointed by the Executive Committee. In the event of the committee finding against the breeder then a fine of 2,500 applies in addition to any other fine which may be commensurate and the cost of convening the hearing. A breeder found in breach of Rules and Regulations on a second or subsequent occasion shall appear before a committee as appointed by the Executive Committee. L- Breeders should ensure that for the 7 th and 8 th mating for a bitch, a veterinary certificate has been submitted to the ICC prior to such mating taking place as set out in the Welfare of Greyhounds Act 2011. The Irish Greyhound Stud Book cannot register any litter over and above 8 litters whelped on the island of Ireland. 61-Late Registration of a litter. (Amended 2011, 2015) A litter of greyhounds may be registered after the time limit laid in Rule 60 subject to the following conditions. (A)-Where the appropriate documents are delivered to the Keeper of the Stud Book after fourteen days but not more than thirty days after date of whelping, the fee is as set out in Appendix B(3) to these Rules. (B)-Where the appropriate documents are delivered to the Keeper of the Stud Book after thirty days but not more than fifty days after the date of whelping, the fee is as set out in Appendix B (3) to these Rules (C)-Where the appropriate documents are delivered to the Keeper of the Stud Book after fifty after the date of whelping, the fee is as set out in Appendix B (3) to these Rules (D)-Where the appropriate documents are delivered to the Keeper of the Stud book more than twelve months after the date of whelping, the Declaration of Litter form shall bear an endorsement vouching for its accuracy signed by at least two members of the Irish Coursing Club or one member of the Irish Coursing Club and the Control Steward in the area, the litter shall be ineligible in accordance with conditions set out hereunder and the fee is as set out in Appendix B (3) to these Rules (E)-Where the appropriate documents are delivered to the Keeper of the Stud Book more than twelve months after date of whelping, the Keeper of the Stud Book shall register such litter (1) pursuant only to a resolution of the Executive Committee directing registration of such litter by reason of special or exceptional circumstances (2) the payment of such fines as the Executive Committee shall fix. (3) the Declaration of litter form shall bear an endorsement vouching for its accuracy signed by at least two members of the Irish Coursing Club or one member of the Irish Coursing Club and the Control Steward in the area. (F)-The conditions set out in A,B,C,D and E above apply if the Declaration of litter form which has been returned to the breeder for correct re-submission is not returned within the period specified. The second submission will not be treated as it if were an original and it shall incur the next stage of fine and disability. (G)-The Keeper of the Stud Book shall, at his discretion, order an inspection of a litter to be carried out by a Stipendiary Steward, Control Steward, Authorised Officer or Authorised Officers in other jurisdictions. The Stipendiary Steward, Control Steward, Authorised Officer or Authorised Officers in other jurisdictions shall be entitled to enter the premises where such a litter is kenneled to carry out the inspection. Any person who obstructs, prevents or attempts to interfere with such inspection shall be in breach of these Rules. 62.- Transfer of Whelps. (as amended 2015) On transfer of ownership of any unnamed greyhounds belonging to a registered litter, the breeder shall give to the transfere authority in writing to register the transfer on a Certificate of Microchipping Application Form. 63.-Correction of Discrepancy. (as amended 2015) Where the colour of any whelp in the litter does not correspond with the colour stated in the Declaration of Litter Form the breeder is permitted to have the discrepancy rectified within six months of the date of whelping without Payment of fee. Where discrepancy exists and is not rectified within six months of the date of whelping the greyhound so miss-described shall not, if there is, in the opinion of the Keeper of the Stud Book, a big discrepancy, be eligible to compete in track or coursing events confined to pups of a specific age. For stipulated fine see Appendix B. Definition Of Breeder. The person or partnership in whose name a litter is registered shall be deemed to be the breeder of that litter.

