ASFA Prcess fr Fee Cncessin and Fee Exemptin fr VIC VET Funding Cntract
ASFA has an enterprise agreement with tw rganisatins (Australian Administratin Services) and (Superpartners) and as part f the VIC VET Funding Cntract with the Department f Educatin and Early Childhd Develpment (DEECD). ASFA has t cmply with the requirements f Tuitin fee waiver r exemptin and fee cncessin fr these categries. The respnsibility f managing this prcess lies with the RTO Cmpliance Manager and the Assistant RTO Cmpliance Manager as ff 12/02/2016. ASFA s requirements fr fee waivers/exemptins fr VET funding cntract students. Tuitin fee waivers/exemptins ASFA must allw tuitin fee waivers/exemptins in accrdance with the 2016 Guideline abut fees. Prir t the cmmencement f training, ASFA must sight and retain cpies f all dcumentatin demnstrating an individual s eligibility fr the tuitin fee waiver/exemptin granted by ASFA fr audit r review purpses and t meet the recrd keeping requirements set ut in Sectin 6 f the 2016 Guideline abut fees. ASFA will reprt t the Department all tuitin fee waivers/exemptins granted by the RTO in accrdance with the Victrian VET Student Statistical Cllectin Guidelines as issued by the Department frm time t time. Judy Lazarus Transitin Centre ASFA will nt charge a tuitin fee fr enrlment by an individual wh is frm the Judy Lazarus Transitin Centre (as a prisner within the meaning f the Crrectins Act 1986). ASFA will retain a cpy f written cnfirmatin frm the management f the Judy Lazarus Transitin Centre that the individual meets the requirements f clause 2.4. Yung peple n cmmunity based rders ASFA will nt charge a tuitin fee fr enrlment by an individual wh is required t undertake the curse pursuant t a cmmunity based rder made under the Children, Yuth and Families Act 2005. ASFA will retain a cpy f written cnfirmatin frm the relevant Yuth Justice Unit f the Victrian Department f Human Services that the individual meets the requirements f clause 2.6.

Cncessin fees ASFA will allw cncessins n standard fees in accrdance with this Sectin 3 f the 2016 Guidelines abut Fees The cncessin fee is 20 per cent f ASFA s published standard tuitin fee, being the fee that ASFA wuld have charged a nn-cncessin gvernment subsidised student in the same curse at that time. If an individual wh was previusly eligible fr a cncessin under this Sectin 3 becmes ineligible fr the cncessin befre the cmpletin f the hurs fr which they have paid tuitin fees, this des nt affect the tuitin fees payable fr the enrlment. They will still get the cncessin. Prir t the cmmencement f training, ASFA will sight and retain (electrnically r in hard cpy) cpies f all dcumentatin demnstrating an individual s eligibility fr the fee cncessin granted by ASFA fr audit r review purpses and t meet the recrd keeping requirements set ut in Sectin 6 f the abve Guidelines. Where a cncessin card is presented t ASFA via a Digital Wallet thrugh a Centrelink Express Plus mbile applicatin, ASFA must sight and authenticate the card by viewing the card directly thrugh the Centrelink Express Plus mbile applicatin n the cardhlder s mbile device. These cards may nt be sighted via a screen sht f the card that is e-mailed r therwise prduced. ASFA will reprt t the Department all fee cncessins granted by ASFA in accrdance with the Victrian VET Student Statistical Cllectin Guidelines as issued by the Department frm time t time. ASFA will exercise reasnable judgement where a prspective student is nt able t prduce apprpriate prf f cncessin prir t the cmmencement f training. Fr example, the Department wuld cnsider it reasnable t allw students a ne week grace perid t prvide their prf f cncessin, prvided that this was dcumented within a business prcess and able t be audited.
ASFA s requirements fr General Cncessin fee fr VET funding cntract students. General Cncessins Fr enrlments in curses at the Certificate IV level and belw, ASFA will charge the cncessin fee t an individual wh, prir t the cmmencement f training, hlds a current and valid: a) Health Care Card issued by the Cmmnwealth; b) Pensiner Cncessin Card; r c) Veteran s Gld Card; r d) an alternative card r cncessin eligibility criterin apprved by the Minister fr the purpses f these Guidelines The cncessins prvided fr in clause 3.6 (a) and (b) (abve) als apply t a dependant spuse r dependant child f a card hlder. ASFA will retain a cpy f the relevant cncessin card specified at Clause 3.6: a) electrnically, as prduced via a screensht generated by the cardhlder s mbile device where the cncessin card is presented via a Digital Wallet thrugh a Centrelink Express Plus mbile applicatin; b) in hard cpy r electrnically scanned cpy where a physical card is presented; r c) its equivalent recrd as extracted frm Centrelink Cnfirmatin eservices. Fr individuals entitled t a cncessin under clauses 3.6 r 3.7 that are als referred Jb Seekers with a standard Jb Seeker Referral Frm; ASFA must retain a cpy f the riginal Jb Seeker Referral Frm and return the riginal t the individual. On enrlment, a cpy f this frm must als be returned by ASFA t the Jb Seeker s referring agency. The Department will nt make a cntributin t ASFA tward revenue frgne fr referred Jb Seekers as a result f charging Jb Seekers the cncessin fee. With the prir agreement f the referring agency, ASFA must invice the referring agency directly fr the prtin f the tuitin fee nt cvered by the referred Jb Seeker.

Indigenus Cmpletins Initiative Under the Indigenus Cmpletins Initiative, fr enrlments in a curse at any level ASFA must charge the cncessin fee t individuals wh selfidentify as being f Abriginal r Trres Strait Islander descent (and are reprted as such thrugh the Indigenus Student Identifier field f the Student Statistical Reprt).
