OFFICE OF THE DEPUTY DIRECTOR, ANIMAL HUSBANDRY AND VETERINARY SERVICES BIDAR / JOINT DIRECTOR, DEPARTMENT OF AGRICULTURE BIDAR / M.D. K,M.F.KALBURGI TENDER DETAILS FOR THE PURCHASE OF MILCH ANIMALS UNDER PASHUBHAGAYA/ KRISHI BHAGAYA/ AMRUT SCHEMES FOR THE YEAR 2015-16 SCOPE: ON 01/08/2016 01. This tender document is made as per the office of the Deputy Commissioner Bidar vide order No. DC/Bidar/CR-/2016-17 dated 25/07/2016 02. The agreement for supply of Milch / pregnant animals between Department of Animal and Veterinary Services, Bidar, Managing Director KMF Sub division Bidar & Joint Director Agriculture Bidar and the suppliers. The total number of crossbred cows and buffaloes to be supplied Taluka wise. 03. The Total Number of animals to be supplied is: 402 approximately The agreement is for supply of the following types of animals (including its Transpiration cost) to Bidar district Karnataka State, under PashuBhagya/ krishi Bhagaya/ Amrut schemes 04. This agreement also covers all Terms & Conditions mentioned in the tender document and also other conditions mentioned in this Agreement. 05. Requirement of Milch animals and Pregnant Heifer: Number of cows and buffaloes to be supplied to Bidar district Taluka-wise/ month-wise may vary depending upon the farmer preference and other contingencies. 06. Supply schedule and period of Agreement: The agreement shall be valid for a period of one year from the date of tender agreement as per the terms and conditions of the tender. The contract can be extended

with approved rates for the further period as requirement with the mutual consent on the same terms & conditions accepted for this agreement. There will be review of the performance by every quarter abide by the decisions taken by the department based on the number of animals supplied and the performance of the supplied animals. 07. Selection of animals:-cows Supplier should Agree to the following General Conditions for selection of milch animals heifers and pregnant animals: All animals shall be procured and supplied from approved states other than Karanataka preferably 1 1a Pregnant Deoni/ CB Cows(Jersey/HF) CB Milch Cows (Deoni Jersey/HF) *7 th.8 th month pregnancy * Minimum assured milk yield of 8-10 Liters per day after calving. *2 nd or 3 rd Lactation milch animals *Not more than 4 years of age *Exotic blood level should not be more Than 62.5% 10-12 liters milk milk yield per day 2 nd or 3 rd Lactation milch animals Not more than 4 years of age Exotic blood level should not be more than 62.5% Calf at foot below 30 days.

2 Transportation By Road/Railway Milch Buffaloes/Cows Pregnant Buffaloes/Cows & pregnant heifers. *Safe transport of all animals to the Beneficiary s village. *Transportation of animals as per the rules and regulations of Government. *Responsibility of supplier for feeding Watering and milking of milch animals During transit period. *Proper care should be taken for milch Animals, Preg. Milch animals and calves during transit. *Proper bedding should be arranged. *Required number of labourers should be Accompanied with trucks. *Proper rest should be given during Transportation. *Emergency medical kit should be made available in the truck. *Transit insurance should be Borne by the supplier him self/herself *Trucks should have way bill with Details of truck, meter reading numbers and route map. *The shortest route shall be chosen to Lessen the transportation stress. *A copy of route map along with number of Kms, travelled should be Indicated along with certificate by Concerned authorities. *A copy of way bill along with route map and Kms, travelled should be submitted along with each invoice as proof of transportation. 3 Transportation By Rail Milch Buffaloes/ Cows, Pregnant Buffaloes/Cows. *Safe Transportation of all animals to the beneficiaries village. *Transportation of animals as per the rules and regulation of Government. *Responsibility of supplier for feeding watering and milking of milch animals during transit period. *Proper care should be taken for milch Animals, Preg. Milch animals and calves. *Proper bedding should be arranged.

*Required labourers should be accompanied with each rake. *Proper rest should be given during Transportation. *Emergency medical kit should be made available with the staff/truck. *Transit insurance should be Borne by the supplier himself. *A copy of Railway receipt should be Submitted along with each invoice as Proof of transportation. 08. Selection of milch animals Buffaloes : The supplier should supply all the milch animals as per the specification given below. Sl. No. State Breed Specifications 1 Karanataka Murrah 2 Karanataka Pregnant Graded Murrah Buffaloes. 6-8 liters milk yield per day or 8-9 months pregnant. 2 nd or 3 rd Lactation milch animals Not more than 5 years of age Proven breed characters Calf at foot below 30 days. 8-9 months pregnancy Minimum assured milk yield of 6-8 liters per day after calving. 2 nd or 3 rd Lactation milch animals Not more than 5 years of age. Proven breed characters with not less Than 75% of Murrah breed characters. Veterinarians specialized in Gynaecology / Pathology / Microbiology / Medicine / Senior Assistant Director working in Veterinary Hospitals will first screen animals for general and gynaecological health. All the screened and fit milch animals will be later subjected for milk yield capacity. The beneficiary or beneficiary s representative along with the selection committee consisting of representative from Banks Veterinarians will select the animal duly checking age, health, dairy characters, number & stage of

