CORTLAND COUNTY JR. FAIR ~ REGULATIONS 2018 1. OWNERSHIP: the exhibitor must own all animals by JUNE 1 st of current fair year. 2. NONOWNERSHIP: The exhibitor must care for animal(s) that are exhibited as nonowned no later than June 1 st. Certificates are available at the Cooperative Extension Office. Certificates must be returned fully completed to the 4H office by June 1 st. 3. ATTN: ALL YOUTH: For current 4H Members to show animals at the Cortland County Jr. Fair, they must reenroll into Cortland County 4H by March 31, 2018. For New 4H member enrollment must be by June 1 st, current 4H year. 4. MARKET ANIMALS: must be owned and in the care of the Exhibitor by June 1 st. of current 4H Year or specified as below: Species Date in owned & in care of: a) Market Goats, Sheep & Swine June 1 st current fair year b) Beef: 180 days c) Market Turkeys April delivery approved by 4H Office d) Pen of Broiler Chickens May Delivery approved by 4H Office. ANIMAL ENTRIES: DEADLINE IS FRIDAY, JUNE 01, 2018 GUIDE TO ANIMAL EXHIBITORS: 1. A VALID HEALTH CERTIFICATE: Each animal must be individually and positively identified on the health chart (CVI) and must be issued by an accredited veterinarian. ON OR AFTER MAY 1 OF CURRENT YEAR 2. IDENTIFICATION Animals must carry positive identification such as official ear tag, tattoo and/or registration papers. 3. BOVINE VIRAL DIARRHEAPERSISTENT INFECTION (BVDPI) The date and results of the testing must be noted on the CVI. 4. PULLORUMTYPHOID: (BIRDS) AFTER APRIL 14 THRU JULY 1, 2018 (doves, pigeons & waterfowl exempt).. HORSE EQUINE INFECTIOUS ANEMIA TEST (EIA/COGGINS) CALENDAR YEAR: 2012018 6. RABIES VACCINATION: MARKET ANIMALS: ON OR BEFORE JUNE 0, 2018 NONMARKET ANIMALS: ON OR BEFORE JUNE 26, 2018 (NYSAI202 states) Rabies Vaccination is required for all species for which there is a USDA licensed vaccine is available (cattle, horses, sheep, dog, cat, ferret and that are 4 months of age or older on the date of admission to the fair (see Rabies requirement).. RABIES VACCINATION OF ALL OTHER MAMMALIAN SPECIES: GOATS AND SWINE will also be required even though there is no USDA licensed vaccine available; this is known as offlabel use. Exception to the Rule: will be given to only to the small caged animal species, such as rabbits cavies, etc. for which there is no USDA licensed vaccine available. Most animals must be at least 4 months of age to receive a rabies vaccine.

Special precautions will be taken to inform and keep the public from coming in contact with all fair exhibited animals, especially those not rabies vaccinated or off label vaccinated. All animals (with exception of those noted above) will be required to show proof. Rabies Vaccination. ACCEPTABLE PROOF IS A VALID RABIES CERTIFICATE and included all pets on the Cortland Fairgrounds property. ANIMAL RELEASE: 68:00 A.M. SUNDAY, JULY 1 TH 2018 CORTLAND COUNTY FAIR GENERAL RULES (a) (b) (c) (d) All exhibits must be grown, made/prepared by the exhibitors since the last year s Jr. Fair. SHOW AGE GUIDELINES: all classes are open to all youth: (a) who were eight years old, and have not passed their nineteenth birthday as of January 1, 2018. (b) Must be residents of Cortland County, regardless of affiliation with any organization, or who are members of any organization affiliated with Cortland County and who do not show at any other Junior Fair for this year. NEW YORK STATE FAIR AGE GUIDELINES: youth participants must be at least (8)eight years of age by January 1 st of current club year and not have reached their nineteenth birthday prior to January 1, 2018. A "CLOVERBUD" is allowed to show one animal per species in Showmanship classes only (animals required to be housed through the duration of the week). (as species specified): Beef: Not allowed Dairy Cattle: Spring Calf only Dairy Goat: Doe must be younger than one year of age Meat Goat: Doe or wether be younger than one year of age Horse: Leadline/Walktrot classes only Poultry All breeds except Market Turkey & Market Broiler Rabbit & Cavy: All breeds Sheep: Animal must be younger than one year of age Swine: Not allowed (e) (f) (g) A "FIRST YEAR SHOWPERSON"(1st year showing in all animal classes) youth participating in first showing see general rules age guidelines above, and the class listing in each animal division. PREMIUM CHECKS will be distributed at the 2018 4H Achievement Night Awards Recognition Program in October 2, 2018. Premium checks must be cashed by December 31 st of the current fair year; or they will be voided. **It will be assumed that if the exhibitor has not cash their check, they wish to donate their premium money to the Cortland County 4H Fair Program. ***The county will not issue a second check for lost checks. Fair premiums will be paid on a maximum of ONE ANIMAL entry per class, per exhibitor, unless otherwise specified. Premiums to be paid as listed with respect to available funds. All exhibits in 4H Youth Building must remain in place until 6:00 a.m. the Sunday of the fair. Exhibits that are left in the buildings will be collected and taken back to the 4H office. Exception: Market Animals may be removed immediately after sale on Friday evening of the fair. (h) ANIMAL PREREGISTRATION FORMS DEADLINE: JUNE 01, 2018. All animal entries MUST BE PREENTERED online by exhibitor and/or their families. See CCE website for links to click based on animal Divisions. Website: http://cortland.cce.cornell.edu/

