United Schutzhund Clubs of America Southwestern Region 2016 Regional Meeting Minutes Regional Director, Gail Kendall gave a welcome speech and instructions as to how the meeting will be run. 1. Call to Order Regional Director, Gail Kendall called the meeting to order on February 19, 2016 at 6:28 p.m. in Pahrump, NV. 1.1 Roll Call Regional Secretary, Curt Holstein conducted a roll call. Roanna explained that the title could not be awarded until after the Conformation show commenced. However 2016 would not be effected. Nelli asked if the 2017 could be moved up earlier in the 2017 calendar year to close the gap between the 2017 Regional Conformation and the Regional IPO Championship. Gail explained that 2017 is effected by the difference between National running on a fiscal calendar and our region running on a regular calendar. Approved by majority vote 5 Announcements Gail Kendall announced that the organization is looking for a National Sieger trophy sponsor and host club for the National Sieger show from the SW Region. If anyone is interested in either or both pieces, please contact Michele Scarberry. Motion made by Erin Easter, Scottsdale Schutzhund Club to have the SW Region sponsor the National Sieger trophy. 2016 Regional Director s Report (Exhibit A) Good Evening Everyone, I hope you re all are enjoying the competition. Red Rock has out done themselves and we thank you. Of course, we thank our judges, Mr. Frank Philipps and Mr. Frank McEniry. This year we are also honored to have our USCA President, Mr. Jim Alloway. I d like to thank my Board. We ve tackled some big issues this year and why we don t always agree, we always seem to reach a compromise and I can say that each and every one of these individuals are truly motivated and determined to act in the best interest of our region. This year has been an exciting year for our region. We hosted 3 Regional events in 2015. Our Regional IPO Championship was hosted by Aztec Schutzhund Club. The Regional Conformation Show was hosted by West Coast Schutzhund Club, and again they show cased more than 70 dogs,(roanna will speak about that later). Our Regional Training Seminar, hosted by North County, was a teaching/training helper seminar with Dave Deleissegues. In the last couple of years, we have doubled, almost tripling, our regional monies. We are now in a position where we will be featuring a 2 nd Regional seminar paid for completely by the region. Our region is growing. We have 19 clubs in the region- 17 full clubs and 2 affiliates. This year Dog Star voted, as a club, to go to affiliate status, for personal reasons within their club. So Cal, our other affiliate club is soon to rejoin us as a full member club. Other exciting news is that we have two new clubs that have already filled out their paperwork. One has already paid their dues and the other club we are just waiting for final signatures. Both of these clubs were WDA and have chosen our organization to transfer to. The first of these new clubs is Leon Luszcz s club, Deutscher Schaeferhunde Club in San Diego and the 2nd is Kellie and Chris Connell s club, San Diego Schutzhund Club. So, we welcome them and look forward to supporting their first trial.

This year s stats: As you know, I keep pretty close stats on our region: We hosted 1 Regional IPO Championship, 1 Regional Conformation and Breed Survey and 1 Regional Training Seminar, 14 club trials, 3 Helper Classifications and 1 Conformation Show and with the inclusion of all levels, this year we awarded 137 new titles. Last year we were at 110 new titles. With only 178 total entries however this gives us a 77% success rate. And while I m so, so proud of what we ve accomplished, I know we have more in us and we can still do better. And we will. We ve made more improvements this year opening up the lines of communication. We had our first successful conference call with our club presidents. We had 14 people on the call and while no decisions were made it was a beginning and one that we will continue. We followed that up with a training directors call. This next year, talking with Kathy Mocanin, (who moderates our Facebook page) thank you Kathy, we ve been discussing a town hall type meeting. People, we are like the mythological Phoenix who rises from the ashes to be powerful again. And You are doing it- each and every one of You. I hope everyone this next year who is going for their BH or their IPO 1 gets it because you are our rock, our foundation. I hope we also have a noticeable presence representing our region at the Nationals. If not competing, let s go to support USCA in Merced, CA. Thank you.

