1. History of the service cynology, beginning of the use of the service dogs in the security corps. If the dog itself and the trained one especially has some importance for many people, it is indispensable for the security service, this was written in the beginning of twenties in the last century in the professional literature. It was the fact considered mainly by gendarmes during the performance of their service, so they decided to create kennels. They took up this idea from the old tradition of the Chods who had used the dogs when guarding the borders of our country.

1909 acquision of the first service dogs for the security service of the Imperial Gendarmerie in Bohemia. 1923 the first training course for the service dogs and their handlers was realised in Nové Hrady. They trained 13 dogs, 8 of them of their own and 5 even belonging to the state. Interesting thing is that in Germany the dogs were breeded and trained for the criminal police service as from the year 1801. 1925 the Ministry of Interior established the Institute for the training and breeding of service dogs for gendarmerie in Pyšely near Prague. They trained there also the dogs for other security bodies: state police, financial guard and bodies for the protection of the state railways.

2. Organisational structure of the Canine Division of the Police of the CR. Service cynology of the Police of the Czech Republic is managed by the Canine and Mounted Police Division of the Directorate of the Public Order Police Service of the Police Presidium of the Czech Republic. The main task of this division is the methodological management of canine and mounted police units, then the breeding and training of service dogs and horses.

Training Centre in Plzeň - Bílá Hora and Balková: Performs the training of dog handlers with service dogs for the special use: Detection of drogs and psychotropic substances Detection of explosives and booby-trap systems Detection of dead bodies and their parts Use of dogs for the method of the effluvial identification Detection of accelerants

Training Centre in Býchory: Performs training of dog handlers with service dogs in universal categories not only for the Polici of the Czech Republic, but also for the prison Service. Training is focused on searching dogs effluvial works and guarding dogs defensive works.

Training Centre in Dobrotice Performs training of dog handlers with service dogs in universal categories, then training of dog handlers with dogs for searching for persons hidden in the traffic means. This specialisation is used mainly by the Alien Police Service. Training is provided also for the municipal police.

Cynology at the Public Order Police: Territorial units, where the service cynology is realised, are located in Regional Directorates of the Police of the Czech Republic. These directorates manage the service cynology at the territorial units, where the dog handlers are used mainly in favour of the public order police and criminal police, generally on request for the concrete cases.

Cynology at the Alien Police Service: Service cynology of the Alien Police Service is managed by the Directorate of the Alien Police Service, which is the body with nation-wide jurisdiction and it fulfils specific tasks within the Police of the Czech Republic. Dog handlers are in the territorial directorates of the alien police service and are used mainly for the ordinary performance of service and guarding in connection with alien problems.

Use of the service cynology within other police units Pyrotechnic Service group of cynology use of specialised service dogs for searching for explosives as another detection mean of pyrotechnists. Protective Service protection of constitutional officers and president of the Czech Republic use of specialised service dogs for searching explosives during preventive examinations in favour of security of protected persons.

The specialised service dogs are also used within the Police of the CR for: detection of dead persons and human remains, for the method of the effluvial identification, for seraching for accelerants (detection of criminalistic center of fire), detection of arms and their parts.

Guarding dogs are used mainly for: preventive activities in the field of public order, intervention against disturbers of public order, inspection and research of terrain, facilities or traffic means in order to find persons or objects, guarding and escorts of persons, securing of safety and order in traffic means, fulfilment of special tasks in cases of securing of public order and safety mainly during huge disturbances (illegal demonstrations, marches, violence of spectators)

pursuit and possible detention of runaway person, who commited illegal offence, pursuit and possible detention of offender running away from the crime scene with the use of his/her fresh traces, detection and elaboration of effluvial trace, detection of objects connected with crime, search actions, detection of fired cartridges, if they were trined for this activity, guarding service during the protection of the state borders.

Searching dogs are used mainly for: detection and surveillance of effluvial trace, searchnig at the crime scene in order to secure evidence and facts connected with crime, detection of fired cartidges and finding of objects connected with crime or offender, searching for persons in demand and missed persons, possibly persons hidden in facilities, terrain and traffic means, pursuit and detention of running away person, who commited petty offence or crime,

pursuit and detention of offender from the crime scene with the use of his/her fresh trace, detection and elaboration of effluvial trace, detection of objects connected with crime, marking of offender according the object or trace, if they were trained for this activity, identification of scents from two objects of one owner, if they were trained for this activity, inspection and research of terrain, facilities and notification, search actions, guarding service during the protectionof state borders.

Service dogs for the special use Detection of explosives these dogs are used mainly for the preventive searches (protection of constitutional officers, facilities of the special protection) and security searches (anonymous announcements, suspected baggage and consignments)

Detection of drogs and psychotropic substances these dogs are used mainly for the detection of drogs and precursors in co-operation with the criminal police and investigation service during the house searches in connection with the penal proceedings, then during the controls of stay in accommodation facilities and during the preventive controls.

Detection of persons hidden in traffic means service dogs are used mainly by the Alien Police Service for searching of persons in the natural of specially created hides in cars or lorries.

Use of the service dog 1) Police officer if authorised to use the service dog mainly for: His/her own safety or safety of other person against the illegal attack, which endangers directly, lasts or will continue, Prevention of disturbance, fight, intentional damage of property or other illegal act, which breaks the public order, Prevention of violent enter of non-authorised person into protected or guarded facilities or at places with forbidden entry, Pursuit or detention of runaway person, who commited crime or petty offence or person, who is or ought to be escorted, Forcing the person, who commited crime or petty offence to leave her/his hide; hide is everything that disallow the police officer to monitor the offender s activities also in case when the person is hidden only partially.

2) Police officer uses the service dog with the muzzle. If the character and intensity of attack or resistance of a suspected person requires, it is possible to use the service dog even without the muzzle. 3) To use the service dog as the coercive mean is possible only by the police officer, who is a dog handler. The coercive mean in this case is the activitiy of the dog handler with the dog on the base of the command of the dog handler given to the service dog. Presence of the service dog and the dog handler at the place of the service intervention is not any coercive mean.

Overview concerning the field of the special use: On the base of the demand of the Central Crisis Staff of the Czech Republic concerning the security of inhabitants of the Czech Republic in connection with terrorist attacks, the priority task to increase the number of service dogs for detection of explosives within the Police of the Czech Republic emerged. This task was fulfiled and service dogs are used for the protection of safety of persons including the protection of safety of the aviation traffic.
