B.02 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision on the financing of the 2017 work programme on IT tools in the field of food safety, animal health, animal welfare, plant health, and official controls in the food and feed area. (RM) This Commission Implementing Decision represents the annual work programme for the implementation of actions related to the creation and maintenance of IT tools in the field of food safety, animal health, animal welfare and plant health for 2017. The work programme constitutes a financing decision which will authorize funding of the 2017 IT activities detailed in the work programme. B.03 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision amending the Annex to Implementing Decision (EU) 2017/247 on protective measures in relation to highly pathogenic avian influenza in certain Member States. B.04 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision amending the Annex to Implementing Decision 2014/709/EU concerning animal health control measures relating to African swine fever in certain Member States. (FB) Forslaget drejer sig om at ændre visse af part III-områder til part II-områder i Lithauen. B.05 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Regulation laying down rules for the application of Regulation (EC) No 1760/2000 of the European Parliament and of the Council with regard to the configuration of the identification code for bovine animals. (KK) This draft Regulation intends to authorize the use of the three-digit numerical code that should be used to indicate the Member States in the animal code for electronic identifiers (based on ISO 3166). This is to ensure a smooth transition to the use of electronic identification from 2019 onwards. 3

B.06 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision approving the amended plan submitted by Belgium for the approval of establishments for the purposes of intra-union trade in poultry and hatching eggs pursuant to Council Directive 2009/158/EC. (MP) Section C Draft(s) presented for discussion C.01 Exchange of views of the Committee on a draft Commission Implementing Decision on the adoption of the multiannual work programme for 2018, 2019 and 2020 for the implementation of veterinary programmes for animal diseases and zoonoses. (VP) Article 36 of Regulation(EU) No 652/2014 managing the expenditure, inter-alia, relating to the food chain, animal health and animal welfare, foreseen that annual/multiannual work programme has to be established through implementing acts (examination procedure) for the financing of eradication, control and surveillance programmes (veterinary programmes) for animal diseases and zoonoses. Objectives: The annual/multiannual work programme: sets out: objectives pursued; expected results; method of implementation; total amount, contains: description of measures to be financed; indicative implementation timetable, includes: priority actions; evaluation criteria; funding; indicative list of eligible measures and costs. For the veterinary programmes to be implemented in 2018 and following years, the Decision will have to be adopted by 30 April 2017. C.02 Exchange of views of the Committee on a draft Commission Implementing Regulation amending Regulation (EC) No 180/2008 as regards extending the period of designation of the EU Reference Laboratory for equine diseases other than African horse sickness. (EC) The aim of this draft Regulation is to extend the designation of the EU reference laboratory (EURL) for equine diseases other than African horse sickness (Agence nationale de sécurité sanitaire de l alimentation, de l environnement et du travail (ANSES)) for another five-year period, until 30 June 2023. In order to ensure a high quality and uniformity of analytical and diagnostic results in the Union, it is important that this EURL continues to carry out its activities for another five-year period. 4

C.03 Exchange of views of the Committee on a draft Commission Regulation amending Regulation (EU) No 142/2011 as regards microbiological standards for raw petfood, requirements concerning approved establishments, revision of technical parameter applicable to the alternative method Brookes gasification process, detoxification of certain Category 3 materials, import of horns and horn products, import of gelatine, and export of certain blood, blood products and intermediate products. (MK) The draft text will clarify certain provisions of the animal by-products legislation and align the legislation with the rules laid down related to feed and update the list of third countries. C.04 Exchange of views of the Committee on a draft Commission Regulation amending Regulation (EU) No 142/2011 as regards harmonisation of the lists of approved or registered plants and of traceability of certain animal by-products and derived products. (MK) The objective of the draft text is the harmonization of the lists of approved or registered plants with foreseen amendments for improved traceability of certain animal by-products and derived products. 5

B.02 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision amending the model certificate for imports of meat preparations in Annex II to Decision 2000/572/EC and the model certificate for imports of certain meat products, treated stomachs, bladders and intestines in Annex III to Decision 2007/777/EC in relation to the rules for the prevention, control and eradication of certain transmissible spongiform encephalopathies. (HH/PB) This draft will update the models of certain veterinary certificates for importation of products of bovine, ovine and caprine animal origin, as regards requirements for bovine spongiform encephalopathy (BSE), to reflect the requirements of Regulation (EC) No 999/2001, as amended by Regulation (EC) 2016/1396. B.03 Exchange of views and possible opinion of the Committee on a draft Commission implementing Regulation amending model of veterinary certificates BOV-X, BOV-Y, BOV and OVI in Annexes I and II to Regulation (EU) No 206/2010, the model certificates GEL, COL, RCG and TCG in Annex II to Regulation (EU) 2016/759 and the model certificate for composite products in Annex I to Regulation No 28/2012 in relation to the rules for the prevention, control and eradication of certain transmissible spongiform encephalopathies (HH/PB) This draft will update the models of certain veterinary certificates for importation live bovine animals and of products of bovine, ovine and caprine animal origin, as regards requirements for bovine spongiform encephalopathy (BSE), to reflect the requirements of Regulation (EC) No 999/2001, as amended by Regulation (EC) 2016/1396. Forslaget omhandler en opdatering af BSE certifikatet for import af kvæg og animalske produkter af kvæg, får og geder. Section C Draft(s) presented for discussion C.01 Exchange of views of the Committee on a draft Commission Implementing Regulation on the conditions for the entry into the Union of live equidae and of their semen, ova and embryos. (AEF/EC) This draft Regulation will replace the following legal acts: Commission Decisions 2004/211/EC, 92/260/EEC, 93/195/EEC, 93/196/EEC, 93/197/EEC and 2010/57/EC, and Commission Implementing Decision (EU) 2015/261. Aim of this draft Regulation is to: reduce number of certificates, adapt format of certificates to be in line with Commission Decision 2007/240/EC, adapt animal health requirements to the latest recommendations in the Terrestrial Animal Health Code of the World Organisation for Animal Health (OIE) in a framework of Directive 2009/156/EC, update some testing methods, i.e. for vesicular stomatitis, clarify the procedures for: temporary admission of registered horses, re-entry of registered horses, imports of equidae for slaughter. C.02 Exchange of views of the Committee on a draft Commission Implementing Decision laying down the animal health and veterinary certification conditions for the re-entry of registered horses for competition after temporary export to Turkmenistan, amending Annex I to Decision 93/195/EEC as regards the entry for Turkmenistan and amending Annex I to Decision 2004/211/EC as regards the entry for Turkmenistan in the list of third countries and parts thereof from which imports into the Union of live equidae and semen, ova and embryos of the equine species are authorised. (AEF/EC) 7

The equestrian events of the 2017 Asian Indoor and Martial Arts Games will take place in Ashgabat, Turkmenistan, during the period 17 to 27 September 2017. The scope of this Decision is to set the health and certification conditions for the re-entry of EU competition horses, to assign Turkmenistan to a specific Sanitary Group for the application of these health conditions, and to amend the list of third countries from which re-entry into the Union of registered horses for racing, competition and cultural events after temporary export is authorized. 8
