CONTROL OF GOODSAND SERVICES ORDER (CONSTRUCTION AND OPERATION OF POULTRY PEDIGREE, GRANDPARENT AND BREEDING AND PULLET RAISING FARMS), 5741-1981) {l) By virtue of the power invsted in me under SS 5, 15, 38 and 43 Control of Goods and Services Law 5718-1956, by S 20 Animal Diseases Ordinance, 1945, and by virtue of all other powers vested in me by law I hereby order as follows: Chapter One : General Definitions 1. In this Order - "Same age" - fowls which have hatched out over a continuous period not exceeding ten days; "Licence to operte" - licence for a one-time operation of a poultry farm given for the maintenance of a certain flock; "The Director" - Director of 'Veterinary Services in the Ministry of Agriculture or someone authorised by him for the purpose of these Regulations; "Breeding material" - hatching eggs or chicks of chickens, turkeys, quails, pheasants, pigeons, ducks, geese, swans, guinea-fowls and mallards; "Flock" - group of fowls in a poultry-house of the same age, of the same species and of the same type; "Foundation flock" - flock in which various inherited qualities are developed or improved; "Grandparent flock" - flock in which foundation flocks or their offspring are crossbred; "Breeding flock" - flock in which grandparent flocks or their offspring are crossbred; "Poultry-house" - structure, or part thereof, used for the raising of poultry; "Ancillary structure" - egg store, equipment store, cloakroom, incinerator, decomposition pit and installation for a cadaver collection; "Manager of the Department" -- Manager of the Poultry Department in the Ministry of Agriculture; "Laboratory" - poultry diseases laboratory approved by the Director;

"Rendering plant" - a plant for the production of products from fowls and their cadavers within the meaning of Animal Diseases Ordinance, kom parts of a carcass not intended for human consumption, from day old chicks, from hatching eggs or parts of them intended for destruction; "Inspector" - person authorized by the Director to supervise the carrying out of the provisions of these Regulations; "Raising fam" - poultry fann on which poultry is raised for transfer to another poultry farm; "Grandparent farm" - poultry farm on which foundation flocks or their offspring are crass-bred to produce breeding material; "Pedigree farm" - poultry farm on which foundation flocks are produced; "Poultry farm" - place serving for the raising of poultry, including poultry-houses, ancillary structures and fences; "Breeding farm" - poultry farm on which grandparent flocks or their offspring are cross-bred to produce breeding material; "Species" - the fowls specified in the First Schedule to the Ordinance; "Typeu- poultry for breeding, laying or meat production. Licence 2. (a) Ho person shall establish or maintain a pedigreee farm, a.- mndpareent farm, a breeding farm or a farm for the raising of pullets except in accordance with a licence granted to him under this Order (hereinafter -the liceance). (b) The Director may grant a licence after consultation with the Manager of the Department. Approval of sale 3. No person shall sell or transfer in any manner to another person breeding material unless he holds a licence. Application for licence 4. (a) The applicant for a licence, or for the renewal of a licence, shall submit to the Director his application in the form which he has determined.

@) The applicant for a licence shall fill in all the particulars accurately and in detail and shall attach to his application the following documents: (1) Plans of ancillary structures drawn to the scale of 1:100; (2) Plans of the whole poultry farm drawn to the scale of 1:500; (c) The Director may require from the applicant for a licence additional particulars which are, in his opinion, necessary in connection with the said licence. Grant of Fee (2) 5. (a) The Director may grant, or refuse to grant, a licence to the applicant, or suspend or revoke the same if he is satisfied that any of the provisions of this Order is not being complied with. @) A licence, that has been suspended, shall be restored after it has been proved that all the provisions of this Order have been complied with. 5A. A fee of -----(?l NIS shall be paid for licence under these Regulations. Chapter Two: C~nditions for the Establishment of a New Poultrv Farm and for the Maintenance of an Existing Poultry Farm Location of Poultry Fann 6. (a) A licence shall not be granted for the establishment of a pedigree fam, a grandparent farm, a breeding farm or a farm for the raising and keeping of pullets unless the following conditions are coniplied with: (1) No live or slaughtered poultry, or poultry waste is kept within a radius of 300 metres from it; (7) It is at least 30 metres disrant from any road linking farms containing poultry of a different species, type or age. (b) Notwithstanding the provisions of Subparagraph (a) the Director may grant a licence for maintaining existing pedigree, grandparent and breeding farms and fanns for the raising of pullets, even though not all the conditions specified therein are complied with, but only for a limited period and on such conditions as he shall determine.