lactation, average milk yield per day (through three consecutive milkings) and age & condition of calf at foot. Each animal will be subjected for three uninterrupted milking to arrive at the average milk yield. o Step-I Day : 1,Evening - Emptying of udder o Step-II Day : 2,Morning - 1 st milking o Step-III Day : 2, Evening - 2 nd milking o Step-III Day : 3, Morring - 3 rd milking The milking in between two milkings should be at least 10-12 hrs gap. The average of 1 st, 2 nd and 3 rd milking x 2 will be the day s milk production of a particulars milch animal. Oxytocin hormone shall not be used for milking of milch animals. 09. Supplier should Agree to the following conditions for Selection of Pregnant Milch Animals: Veterinarians expert in Gynaecology / Pathology / Microbiology / Medicine / Senior Assistant Director working in Veterinary Hospitals will first screen animals for general and Gynecological health. He/she should supplier animals of 7/8 th months pregnancy in case of CB cows and 8/9 th months pregnancy in case of buffaloes. If the pregnancy is lesser than the prescribed period will be summarily rejected at any point. All the pregnant animals should be calved only once/twice excluding the present pregnancy. The minimum assured milk yield of pregnant animals after 7 days of calving is as given below. BREED YIELD Cost of Animal to be Calculated as per milk yield Murrah Minimum 06 liters to 8 liters / day ( Rs.5095/ lit. Graded murrah Minimum 05 liters to 6 liters / day ( Rs.4300/ lit. Deoni, CB Jersey & CB H.F.Minimum 10 liters to 12 liters/day. ( Rs. 3000/ lit.

Above rates are standard procurement rates, bidders can quote his rates including transportation cost to beneficiaries village of different taluk of bidar district Supplier should agree to replace the animal if not according to the norms or the proportionate deduction will be made. 10. Supplier should agree to the following conditions for Selection Pregnant Heifers: The Pregnant heifers will be selected based on the breed, age, health and dairy characters. The supplies will be above 8-9 months pregnancy in case pregnant Murrah heifers & Pregnant CB /Deoni Heifers. 7-8 months. Mummified and macerated fetus should be excluded. History of habitual / threatened abortion should be excluded. No sign of prolapsed of vagina. Should not have abnormality / uneven in teats. Should not have deformity like hoof deformity, opacity of cornea, eye cancer, dislocation etc., 11. Supplier should agree to the following Specific Responsibilities as below. It is the responsibility of supplier to procure and arrange for Selection of animals by maintaining display center and not to allow the individual beneficiaries in to the village. Arrange facilities for selection of milch animals & their milking. The supplier will take all safety measures, health protection, feeding, watering and milking of animals and custody of their calves from procurement of delivery point. Each animal will be identified by the tagging system and the tags should be approved as per the norms of the Animal husbandry and veterinary services department. Should agree to provide invoice along with necessary documents like health & valuation certificates, vaccination certificates, weigh bills, screening committee report and route map with mileage certificate to each consignment / truck.

The selected animals will be transported and supplied at beneficiaries, village by supplier & will ensure all safety measures, feeding watering and health till the animals are delivered to the beneficiaries in their village. Utmost care should be taken for transportation of milch animals, pregnant animals and supplier will adhere to the rules and regulations of transportation of milch animals. It is the responsibility of supplier for making arrangements for transportation of animals by Train and Trucks within the agreed Time schedule Government of Karanataka will liaison for arranging Railway Rakes, however in case of nonavailability of rakes, the bidder has to arrange transportation of animals through trucks. It is the responsibility of supplier to supply milch animals with calf and pregnant heifers for safe loading into the train / trucks for transportation to the beneficiary village. Supplier will provide accommodation and food to the beneficiaries at selection point. 12. Supplier should agree to the following conditions for Replacement of Animals / penalty clauses. Should agree to the Milk yield verification at beneficiaries village within 7 days from date of arrival/calving in case of pregnant milch animals. Any variation in milk yield due to transportation stress (should not be more than 25% in case of milch animals) This condition is applicable to milch animals only and not to pregnant milch animals. Should agree that if, the milk yield of milch animals goes down than this limit at beneficiaries place than the recorded at selection point such animal should be replaced with proper pregnant / milch animal. In case of pregnant milch animals if the milk yield is below assured/expected milk yield that animal has to be replaced. However, if the beneficiary is willing to take that animal, proportionate deduction will be made. Any deviation in the milk yield than approved norms will be removed on prior intimation of supplier.