2016 Regional Training Director s Report (Exhibit B) The South West Regional Seminar October 3 & 4, 2015 with Dave Deleissegues, was extremely successful. There was a great response from all the helpers that attended and we had 100% Positive feedback from all the attendees. We had a very large turnout of spectators as well as participants. This was the Best regional Seminar in years. We made $1,227.45 for our region. North County Schutzhund Club hosted the event and did an excellent job. SW Regional Seminar 2016 will be in Arizona this time, to help accommodate all the Arizona Helpers and Trainers. It is scheduled for May 21 & 22, 2016. East Valley Working Schutzhund Club will be hosting. Don Yelle will be our guest and we will have a Helper Certification on the last day. In the future a Tracking Seminar will be planned. Hopefully this can be part of the National Track Layer Certification program.

2016 Regional Breed Warden s Report (Exhibit C) 1). The first show of the year was hosted by Aztec SchH Club with USCA s Judge Johannes Grewe on January 18th with 5 entries and 2 breed surveys and 1 AD. 2). USCA sponsors a trophy in each region for Highest Scoring Breed Surveyed Dog at the Regional IPO 3 Championships. The trophy for 2015 was awarded to Rich Rosen & his HOT dog, Qerry Des Lupus Saevus, who came in 2nd place and they also took home the Helpers Choice Award. 90-88-92=270. 3). The 2015 USCA Sieger Show was held in Zion, Illinois on May 15 th through 17 th. The Judge for all of the Males Classes is SV Judge Harold Hohmann and for the Female Classes it is SV Judge Margit van Dorssen. The Performance Judge will be our own USCA/SV Judge Nathaniel Roque. There were 350 dogs entered and we had quite a successful showing of with 10 quality dogs owned and/or bred from within our region. 4-6 Males (16 dogs) VP1 Ghandi von Wa-Bo breeder & owner Jack Tsai 12-18 Youth Females (33 dogs) SG2 Daisy von Wa-Bo breeder & owner Jack Tsai And Daisy received the Highest American Bred Award for this class SG7 Emi von Salerno breeder & owner Rachelle Salerno SG16 Oxley vom Gurnwald Haus owned by Patty Yokum 12-18 Youth Males (14 dogs) SG2 Dux von Wa-Bo breeder & owner Jack Tsai And Dux received the Highest American Bred Award for this class SG3 Dexter von Wa-Bo breeder & owner Jack Tsai Working Class Females (28 entered, 18 shown, 5VA, 12V, 1SG) VA3 Kizzy v.d. Tempelhoeve owned by Jack Tsai 4-3 and is a progeny of the 2015 VA1 Sieger Cobra D Ulmental V11 Emy von Patriot owner Avi Cohen 3-5 Emy is a working line dog. Emy and Avi went on to compete at the WUSV Universal Sieger Show competition in Italy in June and the USA Team placed 5 th overall. In the show Emy received V10 out of 19 females. In the trial Emy received 85-86-90=261. Emy & Avi placed 4 th overall in the females with the highest protection score overall of 90 given to only 7 of the 50 dogs. Working Class Males Long Coat (4 entered, 4 shown, 4 V) V4 Glock Q von Gurnwald Haus owned by Patty Yocum 3-3 Working Class Males (29 entered, 16 shown, 11VA, 5V) VA1 Sieger Cobra D Ulmental owned by Jack Tsai 3-3 VA4 Team Leiksaid Kapitan owned by Jack Tsai and one of only two dogs to receive a 5-5 rating being the highest score in the Performance Test. Jack Tsai also showed in the Progeny Group with his stud dog VA1 Cobra d Ulmental and

six of his offspring. The Judge gave many nice compliments about the quality of the offspring Cobra produces 4). Our 2015 SW Regional Conformation Show was hosted by West Coast SchH Club with the SV s National Breed Warden, Judge, and Koermeister, Herr Lothar Quoll on November 20th through 22nd. There were a total of 7 Breed Surveys, 6 AD s, and 70 show entries. Rachelle Salerno hosted a free handler seminar with several first time handlers learning about the show and how to handle a dog in the ring. Overall, it was and excellent show with many exhibitors and spectators. We were honored to have the 2015 USCA Sieger Show VA1 Sieger entered in our regional show in the Working Class & he took the V1 rating Cobra D Ulemental owned by Jack Tsai. The Working Female V1 went to Kizzy vd Tempelhoeve also owned by Jack Tsai and she received VA3 at the 2015 USCA Sieger Show. The Working Male Long Coat V1 went to Jack v. Haus Freier owned by Rachelle Salerno. Moreover, we had a total of 6 VA rated dogs entered and I would like to extend a warm thank you to those exhibitors who support our regional show. 5) This year s 2016 Sieger Show is being co-hosted by O.G. Indianapolis in Indianapolis, Indiana on April 27 th through May 1 st. The Judge for all of the Males Classes is SV Judge Helmet Konig and for the Female Classes it is SV Judge Dieter Oeser. The Performance Judge will be our own USCA/SV Judge Nathaniel Roque. 