Fann Buildings 7. Poultry-houses shall be closed and locked and their openings covered with wire mesh so as to prevent the entry of birds and rodents. Surroundings 8. (a) The poultq farm shall be fenced with wire mesh fixed in the ground and reaching to a height of at least 1.50 metres, with a locked gate. @) Entry into the poultry farm shall be through an entry building in which showers can be taken and clothes changed. Cloakroom 9. (a) At the entrance into the poultry farm and adjacent to the fence a cloakroom shall be constructed divided into: (1) Outer room for removing clothes; (2) Shower; (3) A room for putting on clean work clothes; (4) Toilet, the entry to which shall be only from the room for putting on clean work clothes. @) The cloakroom shall be connected to a closed drainage system. (c) The floors of the rooms in the cloakroom shall be tiled and the wa!l shall be smooth and washable. (d) Cupboards, benches, clothes hanging facilities, heating and a wash basin shall be installed in the cloakroom. Fowl-house Floor 10. The floor of the fowl-house shall be of concrete, asphalt, or other material impenious to water, that can be easily cleaned and disinfected. Restrictions on Workers 11. Poultry farm workers shall not work in hatcheries, abattoirs, markets, or in the sorting of chicks or in the care of poultq in other poultry farms. Fumigation Chamber 12. (a) In a poultry farm a fumigation chamber shall be installed for disinfecting equipment and eggs. (b) The fumigation chamber shall have two doors, one leading to the area where the poultry are and the other leading to outside the fenced area.

(c) No equipment, packing material or anything else shall be introduced into a poultry farm except after it has passed through the fumigation chamber and has been disinfected with formaldehyde gas. Calges 13. Cages shall be disinfected by being sprayed with a disinfectant solution approved by the Director for such purpose. Feed Containers 14. Feed bins shall be installed in such a way that it is possible to fill them without entering the poultry farm. Fuel Tanks 15. Fuel tanks shall not be instalfed within a poultry farm. Treatment of eggs 16. (a) The cleaning of eggs shall be carried out, after collection, in a special room for this purpose only. (b) When eggs are being collected the clean eggs shall be separated from the dirty ones. (c) Immeditely after collection rhe eggs should be fumigated and kept separately from eggs that have not been so treated. (d) Esgs intended for breeding shall be stamped with the number of the farm in such manner as the Director shall determine. (e) Sotwithstanding the provisions of Subparagraph (d) the Director may exempt from stamping and prescribe another form of marking. Collecting Gbose Eggs anrd their Tneatment 17. (a) In addition to the provisions of Paragraph 16, dirty goose eggs must be washed in running water at a temperature of 40 degrees celsius. (b) Diriy eggs shall not be soaked in water and shall not be cleaned with a wet cloth. (c) Mer cleaning or washing all the eggs shall be fumigated. Disposal of Carcasses 18. The disposal of all the carcasses from a poultry farm shall be carried out in one of the following ways as directed by the Director: decomposition pit or incinerator installed on the poultry farm or in a place approved by the Director, or by transfer to a rendering plant approved by the Director.