4 64.-Registration of Name of Greyhound. (As amended 1996, 2015) A-Every application for the Registration of a greyhound shall be delivered to the Keeper of the Stud Book on the Certificate of Registration and Names form, with the appropriate registration fee as prescribed in Appendix B(4) and shall be signed by the owner and shall state with reference to such greyhound: (1) The pedigree (2) The date of whelping. (3) The sex. (4) The colour. (5) Microchip code (6) The proposed name, with further names by way of other choices. Where the applicant for registration of a greyhound is not the same person who registers the litter to which such greyhound belonged, the application for Certificate of Registration and Names Form shall be signed by the breeder in accordance with Rule 62 or where there are more transfers than one, by the authority given upon each transfer. (7) A Limited Company may be accepted on submission of Limited Company application form and a fee as set out in Appendix B(4) as the registered owner of a greyhound provided the said Company shall appoint at time of registration a person who shall be responsible for the greyhound in all matters relating to the racing breeding and coursing, including the signing of registration documents and receipt of all prize money in the same way as if the said person were the sole owner or partner. (8) A Syndicate may be accepted on submission of Syndicate application form and a fee as set out in Appendix B(4) as the registered owner of a greyhound provided the said Syndicate shall appoint at time of registration a person who shall be responsible for the greyhound in all matters relating to the racing, breeding and coursing, including the signing of registration documents and receipt of all prize money, in the same way as if the said person were the sole owner or partner. B -A greyhound may be registered in the name of a company under conditions set out by the Executive Committee. For fee, see Appendix 6(4). The appropriate registration fee for a greyhound shall be fixed in accordance with the scale set out in Appendix B(4) 65.-Powers of the Keeper The Keeper of the Stud Book may register without the production of written authority, where the Keeper is of opinion that the authority has been unreasonable, withheld or that through illness, death or other reasonable cause it cannot be obtained. Prior to completion of Registration the Keeper shall give written notice to the person from whom such written authority is required of his intention to register such person may within fourteen days appeal from the decision of the Keeper of the Stud Book to the Executive Committee by notice in writing and lodgment of a fee as prescribed in Appendix A(4) which shall be declared forfeit if the Executive Committee consider the said appeal to be frivolous or vexatious. In such cases as mentioned above the Keeper may request a form of Indemnity as set out in Appendix K. 66.-Restriction of Registration. No litter of greyhounds and no greyhound shall be registered in the Stud Book unless the sire of such litter or greyhound is registered in the Stud Book as a stud greyhound and the dam is also registered in the Stud Book, and no greyhound shall be registered unless the litter which included such greyhound has been previously registered in the Stud Book, save and except greyhounds already registered in the Greyhound Stud Book or other recognised greyhound stud book, in which case the registration fee shall be in accordance with Appendix B {5). 67 Bred in Ireland. (As amended in 1996, 2017) The term 'bred in Ireland' shall be interpreted in the following manner, viz:- That the puppies are the progeny of a sire and dam registered in the Irish Greyhound Stud Book at the time the mating took place, that the mating and litter are registered in the Irish Stud Book and that the puppies have been whelped in Ireland." Any litter whelped in Ireland shall be registered in the Irish Greyhound Stud Book in the first instance. Any litter whelped in any other jurisdiction (i.e. outside the island of Ireland) shall be registered in the Stud Book relevant to that jurisdiction in the first instance. 68.-Naming A Greyhound. (as amended 2015) A- The Keeper of the Stud Book may refuse to register names which the Keeper considers unsuitable either because they are similar in pronunciation to names already in the Stud Book or because they are likely to give offence or are not fit and proper or for any other reasons. No name entered in the Stud Book shall be again available for another greyhound until twelve years have elapsed since the same name was previously entered in the Stud Book, provided that where a greyhound dies without having run at any coursing meeting or on any racing track and without having been bred from, and notice of such facts is within one month of the date of death given by the owner to the Keeper of the Stud Book, the same name shall at once become available to the same owner for another greyhound. No name containing a numeral shall be registered. If two or more greyhounds are registered in the Stud Book with the same name in contravention of this Rule, the Keeper of the Stud Book on discovery thereof shall require the owner of

