and removal of modern plaster board ceiling to kitchen. Odiham parish council objects to this planning application due to the overdevelopment relative to parking capacity on the site. The parking in front is public parking and cannot be relied upon to make good any shortfall on site. We ask Hart DC to please follow parking guidelines to the letter given the parking difficulty in this part of the village. 15/00557/HOU Steep House, Farnham Road, Odiham, Hook, Hampshire RG29 1AB Raising of roof to accommodate bedroom and study. Single storey to the North (front) Single storey to the East (side). Odiham parish council objects to this planning application on the basis of increased height on this already elevated site. 15/00521/HOU 137 High Street, Odiham, Hook, Hampshire RG29 1NW Proposed double storey extension to rear in-place of existing pump-room. Single storey extension to side to enhance kitchen and dining area. Replacement pump house/changing room. Odiham parish council objects in the strongest possible terms to the design of this extension. The design fails to take on board the architectural vocabulary and character of the conservation area. The extension will be very visible from public footpath 32 that runs from Alton Road to Chamberlain Gardens and will be visually jarring and detrimental to the important view into the historic heart of Odiham. The Heritage Statement is also grossly inadequate. 15/00043/LBC and 14/02938/LBC Close Cottage, Alton Road, Odiham, Hook, Hampshire RG29 1PH Single storey side extension. Removal of conservatory and out building. Internal reconfiguring. Refuse permission Odiham parish council continues to object to this planning application on the grounds it is unsympathetic to the appearance of a listed building and is not necessary to make the building habitable and thus more likely to be kept in good repair. Whilst the overall design is respectful of the building s details and appearance, we believe the bulk of the proposed extension is too much for the small scale of the building. We also feel that the existing line of the front should not be violated so as to extend outwards on the western side such that the broken line will be visible to users of the pavement and road heading north or south. The house adjoins Close Meadow which has been acknowledged on several occasions by Hart and planning inspectors as a very sensitive site, but this is not acknowledged in the Design and Access Statement and so has not been considered in drafting the proposal. We do not however object to the demolition of the outbuilding and garage or the proposed alterations to the rear. 15/00702/HOU 9 Bufton Field, North Warnborough, Hook, Hampshire RG29 1DW Loft conversion to bonus/craft room. Odiham parish council objects to the velux and requests that it is moved to the rear of the property for the sake of visual amenity, if this can be achieved without detriment to the use of the new space, so that a precedent is not set for other houses in the vicinity. Odiham parish council agreed to leave this to the Conservation Officer. 22/15 RATIFICATION OF COMMENTS SUBMITTED FOR THE AMENDED PLANS TO PLANNING APPLICATION NO: 15/00495/FUL THE STABLES, DARWINS FARM, HILLSIDE, ODIHAM, HOOK, HAMPSHIRE The following comments submitted to Hart DC were ratified: 15/00495/FUL The Stables, Darwins Farm, Hillside, Odiham, Hook, Hampshire Demolition of existing dwelling and erection of replacement two storey dwelling. Odiham parish council raises no objection to these amended plans. 23/15 CURRENT PLANNING APPLICATIONS 15/00642/HOU and 15/00493/LBC Great Rye Farm, Rye Common, Odiham, Hook, Hampshire RG29 1HT Erection of a two storey extension to existing farmhouse and internal alterations. Amendments to planning permission granted under reference number. 12/02116/HOU and 12/02117/LBC Ref. No: 15/00768/PRIOR Little Rye Farm, Rye Common, Odiham, Hook, Hampshire RG29 1HU Prior Notification under Part 3 of the Town and Country Planning (General Permitted Development) Order 1995 (as amended) of proposed change of use from agricultural building to a dwelling. Odiham parish council concurs with comments made by other parish councils. 15/00829/OUT Hatchwood Cottage, Farnham Road, Odiham, Hook, Hampshire RG29 1AB SITE LOCATION: Land South of Farnham Road, Odiham, Hampshire, RG29 1AQ. Development of up to 35 dwellings (including affordable units), new access from Farnham Road and other ancillary works. Odiham Parish Council objects to this application on the following grounds: 1. The site is outside the settlement boundary and since Hart has more than a 5 year supply of deliverable housing sites, as is required by paragraph 49 of the NPPF, there is no justification for ignoring this salient fact; 2. A first draft of the Odiham and North Warnborough Neighbourhood Plan has been issued for residents to comment on. It does not allocate Archery Fields for housing. The feedback on this draft will be incorporated into a presubmission Plan during June 2015 that will be submitted to Hart by Odiham Parish Council shortly thereafter. This Plan will then be subject to six weeks of full public consultation as required by statute, followed by an examination by an inspector and a referendum. Despite recent court cases seen by some as causing serious problems for the influence of unmade Neighbourhood Plans, it nevertheless remains the undoubted fact that under section 216 of the NPPF decision-takers may give material weight to evolving Neighbourhood Plans. It is Odiham Parish Council s contention that its Neighbourhood Plan is becoming increasingly relevant to the determination of planning applications in the parish, particularly as it is being produced in conformity with the policies in Hart s emerging Local Plan. 3. The application is in conflict with section 109 of the NPPF. The development would cause substantial harm to a valued landscape and the public s ability to enjoy it. The applicant s Landscape and Visual Impact Assessment is, despite its length, particularly woeful in its understanding of this, dealing inadequately with the major influence this site plays in establishing both the rural character of the landscape surrounding this part of Odiham and in permitting views through the site to the open rural landscape of the North Hampshire Downs beyond. 4. Impact on the Odiham Conservation Area, as highlighted by previous Inspectors. The site is positioned a ridge of higher ground that affords views into and across the Conservation Area. The position of the proposed development adjacent to this ridge would thus harm these views, particularly those of the roofscape along King Street and beyond to the Grade 1 All Saints Church. The view out of the Conservation Area towards the proposed development is characterised by a gently curving form of the road that leads the eye towards mature trees and green boundaries. There is little indication of any built form in this view, a critical factor which reinforces the rural character of the landscape surrounding this part of Odiham. 5. It is an outline application and thus vulnerable to a subsequent lack of scrutiny and control of detail which could adversely affect the site. The site is very sensitive site by virtue of its influence on the setting of the Odiham Conservation Area, its contribution towards establishing a rural feel to the eastern end of the settlement area, the way the site provides a much valued view towards the open countryside to the south, and the influence of the site in the appreciation of the setting of Odiham from publicly accessible roads and footpaths to the south of the village. 6. The proposed design and layout of the 35 houses is a gross overdevelopment of the site. The unsympathetic and inappropriate proving layout included in this outline application, so criticised by the Conservation Officer, shows just how improbable it is that 35 houses can be fitted into the site without an unacceptable impact on views and the eastern end of the village including the conservation area. improbable, if mature and semi-mature oaks are not to be felled or put at risk from the proximity of the houses in the proposed outline plan, if the design, height and layout of the houses, garages and roads is not to result in a discordant and jarring visual intrusion into an edge-of-village setting, and if a cone layout is not adopted to maintain the width of the view from the main road and the northern end of the public footpath on the site. We accordingly suggest that the actual envelope within which development should take place is significantly smaller than that suggested by the proving layout. 15/01006/LBC Brent House, The Street, North Warnborough, Hook, Hampshire RG29 1BE Revision to previous application ref: 14/02136/LBC.