19. For a licence for the establishment of a new poultry farm, or for the maintenance of an existing poultry farm a fee shall be paid at the rate to be determined. Chapter Three: Operation of Poultry Farm Operating 20. No person shall introduce poultry to a poult~ farm, nor shall he operate a pedigree, grandparent or breeding farm or a farm for raising pullets except in accordance with an operating licence from the Director. Application 21. (a) h application for an operating licence, or for its renewal, shall be submitted to the Director in the form determined by him. (b) The applicant shall fill in all the particulars in the form in detail and precisely. (c) The Director may require the applicant for the operating licence to furnish him with further details which, in his opinion, are necessary in connection with the application. Vali~di ty of licence 22. An operating licence shall be granted in respect of a particular flock for the period of its being kept on a particular farm only. Conditions of operating Licence 23. No person shall be granted an operating licence for a poultry farm unless the following conditions are satisfied: (1) The fowls are of the same age, the same species and the same type but the Director may permit the introduction of poultry of different ages; (3) The poultry-house and ancillary structures shall be clear of poultry, clean and disinfected with a disinfectant specified by the Director; (3) The area of the poultry farm shall be clear of weeds, scrap and other refuse; (4) The feeding and drinking utensils and all orher equipment shall be clean and disinfected; (5) The feed bins shall be clean and disinfected; (6) The bedding shall be brought directly from the supplier in new packing that is used once only.

R~moval of paultry 24. No person shall remove poultry from a poultry farm without a removal permit from the Director. Gmnt of Operating Liicence 25. (a) The Director may grant, or refuse to grant, the applicant a licence, or suspend or revoke the same if he is satisfied that any of the provisions of this Order is not being complied with. (b) An operating licence that has been suspended shall be restored only after it is proved to the Director that the provisions of Paragraph 23 have been complied with. 26. (a) A person who has been granted an operating licence is obliged to keep two logs and shall submit them for insepction on the demand of the Director. (b) In one log there shall be consecutive daily entries in regard to the follou?ing: (1) Name and licence number of the farm from which chicks are received; (2) Name and licence number of the hatchery at which the chicks hatched out; (3) Date of hatching; (4) Daily monality and culling of chicks; (5) Report on amount of eggs laid daily and on the number of layers; (6) Vaccinations, results of tests, medical treatments and debeaking givan to poultry and their dates; (7) Additional particulars as the Director shall direct. (c) In the ohter log there shall be consecutive daily entries relating to: (1) Date of sale of breeding material; (2) Name of purchaser; (3) Amount and kinds of breeding material sold. (d) Each item shall be entered immediately after the occurrence in question. (e) Particulars recorded in the logs shall be correct, complete and precise. (f) The logs shall be kept at the poultry farm and pages shall not be removed from them. (g) The logs shall be preserved for 18 months from the date of the last entr~d in them.

Report to the Director 27. A person who has been granted an operating licence shall send to the Director an immediate report on entries in the logs relating to the foiiowing: (I) Cumulative mortality in a flock exceeding 1% per week; (2) Decrease in laying in a flock exceeding 10% per week. Breeding Material 28. (a) In a pedigree farm only self produced breeding material shall be kept. (b) Notwithstanding the provisions of Subparagraph (a), a person who has been granted an operating licence for a pedigree farm may, with the prior written agreement of the Director, acquire breeding material for the purposes of improving the breeding stock. (c) A person who has been granted an operating licence for a grandparent farm shall acquire breeding material only from a pedigree farm. (d) A person who has been granted an operating licence for a grandparent farm shall supply a breeding farm with males from a uniform genetic line and with femaies from a uniform genetic line. (e) A person who has been granted an operating licence for a breeding farm shall acquire breeding mateial only from a pedigree farm or a grandparent farm. Inspection 29. An inspector may visit a pedigree, grandparent or breeding farm at any time and take a reasonable quantity of breeding material for testing. Laboratory Tests 30. A person who has been granted an operating licence shall send: (1) From flocks intended for breeding or grandparents, 25 chicks under 13 days old for examination in a laboratory; (2) Once per month, blood samples from 5% of the fowls on his farm, up to 200 samples. Disease and 31. (a) A person who has been granted an operating licence shall send: (1) Samples of bedding for testing in a laboratory as directed by the Director;

(2) On the outbreak of any disease, samples of diseased poultry and of poultry that have died as a result of the disease. @) The Director may take, or request the sending of, samples from breeding or grandparent flocks for diagnostic tests. Repeal 32. Control of Goods and Services Order (Establishment of Pedigree Farms, Distribution Fams and hatcheries, and their Operation) 5727-1967 is repealed. Commen- 33.