5 each such greyhound registered after the first registered, to re-name his greyhound and the Stud Book shall be rectified accordingly. For fee see appendix B(4). For use of a Trade Name see fee in Appendix B(4). If any name which is not fit and proper or which is likely to give offence shall be registered through an oversight, the Keeper of the Stud Book shall immediately on discovery thereof, cancel such Registration and require the owner to rename the greyhound concerned. B-Prefixes-Prefixes are issued for a five year period. (see Appendix B) C- (1) If any subscriber should enter a greyhound by a different name from that in which it shall have last been entered to run in public, he shall give notice of the alteration to the secretary at the time of entry, and the secretary shall place on the card both the late and the present names of the greyhound, and this shall be done at all meetings at which the greyhound runs throughout the ensuing season. (2) If notice of the alteration be not given; the greyhound shall be disqualified. (3) The new name must be registered before the greyhound may run under it (4) No name may be altered more than once. For fee to alter the registered name of greyhound, see Appendix 6(5). (5) A sire or dam used for breeding shall not be given a change of name subsequent to first breeding registration. D - The Keeper of the Stud Book shall, at his discretion, order an inspection of a greyhound to be carried out by a Stipendiary Steward, Control Steward, Authorised Officer or Authorised Officers in other jurisdictions. The Stipendiary Steward, Control Steward, Authorised Officer or Authorised Officers in other jurisdictions shall be entitled to enter the premises where such a greyhound is kenneled to carry out the inspection.. Any person who obstructs, prevents or attempts to interfere with such inspection shall be in breach of these Rules. 69.-Duty and Powers of Keeper of the Stud Book. (as amended 2015) Where the Keeper of the Stud Book is not satisfied as to the truth, accuracy or completeness of particulars supplied to him with an application for registration, he shall, after making all necessary investigation, hold up registration or until he has referred the matter to the Executive Committee or any Committee appointed by the Executive Committee for a direction. In the event of the Executive Committee or Committee appointed by the Executive Committee deciding against the acceptance of the registration, they shall not be bound to state any reason for such decision. 70.-Proof of Litter Registration.(as amended 2015) The Keeper of the Stud Book on the registration of the litter or greyhound shall issue to the applicant the Naming and Microchipping Certificate Application form noting breeder, breeding, sex, colour, earmark and microchip details. This Naming and Microchipping Certificate Application form to be submitted to the Irish Coursing Club for each pup in order to obtain the Certificate of Registration/Names form. See Appendix B (3) 71.- Taking of Markings for Identity Card. (as amended 2015) Markings shall be taken by Control Steward by arrangement with owner and Control Steward shall return copy markings to the Irish Coursing Club. 72.-Agents: (as amended 2015) An owner may register an agent to handle his greyhound as follows:- 1 Complete Agents Application form together with Certificate of Microchip Registration to be forwarded to Irish Coursing Club for each dog in his care to amend controller. (See Appendix B(9) ) 2 (a)-a person shall be disqualified from acting as an agent if an Exclusion Order under the Act applies to him. (b)- The kennels of the agent shall be periodically checked by authorised officers of the Board or Club who shall make a report to the Board or the Club. (c)-lt shall be the duty of the agent to inform the racing manager that a greyhound entered for racing is being trained by him or where a greyhound already entered for racing comes under his control he shall notify the racing manager accordingly.. (d)-an agent shall advise keeper of the Irish Greyhound Stud Book, when the greyhound has left his kennels. (e)-an agent shall train greyhounds for one owner only. (f)-no fee may be charged by an agent to the owner for the handling of the greyhound. (g)-fee for registering an agent see Appendix B (9). 73.- Transfer of Ownership. (as amended 2015) Where the owner of a registered greyhound transfers the ownership of such greyhound the following provisions shall apply: A- The registered owner of a greyhound shall notify the Keeper of the Stud Book within 14 days of the fact that the greyhound is no longer his property. B- The new owner shall within fourteen days cause to be delivered to the Keeper of the Stud Book the Identity Card, Certificate of Registration and Transfer form. Transfer Fee (see Appendix B(5) setting out:

