City News June 2014 Issue 25 Seven Steps to Clean Water... The DPR Water Treatment Process The citizens of Wichita Falls have been hearing quite a bit about the Direct Potable Reuse Project, also known as the DPR Project, Emergency Reuse Project, Short- Term Reuse Project and Temporary Water Reuse Project. Regardless of the name, the process for treating the water is the same and involves seven steps: 1. After being processed through the waste water treatment plant, the treated reuse water is disinfected and pumped from the River Road Treatment Facility to the Cypress Water Treatment Plant. 2. The reuse water is treated through the Microfiltration units with the latest technology utilized to clean the water. The water flows into a clarifier where it is subjected to a coagulant and then enters the micro-filtration cell where a pump pulls the water through a fiber-filled module. The pores in the fiber are so small that most of the impurities are too large to pass through, removing them before the next step in the purification process. 3. The water is treated through Reverse Osmosis. This is the same technology that large ships use to treat sea water for human consumption, that is used on the space station and that is used in the process to manufacture silicon chips. The process forces the water through a 0.0001 micron (One micron is onethousandth of a millimeter) semi-permeable membrane by way of water pressure, but only allows water molecules to pass through the membrane. Salts and other contaminants cannot pass through the membrane and are flushed away. 4. The MFRO treated reuse water is released into a holding lagoon. 5. The reuse water is blended with raw lake water on a 50-50 basis. 6. The blended water is then treated through conventional means. Regular raw water from Lake Arrowhead and Lake Kickapoo is treated once through an extensive series of steps that produce safe, clean drinking water. This entails: A. Treatment with Chlorine Dioxide B. Pre-disinfection C. Coagulation D. Softening E. Flocculation F. Sedimentation G. Re-stabilization H. Fluoridation 7. Water is stored and pumped to distribution.
In an effort to better serve those who use clinical services at the Wichita Falls-Wichita County Health District, the following times for service were instituted on May 5 th. 1) The TB reception desk will be open on Wednesdays from 12pm to 1pm to accommodate medication pickup for TB medications only. 2) All clinic services will be by appointment only with the exception of immunization needs. 3) Immunization services remain available on Health & Safety Health District Hours a walk-in basis from 8 AM to 4:30 PM. 4) Pregnancy tests will be available on Mondays and Tuesdays from 8 AM to 11AM and Thursdays and Fridays from 1 PM to 4 PM. 5) The Sexually Transmitted Infections (STI), Tuberculosis (TB) and Immunization clinics and their reception desks will be closed from 12 PM to 1 PM to allow for employee lunch time. The City of Wichita Falls Animal Services Center has a new adoption program for dogs and cats that are left unclaimed by previous owners. Animal Services will vaccinate, deworm, microchip and evaluate each animal chosen for adoption. The adopter is required to provide a rabies vaccination and spay/neuter surgery at a vet of their choice. The adoption fee is $50.00. Animal Services will continue to partner with the Humane Society of Wichita County as well as rescue groups in order to place Animal Services more dogs and cats into forever homes. Animals can be seen at the Service Center, located at 1207 Hatton Road, and adoption paperwork completed, Monday through Friday 11:am to 6:pm and on Saturdays from 10:am to 2:pm. A Barn Cat program is also available beginning April 18 th and is great for owners of warehouse type buildings. This allows for cats that are feral or not appropriate for indoor living to be adopted into a suitable environment. Barn cats are available at no charge. A grant provided by P.E.T.S. Low Cost Spay & Neuter Clinic will cover the cost of spay/neuter surgery and vaccinations. Plenty of fresh water; and access to shade when outside is important. Take walks during the cooler hours; try to stay off of hot surfaces (like asphalt) because it can burn your dog s paws. Think it s hot outside? It s even hotter for pets make sure they can cool off. Keep animals free from parasites (fleas, ticks) and heartworms consult the vet for the best products. Consider clipping or shaving dogs with long coats; apply sunscreen to dog s skin if they have a thin coat. Avoid chemicals, commonly used flea and tick products, rodent baits, lawn and garden insecticides can be harmful to cats and dogs if ingested. When walking the dog, steer clear of areas that you suspect have been sprayed with insecticides or chemicals. Keep citronella candles, oil products and insect coils out of pets reach as well. Outdoor party: keep alcoholic beverages, raisins, grapes, onions, chocolate and products with the sweetner xylitol away from pets. th We love 4 of July Fireworks pets do not, so don t take them out during the celebration.
Animal Services New Ordinances Change Pet Policies prepay and schedule a spay appointment for their female animal. Upon providing proof to Animal Services, the permit fee is waived. Stud Permit: for anyone who owns or harbors a male dog or cat and wishes to breed the animal with a female animal. The fee for the Stud Permit is $50 per breeding. A copy of the permit shall be furnished to the female animal s owner prior to the breeding. An educational course is required for all permits and will be offered by Animal Services. Changes have been made affecting license fees, permits, animal sales or giveaways and the reclaiming of animals. City license fees for a spayed/neutered animals are now: $7.00 for one-year; $14.00 for three-years. Three new permits have also been established: Litter Permit: $50 per litter and is for anyone whose female dog or cat has a litter. The owner has ten days after the birth of the litter to obtain the permit. Litter number must be prominently displayed in all advertisements or notices. Seller s Permit: to be obtained by anyone who sells or offers for sale 1 or more puppies or kittens. The permit fee is $100 per litter and must also be obtained within 10 days of the litter s birth. The permit number must be prominently displayed in all advertisements or notices for sale. For both the Litter and Seller s Permit, the owner has the option to Flea markets are removed from the definition of a pet shop, so anyone setting up space a flea market booth must purchase one of the permits from Animal Services in order to offer animals for sale or giveaway. Note: it is unlawful for anyone to transfer or offer to transfer ownership of any puppy or kitten younger than 8 weeks of age. This ordinance also impacts reclaiming of animals by owners. At the first impoundment of animal, the owner can choose to schedule and prepay for a spay/neuter appointment for their animal. Upon receiving that proof, Animal Services will waive the impoundment and boarding fees. The owner has 30 days to have the animal altered at a veterinarian of choice and return proof of the procedure. The new equipment is sponsored by the Texas Department of State Health Services with funding provided by the Centers for Disease Control and Prevention s Community Transformation Grant. The bike racks will be placed throughout the City s Circle Trail System and other popular bicycling areas and will provide a safe, secure place for temporary bike storage. The three fix-it stations will be placed at locations on the Circle Trail: Jalonick Park, Hamilton Park, and Lake Wichita Park.