6). Our 2016 SW Regional Conformation Show will be hosted by ANACAPA with the SV Judge Frank Goldlust on April 15 th through 17th. They are currently working on flyers soon to be sent out. The club plans on also hosting a seminar on with Heidi Thesis and the show and breed survey on Saturday and Sunday. Heidi will be apprenticing under the judge as she has entered the judges program to become a conformation judge. Once again the Executive Board has approved funding reimbursement for up to $1,000.00 for the club hosting the Regional Conformation Show to help with some of the expenses and to promote and encourage the regional shows. 7). Beginning in 2016, the WUSV will require all participating dogs pass hip & elbow ratings with a-stamp or OFA ratings. It has been rumored that eventually the dogs must have also passed a breed survey to participate at the WUSV Championship. 8). The Breed Advisory Committee (BAC) has been hard at work this past year & is still in the process of updating the all of breed related policies & forms which has been long overdue. We updated the Performance protocol for the Sieger Show requiring VA dogs to achieve higher performance rankings by using the point value system which gives a more detailed description on testing the dog s self-confidence, instinctive behavior, and ability to cope with stress. It is the goal of the BAC to strengthen the working standards for the Sieger Show and to give a more detailed description of the dog s performance ability. That concludes my report! 2017 Southwest Regional IPO Championship Bid (Exhibit E) When: Judges: Event Secretary: February 2017, Third Week USCA Judge Nathaniel Roque - Obedience and Protection USCA Judge, TBA - Tracking TBA Club Qualifications: NCSC has been holding successful club trials and working seminars for the last 20 years. Our seminars have included hosting international trainers. During their visits, our club has coordinated their travel and lodging. Our members have real life experience coordinating professional events outside of dog sport. Members of our club have participated in regional and national events. As well as our club members being qualified to host a regional event our North San Diego County location has access to stadium size fields and tracking fields. Lodging for Participants: At this time we are looking at several fields. Affordable lodging would not be a problem. Motion for Regional Universal Sieger and Siegren (Exhibit G) This program has been designed to promote the German Shepherd Dog breeding in the United States of America and our Region addressing both physical qualities as well as character attributes as the foundation of the true German Shepherd Dog. I. Participation Requirements a. All German Shepherd Dogs owned by a resident of the Southwestern Region of USCA who are members in good standing of the United Schutzhund Clubs of America and are members of a Southwestern Region s full member USCA club are eligible to receive this title under the following conditions: b. The dog must be breed surveyed. c. The dog must be shown in the SW Regional Conformation Show and SW Regional IPO Championship in the same calendar year. d. The dog must receive at least an SG rating at the Southwestern Regional Conformation Show. e. The dog must receive pronounced and at least an G rating at the Southwestern Regional IPO Championship. f. Dogs that have been sterilized after receiving a KKL rating are not eligible. g. Dogs must be owned and in the possession of a Southwestern member for at least six months before the first regional event. h. Dogs must have a SchH 3/IPO3 and KKL rating to obtain the title of Universal Sieger/in (year) 1. In the event a participating dog is entered in the Regional IPO3 Championship, without a KKL rating (breed survey) the dog must obtain a KKL rating (breed survey) before or at the Regional Conformation Show. Breed ratings cannot be held over for a KKL rating (breed survey) at a later date or time. Dogs must be shown in the Working Class of the Regional Conformation Show. 2. In the event a dog