Dual designation of one animal is not permitted, i.e. a designated nonowned project animal must be shown only by registered exhibitor and not by youth owner. Please note in animal sections if different (i.e. Dairy Cattle, Dairy Goats and Meat Goats). All exhibits will be judged according to the complexity of the exhibit. Every exhibit in the 4H Youth Building will require a twosentence statement on the reverse of the top entry card telling the process by which you created it. Entries without the statement are marked down one placing. o Cloverbuds may dictate the statement and will not be marked down. o Double entry cards will be used for all nonanimal exhibits, unless stated. FORMS: VOUCHER SHEETS must be completed BY END OF FAIR WEEK and turned into the FAIR OFFICE BY SATURDAY, JULY 14, 2018 for consideration of fair premiums. Superintendent may add, change or delete awards for any of the classes. Each exhibitor must show his/her own animal, but during the course of the contest may be asked by the judge to show some other animal. Another youth may assist in group classes or multiple entries. (o) (p) IN MAKING AWARDS, THE JUDGES WILL CONSIDER THE FOLLOWING 1. PREPARATION OF THE ANIMAL FOR SHOWING: (a) Condition of the feet and trimming of the feet; (b) Clipping of head, ears, tail, etc. (clipped properly for breed and sex) (c) Cleanliness and condition of the hide and hair. 2. SHOWING OF THE ANIMAL: (a) Proper use of show equipment (b) Personal poise and control of animal (c) Skill in showing the animal to its best advantage (d) Personal appearance, neatness and cleanliness of the clothing of the exhibitor. 3. APPOINTMENTS: Dairy Cattle & Dairy Goats, only plain white clothes are to be worn. All entries not meeting the above conditions may be asked to return to the barn upon entry in the show ring. The Dairy Cattle Barn will be open for 4H to set up panels and move in on Monday, :00 P.M. 4H MOVE IN DAY ~ TO DAIRY CATTLE BARN TO RESPECT DAIRY CLASSIC SHOW FAMILIES WHO ARE MOVING OUT OF THE BARN AND CLEAN UP PROCESS 4H FAIR YOUTH WILL BE ABLE TO MOVE IN ON MONDAY EVENING AFTER :00 PM ALL ANIMALS MUST BE IN PLACE BY TUESDAY EVENING 6:00 P.M. Animals must be in place on Tuesday evening of fair week by 6:00 p.m. All animal will be released on Sunday, July 1 th between 6:008:00 a.m. CLEAN UP FOR THE BARNS BEGIN AT 6:00 A.M. SUNDAY MORNING. A SIGN UP SHEET will be displayed on Saturday afternoon ALL FAMILIES AND OR CLUBS MUST HAVE: (1) representative (110 Animal Exhibits housed) or (2) representatives (more than 10 animals) housed in any barns combined.

(q) Any Exhibitor withdrawing their animal exhibit(s) prior to stated release fair time will forfeit all awards and premiums. He/she will not be allowed to reenter the exhibit at the county youth fair and will forfeit qualification to show at the NYS Fair 4H Youth Shows. ALL BARNS CLOSE TO THE PUBLIC AT 10:00 P.M. EACH EVENING LIGHTS OUT BY 11:00 P.M.! NONEXHIBITORS ARE NOT ALLOWED TO STAY IN THE BARN (UNLESS THEY ARE IMMEDIATE FAMILY) BACKGROUND CHECKS MUST BE DONE TO BE ABLE TO STAY OR TO BE A CHAPERONE FOR CLUBS ~ YOUTH AND FAMILIES. SPORTSMANSHIP EXPECTATIONS: Conduct becoming an individual involving fair and honest competition, courteous relations, and graceful acceptance of results. The development of sportsmanship is an important part of growing up. It is important for people to be fair and generous competitors, good losers, and gracious winners. All youth and adult are expected to demonstrate each of the following elements of sportsmanship before, during and after their participation. Regardless of the outcome, thank your parents, advisors, program organizers, sponsors, judges and others who have helped you. A CODE OF CONDUCT FORM will require both child s and parent s signatures, for exhibitors. (a) 4H ers staying overnight must spend the night in the Dairy Barn location only. (b) Adults staying overnight must fill out and turn in a volunteer form and complete a back ground check. ALL exhibitors will be wearing wrist bands for the entire fair stay and an overnight registration form will be available for parents/guardians and exhibitors to fill out for Safety and Emergencies Barn closes to the public at 10:00 p.m. YOU MUST FILL OUT A VOUCHER SHEET TO RECORD ALL YOUR PROJECT ENTRIES ON THE FORM INCLUDING YOUR ANIMAL ENTRIES IN ALL SPECIES NO VOUCHER SHEET NO PREMIUMS!
