The Equestrian Competitions at the 16th Asian Games would be held in Conghua, Guangzhou in 2010. The municipal government of Guangzhou started the construction of a specific equine disease free zone in Conghua City in May 2007 with focus on 14 equine diseases. National evaluation of the Conghua equine disease free zone Feb. 2009 MOA issued 16 standards of disease free zones regarding equine diseases. Oct. 2009 MOA carried out national assessment 22426家 on Conghua equine disease free zone. Nov. 2009 MOA released an Announcement No. 1291 that the Conghua equine disease free zone was formally completed. 19
An OIE expert introduced the experience about the establishment and evaluation of the Conghua specific equine disease free zone at the 26 th Conference of the OIE Regional Commission for Asia, the Far 检查诊断 East and Oceania in November 2009. 市场秩序 疗效改进 EU released the Commission Decision 2010/266/EU of 30 April 2010 to include the Conghua specific equine disease free zone in the list of countries from where the importation of registered horses is permitted. 20

Procedures and Requirements of Equidae Inspection in Places of Origin(7 steps) 1.Application for inspection. 3 days prior to shipments. 2.Application acceptance. Dispatch official veterinaries to conduct onsite inspection. 3.Document audit. Check feeding records. 4.Clinical examination. Includes population examination and individual examination. 5.Laboratory detection. when found animals suspected to infect with EIA, EIV, Glan, ERP or found other abnormal conditions. 6.Disposal of results. Issue Animal Inspection Certificate for qualified horses or Animal Disposal Advice Note for unqualified horses. 7.Disinfection of vehicles. Vehicles for carrying horses must be disinfected by horse owners or carriers under the supervision of local Animal Health Supervision Institutions before departure. 23

Quarantine Procedures for Entry Trading Horses 1. Import licensing. Import quarantine procedures will be establish in cooperation with export sides. 2. Quarantine facilities designated. Checked and approved by local Entry/Exit Inspection and Quarantine Institutions. 3. Import quarantine permission. The Import Quarantine Permit will be applied by import traders or agents and approved by local Entry/Exit Inspection and Quarantine Institutions through the online examining and approving systems. 4. Pre-entry quarantine. Official veterinaries will be dispatched to export countries to assist export sides in conducting relevant quarantine activities. 29
Quarantine Procedures for Entry Trading Horses (Cont.) 5. On-site inspection at entry check points. Import Quarantine Permits and Animal Quarantine Certificates will be checked, and clinical examination conducted. Then clinically healthy horses will be sent to the designated quarantine facilities by vehicles effectively disinfected. 6. Entry quarantine. Studhorses will be quarantined for 45 days, and other horses for 30 days. 7. Disposal after quarantine. Qualified horses will be permitted for entry, and unqualified horses will be disposed according to relevant laws. 30

Quarantine of Entry Competition Horses Quarantine procedures of entry competition horses are similar to that of the trading horses, but the requirements of pre-entry quarantine and entry quarantine are different.