is SchH2/IPO2 at the time of registration for the Universal Sieger title, the dog must obtain the IPO3 title at or before the Regional IPO3 competition. Dogs must be shown in the IPO3 competition. II. Registration Procedure Upon approval of these regulations at our 2016 Southwestern Regional meeting, registration of participant dogs needs to be submitted to our Regional Breed Warden no later than 20 days after the 2016 Southwestern IPO Championships. However, a Universal Sieger participation card must be obtained at the 2016 Regional meeting or event so that they can be signed by the attending judge. a. Starting in 2017, registration of participating dogs is required 25 days before the first regional event. b. A Universal Sieger participation card is to be obtained from the Regional Breed Warden. A copy of the dogs registration papers, breed survey report (KKL), score book, USCA membership card, and name of your Southwestern USCA Club affiliation is to be sent/given to our regional breed warden for recording purposes.

c. Owner/handler must note on entry form of hosting club of the interest to participate. The participation card is to be brought to both the IPO3 Championship and Regional Conformation Show where the scores/ratings are to be recorded and signed after each event by the attending judge. Any altering or changes of entries on the participation card must be done by the judge and witnessed by either the Regional Director or Regional Breed Warden, if neither is not present, a Breed Warden of the region can be called upon. Any alterations or corrections done by the handler or owner will result in a disqualification. d. Hosting clubs for both events are to note those dogs that are participating for the Regional Universal Sieger Title in their event catalogs. Entry forms of hosting clubs must have an additional space for the Regional Universal Sieger entry. e. No entries are allowed after the given closing date of the second event. III. Point System a. The dog receiving the lowest number of points combined in both events will be declared as the Southwestern Region Universal Sieger and Siegerin (year). b. The following points will be awarded: i.regional Conformation Show 1. Dogs are awarded points depending on their placing in the Working Classes. 2. The first place dog receives one (1) point. The dog in second place receives two (2) points, and so on until the last dog in the group of dogs declared for Universal Sieger/Siegerin. 3. In case both long stock coat and stock coat varieties are declaring for Universal Sieger/Siegerin they will be presented to the judge after the end of Working Classes and the attending conformation judge will decide their on placings. ii. Regional IPO Championship 1. Dogs are awarded points depending on their placing at the Regional IPO Championship. The first place dog receives one (1) point. The dog in second place receives two (2) points, and so on until the last dog in the group of dogs declared for Universal Sieger/Siegerin. c. The highest possible score is two (2). d. In the event of several dogs achieving identical points (tie), the dog bred in the Region under United Schutzhund Clubs of America regulations will be favored over any other dog. If there is still a tiebreaker necessary, then the points received from the performance in the Regional IPO Championship will dominate the other points. IV. Recognition a. The Regional Universal Sieger and Regional Universal Siegerin will receive a perpetual trophy award immediately following the declaration. This trophy will be returned each year by the year s previous winner and awarded to the new winners each year.

Engraving the winners name on the perpetual trophy is the responsibility of the winners of this trophy. b. The Universal Sieger/Siegerin is to be noted on Regional website with a picture, the pedigree, name of owner and/or breeder with no charge to the owner/breeder. It is the responsibility of the owner/breeder to submit the information to the editor of the website. c. The perpetual trophy cost for the Universal Sieger/Siegerin is to be provided by our Southwestern Region. No additional entry fees are to be charged by hosting clubs for participation of the Regional Universal Sieger/Siegerin title. d. An award certificate is to be given to the handler/owner or breeder of the winning dog and to be signed by the attending Judge and Regional Breed Warden.