6 (1) The fact and date of transfer of ownership, and (2) A request to be registered as owner of the greyhound. C-If the new owner fails to comply with these regulations within specified days, he shall be liable to a fee such as the Executive Committee may decide from to time. See Appendix B(5). D-When a greyhound is bought at a Public Auction Sales, the Auctioneer shall stamp or seal the Certificate of Registration and Transfer Form and such seal or stamp shall be accepted as proof of sale. E-Where a greyhound is purchased after the draw for a coursing event, no change of ownership shall take place until the stake is completed F-Where a failure to effect a transfer of ownership if detected, following investigation, the fee as set out in Appendix B(5) shall apply. 74.-Registration in Name of Minor. (as amended 2015) Where an application is made for the registration of a litter or greyhound in the name of a minor or for a transfer of a greyhound to or from the name of a minor, the application shall be signed by the parent or guardian (who shall also state date of birth of minor) who shall thereby expressly undertake responsibility for the greyhound and for compliance by the minor and parent or guardian with these Rules and the Rules of greyhound coursing and the rules of greyhound racing during minority. 75.-Completion of transfer and Ineligibility Pending Transfer. (as amended 2015) On compliance by the transferee with Rule 73 the Keeper of the Stud Book shall issue and send to the transferee the Identity Card and Certificate of Registration with new owner, controller and location recorded. No greyhound shall be eligible to compete at any coursing meeting or greyhound racing meeting during the interval between the date of the transfer and the date of transfer of ownership unless the transferee has in his possession at the time of such meeting a written permission to run such greyhound signed by the Keeper of the Stud Book and stating that all papers necessary for the purpose of registering the transfer have been delivered to him. 76.-Death of Greyhound. (as amended 2015) If a greyhound dies, the person whose name is entered in the Irish Greyhound Stud book as the owner of the greyhound shall, within 14 days, give notice in writing to the Club of the fact, the identification of the greyhound and the date of death. 77.-Registration of Sires: (As amended 1998 and 2011, 2014, 2015) It shall be the duty of every stud keeper of a greyhound to be used for Stud purposes as a sire in any year to apply before January 1 in such year to the Keeper of the Stud Book to register such greyhound in the Stud Book as a sire. Failure to submit a stud registration and/or fee will incur a fine as determined by Executive Committee and shall constitute a breach of these rules. The Keeper of the Stud Book on receipt of an application under this Rule in respect of a greyhound qualified for entry in the Stud Book and on receipt of the appropriate registration fee, and a certificate signed by the Control Steward stating that such a Steward had inspected the greyhound shall enter the name of such a greyhound in the Stud Book as a sire for the appropriate term If the stud keeper is not the registered owner of the greyhound, the owner shall be required to sign the stud application form for first registration of a stud dog and it shall be the owner s responsibility to advise the Keeper of the Stud Book of any change with regard to the standing of his/her stud dog. A certificate signed by a Veterinary Surgeon to the effect that the greyhound is in a good state of health and fit for stud duties shall be required for first registration of a stud dog. The stud keeper of Stud greyhounds shall keep a record of matings and send a certificate of each mating and fee to the Keeper of the Greyhound Stud Book within 14 days of the mating taking place. At the same time he shall issue a Declaration of Litter Form to the owner or lessee of the bitch mated. See Appendix B(2) A-if a mating certificate is received after fourteen days but within thirty days of mating, a fee as set out in Appendix 6(2) shall apply. B-If a mating certificate is received after 30 days but within 50 days of mating a fee as set out in Appendix B(2) shall apply. C-If a mating certificate is received after 50 days but within 180 days of mating a fee as set out in Appendix B(2) shall apply and the litter shall not be eligible to compete in any track or coursing event confined to pups of a specific age. D- Failure to submit a mating certificate and/or fee will incur a fine as determined by the Executive Committee and shall constitute a breach of these rules. E- The conditions set out in A, B, C and D above apply if the mating certificate which has been returned to the stud dog keeper for correct re- submission is not returned within the period specified. The second submission will not be treated as if it were an original and it shall incur the next stage of fee as set out in Appendix B(2) and disability as mentioned above. F-in the case of a late registered litter, if the Keeper of the Stud Book requires an affidavit the fee for registration shall be as set out in Appendix B(2). G-If a bitch is mated more than once, a separate mating certificate must be issued for each mating. For failure to comply, a fee, in addition to the fee charged for mating certificate shall be paid, see Appendix B(2)

