This meeting may be recorded, televised, and made publically available. Public Comments: Persons wishing to address the Dog Park Advisory Group are requested to complete and submit a speaker card to City staff. Speaker cards are available near the entrance to the meeting location. Persons wishing to address the Advisory Group on an item appearing on this agenda will be called upon at the appropriate time during the item s consideration. Persons wishing to address the Dog Park Advisory Group on an item not appearing on the agenda will be called upon during the Public Comments item. ITEM 5.1 DOG PARK ADVISORY GROUP MINUTES REGULAR MEETING April 10, 2018 3:00 P.M. 24264 El Toro Road Laguna Woods, California 92637 I. CALL TO ORDER Chair Cohen called the Regular Meeting of the Dog Park Advisory Group of the City of Laguna Woods to order at 3:01 p.m. II. ROLL CALL ADVISORY GROUP: PRESENT: Cohen, Drauden, Hall, Klampert, Prater, Sanchez ABSENT: - STAFF: PRESENT: City Manager Macon, Deputy City Clerk Trippy, Maintenance Programs Analyst Baumgarten III. PLEDGE OF ALLEGIANCE Vice Chair Sanchez led the pledge of allegiance. IV. PUBLIC COMMENTS None V. ADVISORY GROUP BUSINESS 5.1 Advisory Group Minutes Moved by Chair Cohen, seconded by Member Klampert, and carried unanimously on a 6-0 vote, to approve the Dog Park Advisory Group meeting minutes for the regular meeting on February 13, 2018. 5.2 A Place for Paws Dog Park Relocation Project City Manager Macon made a presentation on the A Place for Paws Dog Park Relocation Project, which included a review of conceptual drawings and design concepts (grading, drainage, initial and potential landscaping and irrigation, potable water service, deletion of a previously discussed bicycle rack, fencing, walls), as well as the planned bid solicitation schedule and seating between the parking lot and dog park. City Manager Macon also noted that the construction cost estimate for the project indicates that the City Council will need to consider appropriating additional funds in order to proceed with construction. ITEM 5.1 The members of the Dog Park Advisory Group were of general consensus in support of the conceptual drawings and design concepts presented, with a preference for 1 ½ inch air gaps within the laser cut metal panel fencing between the dog park and sidewalk/ridge Route Drive. In response to questions, City Manager Macon noted that the number of tables and benches could change after construction, but that the current design is based on feedback received from a survey of Laguna Woods Village Dog Club members. 5.3 Portable Seating and Umbrella Selections for the Dog Park City Manager Macon made a presentation on portable seating and umbrella selections for the dog park and solicited input on potential types of portable chairs, as well whether umbrellas should have a tilt adjustment feature. The members of the Dog Park Advisory Group were of general consensus in support of the portable chair type shown to the right (subject to change; actual colors/styles may vary) and umbrellas without tilt adjustment features. The members of the Dog Park Advisory Group were generally opposed to portable chairs made of lightweight, flexible plastic. Members of the Dog Park Advisory Group also discussed potential umbrella colors and expressed an interest in reviewing color options at a future meeting. 5.4 Fundraising to Support the Dog Park City Manager Macon requested that the Dog Park Advisory Group (1) provide input to the Laguna Woods Civic Support Fund Board of Directors on a potential annual friends of fundraising program to support the operation and maintenance of the dog park, and (2) provide input to the Laguna Woods Civic Support Fund Board of Directors and staff on potential fundraising programs to support the dog park. The Laguna Woods Civic Support Fund is a nonprofit public benefit corporation established by the City to raise and distribute funds to support programs, projects, and services of the City, as well as to function as a friends of the library group in support of the Laguna Woods branch of the County of Orange s public library system. The Laguna Woods Civic Support Fund Board of Directors has discussed potential fundraising related to the dog park and is interested in receiving input from the Dog Park Advisory Group prior to taking further action. The members of the Dog Park Advisory Group were of general consensus in support of the establishment of fundraising to support the dog park, but asked staff to provide additional information on anticipated operation and maintenance costs. Suggestions included: An annual friends of membership program with several voluntary donation levels Members expressed an interest in providing benefits for membership (e.g., a pin or other accessory, an exclusive website, recognition on a founding members plaque for donors within the first three months or another specified period of time) Memorial plaques and/or tiles of varying sizes Members discussed the possibility April 10, 2018 2 Dog Park Advisory Group Meeting Minutes

ITEM 5.1 of allowing personalized designs, as well as customizable standard designs Vendors Day and other special events to be held at the dog park The sale of dog park-branded collars and leashes Members of the Dog Park Advisory Group expressed an interest in continuing this discussion at the next meeting. Member Drauden invited the City to speak on this and other dog park-related topics at the May 14, 2018 Laguna Woods Village Dog Club meeting. 5.5 Future Advisory Group Agenda Items City Manager Macon reviewed the list of future Dog Park Advisory Group agenda items that was provided on the agenda. Members of the Dog Park Advisory Group expressed an interest in fundraising being included as a regular, standing agenda item for future meetings. VI. ADVISORY GROUP MEMBER COMMENTS Member Hall expressed an interest in revisiting the previous meeting s discussion about rules and regulations pertaining to dog strollers. Vice Chair Sanchez expressed an interest in revisiting the previous meeting s discussion about rules and regulations pertaining to strollers and toddlers. VII.
