I have an excellent online survey sample from the Semiahmoo Animal League (SALT) in White Rock, British olumbia which would poll the issue among your constituents. I believe, and have experienced first hand, gang mentality at the dog parks. There are groups of people who have decided that they do not need to follow guidelines, the law, or reasonable, polite and safety conscious etiquette at the parks which allow ALL residents or visitors to Broomfield use of the parks. Theyexclude and to what they want, often creating dangerous situations. I would guess the ity and ounty has seen a rise in civil and criminal cases coming out of those locations. A membership fee, plus an application which screens dog park users will aid in creating revenue, safety, and democratic use of the dog parks. Go to: www.sali.ca, search of Dog Park Survey and click through the survey questions. anada is having the same issues. I have used many parks from olorado to Wyoming to Utah to Idaho to Washington to Vancouver Island in B, and the Vancouver, White Rock, Surrey areas. I am gathering information from dog daycares/kennels who are hearing the local dog park complaints and the gang mentality comments, daily. Dog daycares/kennels enforce the following (and for good reason based on their experience): I. No un-neutered/unspayed animals are allowed in the general dog population (must be isolated, for which clients pay extra).. All shot records submitted, up to date, the appropriate immunizations required for mixed dog popluations. 3. No dogs under 1 yr old in with the adult dog population. 4. NO toys because of the prey behavior it triggers in mast dogs. 5. All animals leashed in and out of the facility. 6. Dog-aggressive, people-aggressive dogs may not be allowed at the facility. 7. No food brought out to trigger a fight among the dogs; must be fed in separate areas. There are more issues, I m sure. These facilities did not make these rules up for some dogs. They are educated in animal behavior and they know the dangers, they don t want the liability. Why does Broomfield want to step outside of already pfoven animal behavior studies, and why not meet with these kennels and ask them what they see when they DO NOT follow protocol? The government s product is the law and legislation to manage human behavioi to create a better social context in which most can leave peacefully Something deeds to be done to create some structure at this new model called a Dog Park because certain elements of the citizenry are forming gangs That s not democratic and; most of all, ii is a growing safety issue. 1 Item - Page

Info Subject: Ideas for 14 Hello ity ouncil and Mr. Mayor, First of all, thank you for all that you do to make Broomfield such a great place to live! I appreciate your hard work and the thoughtful way you make decisions. I submit one small idea and one medium sized idea for your consideration: Small idea: The sidewalks on Holly Drive (West and East) are in need of repair, along with the drainage system. I have tripped more times than I care to count on these uneven sidewalks, and I know that as a resident of a playful city, you want the citizens out walking their dogs, jogging, etc. SO... how about having some folks check out the sidewalks in the older parts of town and see what fixes could be done? Medium sized idea: A marquee sign like the one by Broomfield High School near the Library which would let people know about upcoming concerts and other events at the Broomfield Auditorium. (I know that there are banners and also that some events are promoted on the HUGE sign outside the Event enter off of Highway 36, but I think that a sign close to the place where the performances will occur would be more productive.) Along these same lines - please change out the posters at the bus stops after an event has occurred, it seems like a waste of advertising space to see an ad for event which took place a month ago, when it could be advertising something coming up.