Should agree to that if rejected animal are not removed within 5 days from the beneficiary, the supplier should pay feeding charges of Rs.75/- per animal per day towards maintenance charges. 13. Should agree that in the event of death of calf of supplied animal, obey to pay a penalty of reduction of 10% cost of animal if agreeable to the beneficiary or other wise such animals will be replaced. 14. Should agree to replace animals in any case, the supplied milch animals/heifers are suffering from chronic disease/disorders which are incurable like Liver dysfunction, cardiac problems & uro genital problems etc., and noticed within the one month of supply. 15. Should agree to the condition that if the animals are procured from within the District and supplied may be considered as breach of agreement supplier has to obey to the action taken by the department as per the terms and conditions of the tender. 16. Should agree to the condition that in case of failure to supply the intended number of animals within the time limit without valid reasons, the supplier will considered as breach of agreement and necessary action will be taken. 17. Should agree that If supplier failed to supply milch animals and pregnant heifers as per the Government approved rates/tender rates may be treated as violation of agreement and the supplier will obey to the action taken by the department as per the terms and conditions of the tender. 18. Should agree that If supplier insists for additional amount from the beneficiaries than the approved rates, action may be taken against supplier for immediate cancellation of agreement for supply of milch animals and pregnant heifers. 19. If the beneficiaries are returned from any procurement point in the event of failure to provide sufficient number of animals by the approved supplier or the quality is not satisfactory, supplier has to bear to and fro charges of the beneficiaries and obey to the action taken by the department. 20. Should agree to the following conditions for supply / payment terms and conditions:

Should agree to obey the indents of the Deputy Director Animal Husbandry or his authorized officer for supply of animals. Supplies will be completed within a period of 15 days from the date of indenting. Supplies will be completed as per the accepted supply schedule depending upon the beneficiary s choice taluka wise requisition season etc. The Deputy Director of Animal Husbandry decides the supply schedule. 21. Agreed to the payment of 75% of the basic cost of the animal ( Including transportation charges) as an advance after confirming the loading of milch animals, and pregnant heifers at selection point and the remaining amount will be claimed within 10 days after delivery of animals to the beneficiaries in their village after verifying the milk yield. Agreed to proportional penalty / reductions in case of any discrepancy is noticed in the milk yield. 22. Agreed to the payment of 75% of the basic cost of the animal (Including transportation charges) as on advance after confirming the loading of animals at selection point in case of Pregnant Murrah, Buffaloes and Pregnant Deoni/ Cross bred cows and the remaining amount (25%) will be claimed after calving and verifying minimum assured milk yield. Should agree to proportional penalty/ reductions in case of any discrepancy is noticed in the milk yield. 23. Security Deposit: After approval in the district Tender committee, successful supplier or Bider should deposit Rs. 2.00 lakhs (Rupees Two lakhs only) by giving Demand draft in favour of the Deputy Commissioner Bidar, for supply of milch and pregnant animals. Should execute agreement bond on 200/- Rs. stamp paper with all tender conditions. If any conditions are violated security Deposit will be forfeited to the government. 24. Should agree to the rights of Deputy Director of Animal Husbandry as given below. The Deputy Director of Animal Husbandry & Veterinary Services Bidar / Joint Director, Agriculture /M.D. KMF, Kalburgi, reserves the right to withdraw any

item for which tenders called for without any notice, what so ever, without assigning any reasons. In the interest of beneficiaries, the Government / the Deputy Director of Animal Husbandry/ Joint Director, Agriculture / M.D. KMF, Kalburgi, may even cancel the tenders, if the price offered is found to be high. Allotment of milch animals and pregnant heifers to successful bidders will be based on their performance and supply capacity. Deputy Director of Animals Husbandry & Veterinary Services Bidar/ Joint Director, Agriculture /M.D. KMF, Kalburgi, reserves the right to increase / decrease the number of animals. Deputy Director of Animal Husbandry & Veterinary Services Bidar / Joint Director, Agriculture /M.D. KMF, Kalburgi, reserves the right to enter into parallel contract for supply of animals with others suppliers, in case of the approved supplier fails to supply the required number of milch animals & pregnant milch animals, heifers and pregnant heifers duly recovering the losses from such suppliers. No upward revision of rates shall be considered during any part of the contract period and the approved rates will be valid up to one year from date of agreement but, the contract can be extended as per requirement with mutual consent. JURISDICTION FOR SETTLEMENT OF DISPUTES: 25. Any dispute that arises while implementing any of the clauses of these terms and conditions will be referred for arbitration. The arbitration proceedings will be as per the arbitration & reconciliation act 1996. The arbitration proceedings/ meetings will be held at Bidar only. Note:- The thumb rule for rates of Buff/ Deoni/ CB Cow, (Milch) will be decided on liters per day milk yield and for Pregnant animals depending on previous lactations milk yield and stage of pregnancy.
