Our business manages the property located at. I am writing to oppose the conditional use permit to operate a CRV facility at3300 Planz Road. Many of our tenants have signed a petition opposing the CRV faci Iity. We happen to agree with their concerns and would like to state our opinions as well. On behalfof the company we are opposed to the project for two reasons: 1. It does not increase access to recycling in the community as the staff report alleges. In fact, within the City today we do not have an issue with access to recycling opportunities. 2. We have seen a rise in both petty theft, visual blight and homelessness in the immediate area. The Bakersfield community has an abundance of access to recycling opportunities. First, the City has started a great blue cart program that encourages residents to recycle regularly. Also, according to the State Cal Recycle Webpage there are over 52 CRV sites in the Metropolitan Planning Area. Many of these facilities are very close to 3300 Planz Road. Often time petty theft isn't reported to police or residents are told to go on line to complete a report. This facility will encourage homelessness in the area surrounding the CRV facility directly impacting our business office and the tenants we serve. We also believe this will lead to increased visual blight in the area. The applicant's responsibility ends atthe property line. How many shopping carts and trash will now find their way onto our properties or those of surrounding neighbors. We take pride in our property and don'twantto diminish the atmosphere and the neighborhood we have worked so hard to create. Last, our residents are already victims of theft from their porches, balcony's and more. We would argue that this facility will further increase our homeless population in the area and our tenants will be the victims of the increased crime. In short, we do not feel that this request meets the test within the staff report. The staff report says it must provide a convenience to the public. There is an abundance of access to recycling programs in the City and this does nothing to raise this level of access. In fact, we argue that there is more than enough access to CRV facilities within the vicinity. Second, it is our position thatthis is not in harmony with the surrounding neighborhood as it will lead to increased visual blight, homelessness, and petty theft.
