Introduction The OIE has launched a global programme of capacity building for OIE Delegates and OIE National Focal Points. The aim of this programme is: to provide good governance concepts; to explain and clarify the role and responsibilities of Delegates and Focal Points; and to facilitate networking and harmonised approaches amongst OIE Member Countries. Introduction During the 76th General Session in May 2008, the World Assembly of Delegates has: Re-iterated the importance of the Focal Point for information on animal diseases Requested to nominate Focal Points for other subjects The appointment of Focal Points to the OIE should be only done by the National Delegate. History of Focal Point Trainings: 1st cycle Since 2009 the OIE, with the support of the OIE Collaborating Centres related to wildlife, has organised the training workshops for National Focal Point on Wildlife: Panama City, Republic of Panama (September 2009) for the Americas Lyon, France (November 2009) for Europe Arusha, Tanzania (March 2010) for Africa (Anglophone) and the Middle-East Bamako, Mali (July 2010) for Africa (Francophone) Bangkok, Thailand (October 2010) for Asia, Far East and Oceania World Organisation for Animal Health Protecting animals, Preserving our future 7

History of Focal Point Trainings: 1st cycle The first cycle programme of training workshops provided information on the OIE, an overview of the activities of the OIE Working Group on Wildlife, and basic knowledge on the importance of pathogens in wild animals related to: Domestic animal health; Trade in animals and animal products; Human health; and Wild animal populations themselves. History of Focal Point Trainings: 2nd cycle One of the main purposes of this second cycle programme was: to improve reporting of wildlife diseases so as to fulfil one of the objectives of the OIE: To ensure transparency in the global animal disease situation, including zoonoses. History of Focal Point Trainings: 2nd cycle The workshop: illustrated the measures developed by the OIE to enhance the timely and transparent reporting of diseases occurring in wildlife and explained the implementation of surveillance networks for wildlife diseases. Case studies were prepared to provide a practical approach to the specific tasks of the OIE Focal Point on Wildlife. World Organisation for Animal Health Protecting animals, Preserving our future 12

History of Focal Point Trainings: 3rd cycle In the third cycle, the following topics were addressed: Risk assessment for the introduction of diseases (when movement of wild animals in the same country or in another country) Validation of diagnostic tests in wildlife Notification (through WAHIS Wild) Training Manual on the topics covered in the 3rd cycle programme will be available on the OIE website World Organisation for Animal Health Protecting animals, Preserving our future 15

Terms of Reference for OIE Focal Point on Wildlife The role of OIE Focal Point on Wildlife are specified in their Terms of Reference (ToRs) that were developed by the OIE Headquarters in collaboration with the Working Group on Wildlife Sent to all Delegates in March 2009 World Organisation for Animal Health Protecting animals, Preserving our future 17

Terms of Reference for OIE Focal Point on Wildlife 1. to establish a network of wildlife experts within his/her country or to communicate with the existing network; 2. to establish and maintain a dialogue with the Competent Authority for wildlife in his/her country, and to facilitate cooperation and communication among several authorities where responsibility is shared; World Organisation for Animal Health Protecting animals, Preserving our future 18

Terms of Reference for OIE Focal Points on Wildlife 3. to support the optimal collection and submission of wildlife disease information to the OIE through WAHIS; 4. to act as a contact point with the OIE World Animal Health Information and Analysis Department and the Science and New Technologies Department on matters related to information on wildlife including wildlife diseases; World Organisation for Animal Health Protecting animals, Preserving our future 19

Terms of Reference for OIE Focal Point on Wildlife 5. to receive from the OIE Headquarters copies of the reports of the Working Group on Wildlife selected reports of the Scientific Commission for Animal Diseases other relevant reports on wildlife or related to the livestock wildlife interface and conduct the in-country consultation process on draft texts of standards dealing with wildlife diseases; World Organisation for Animal Health Protecting animals, Preserving our future 20

Terms of Reference for OIE Focal Point on Wildlife 6. to prepare comments for the Delegate on relevant meeting reports on the proposals for new OIE standards and guidelines related to wildlife reflecting the scientific view and position of the individual OIE Member and/or the Region. Terms of Reference for OIE Focal Point on Wildlife In summary, Focal Point on Wildlife should: 1. Encourage national networking; 2. Act as OIE contact point for wildlife disease information; and 3.