7 H- The Keeper of the Stud Book shall, at his discretion, order an inspection of a bitch to be carried out by a Stipendiary Steward, Control Steward, Authorised Officer or Authorised Officers in other jurisdictions. The bitch may be inspected before or after whelping and shall not be moved from the premises as notified by the owner/lessor on breeding notification form. The Stipendiary Steward, Control Steward, Authorised Officers or Authorised Officers in other jurisdictions shall be entitled to enter the premises where such a bitch is kenneled to carry out the inspection. Any person who obstructs, prevents or attempts to interfere with such inspection shall be in breach of these Rules. I- (1) A Breeding Notification Form to be forwarded to Keeper of the Stud Book by the owner/lessor of bitch. The form shall be submitted within 14 days from the date of mating by the owner/lessor of the bitch. No fee shall apply. (2) Where both the appropriate breeding notification form and mating certificate are submitted after 50 days of date of mating, the litter will be debarred from any track or coursing event confined to pups of a specific age. See Appendix B. (3) Where the breeding notification is received after 50 days but the mating certificate has been received within 50 days from date of mating, the litter will not be debarred. See Appendix B (4) Where the breeding notification is received within 50 days but the mating certificate has been received after 50 days from date of mating, the litter will not be debarred. See Appendix B J- The Keeper of the Stud Book and/or Executive Committee has the unrestricted right to publish in such manner at their discretion, the number of services performed by any sire and the number of progeny produced from these services, including but not limited to the method of service, location of service and name of any stud keeper responsible for such service. K - In the event of a stud dog keeper falsifying documentation or found in breach of ICC Rules and Regulations in relation to any matter under their control, then a fixed fine of 2,500 is payable for a first offence without the requirement of appearing before a committee as appointed by the Executive Committee if liability is accepted. The stud dog keeper has the right not to accept liability and in this instance will be requested to appear before a committee as appointed by the Executive Committee. In the event of the committee finding against the stud dog keeper then a fine of 2,500 applies in addition to any other fine which may be commensurate and the cost of convening the hearing. A stud dog keeper found in breach of Rules and Regulations on a second or subsequent occasion shall appear before a committee as appointed by the Executive Committee. L- Stud dog keepers should ensure that an owner or leasor confirms that for the 7 th and 8 th mating for a bitch, a veterinary certificate has been submitted to the ICC prior to such mating taking place as set out in the Welfare of Greyhounds Act 2011. The Irish Greyhound Stud Book cannot register any litter over and above 8 litters. 78.-Publication of Stud Book:- A- The Irish Greyhound Stud Book may be published annually under the authority of the Irish Coursing Club. B- The Club and Executive Committee and the Keeper of the Stud Book shall not either collectively or individually be liable for any error or omission regarding the registration or non-registration, transfer or nontransfer or any greyhound. C- The form of the existing Registers in use immediately before the coming into operation of these rules, together comprising the Stud Book, shall be continued and the Executive Committee may, as they see fit, direct changes in the form of the Stud Book and/or the registration forms. 79.-Powers of Executive Committee.. (as amended 2015) The Executive Committee of the Club may take or authorise, inter alia, the taking of disciplinary action, including the imposition of disabilities in relation to participating in greyhound registration, breeding, coursing and racing, against persons who appear to them to have been guilty of conduct inimical to the registration, breeding or coursing of greyhounds or to have contravened rules made by the Club relating to greyhound racing or the training of greyhound for reward. The Executive Committee of the Club may take or authorise, inter alia, the taking of disciplinary action, including the imposition of disabilities against persons in relation to the non payment of fees and/or fines, 80.-Documents Issued by the Club. (as amended 2015) Any person who shall take part in the sale, gift or loan of a Naming and Microchipping Certificate application form, Certificate of Registration and Names form, a identity card a Certificate of Registration and transfer of ownership form or any similar document separately from the transfer of the greyhound therein mentioned, shall be guilty of an offence and liable to be warned off or otherwise subject to disciplinary action by the Executive Committee. All certificates of Registration and Identity Cards are issued solely for the Club and are not documents of title (see also Rule 28C). 81.-Responsibility of Registered Owners. (as amended 2015) The registered owner of a greyhound shall be held responsible for any substitution, misconduct, or irregularity including by addition, amendment or deletion, duplicates or falsifies any document issued by the Club, which may take place with regard to such greyhound to the date when he has notified the Keeper of

8 the Stud Book that such greyhound is no longer his property as provided for in Rule 73. The parent or other guardian shall be held responsible for greyhounds registered in the name of a minor. The registered owner of a greyhound (up to the date when he has notified the Keeper of the Stud Book that such greyhound is no longer his property as provide for in Rule 73) shall be in breach of these Rules if such owner does or attempts to alter, tamper or otherwise interfere with any means of identification of a greyhound. 82.-Unregistered Greyhounds Ineligible. (as amended 2015) An unregistered greyhound shall not be eligible to compete at any coursing or greyhound racing meeting. The stewards or any of them or the secretary of any coursing meeting or greyhound race track executive shall be entitled to require production from the owner or his agent of the identity card and Certificate of Registration before accepting the entry of any greyhound for any event, and on failure to produce shall be entitled to refuse the entry. The stewards or any of them or the secretary of any coursing meeting at which a greyhound is entered for any event, to require production by the owner of such greyhound or his agent, of the identity card and certificate of registration of such greyhound, and, in default of production, the stewards shall disqualify such greyhound from the event and may declare all entry money paid for the said event forfeited (see also Rule 28C) 83.-Power to Refuse Registration. If the Keeper of the Stud Book has reason to suspect or is of opinion that an application for the registration of a greyhound or of a transfer of ownership is made for the purpose of evading or circumventing the Rules of the Irish Coursing Club or if there is a dispute, the Keeper shall be entitled under Rule 69 of these Rules to defer such registration or until the Keeper has reported the matter to the Executive Committee or Committee appointed by the Executive Committee who shall decide for or against acceptance of such registration. In the event of the Executive Committee or Committee appointed by the Executive Committee deciding against acceptance of the registration they shall not be bound to state any reason for such decision. 84.- Transfers to avoid Disqualification. (as amended 2015) If a transfer of ownership of any greyhound is registered in the Stud Book after the transferor has been found guilty of an offence resulting in his being suspended or warned off and if such transfer was, in the opinion of the Executive Committee or Committee appointed by the Executive Committee effected for the purpose of avoiding disqualification of such greyhound, or enabling such greyhound to be coursed or raced during the suspension or after warning off of the transfer or, the Executive Committee or Committee appointed by the Executive Committee, may, at their discretion, disqualify and declare ineligible for all greyhound racing or coursing meetings any greyhound so transferred and may warn off or suspend the person or persons whom they consider and believe to be accessory to the transfer in this regard, and if the Executive Committee or Committee appointed by the Executive Committee intend to act under this Rule, they shall give to the transferor and the transferee of the greyhound in question and to any other person whom they wish to deal with as an accessory, at least seven days notice of the time and place when the matter will be considered by the Executive Committee or Committee appointed by the Executive Committee and all persons so notified shall be entitled to appear before the Executive Committee or Committee appointed by the Executive Committee. If the Executive Committee warn off or suspend any person under this Rule, they may cause notice of such fact to be published in the "Sporting Press" and may also publish such notice in the daily Press.
