Briefly describe your animal programs: If your program performs adoptions, are all animals sterilized before adoption? We do place geriatric animals from time to time that are a surgical risk. Other than that all animals are spayed/neutered prior to adoption as required by Palm Beach County Ordinance 98-22. If not all, describe your sterilization policies and procedures for assuring sterilization after adoption: Give additional background information on your organization's programs as they relate to this application and the qualifications of the personnel who will be in charge of this program. Show that you have the ability to carry out this program. Peggy Adams Animal Rescue League has operated continuously in Palm Beach County since 1925. We opened our spay/neuter hospital in 1973 and we've spayed and neutered more than 200,000 cats and dogs in the past 40 years. We have increased staffing in the high quality high volume spay/neuter hospital with the goal of doing 15,000 spay/neuter surgeries this year. Our lead veterinarian Dr. Beth Keser has more than 20 years experience in shelter medicine and spay/neuter. Our veterinarians and technicians completed training at the Humane Alliance in January. If you currently have a program for sterilization of cats and/or dogs, describe your current level of funding and productivity and why additional resources are needed? We offer free and low cost spay/neuter programs for pets of Palm Beach County residents. We have several low income communities with high instances of intake into the local shelters. Grant funding has been obtained from PetSmart Charities, Best Friends Animal Society, the ASPCA and the Emily Vernon Foundation, but these programs need to be expanded to end euthanasia of adoptable and treatable animals in our community. I think the estimates are accurate for Palm Beach County. Please explain what you believe are the most substantial sources of dog and cat overpopulation in the target area: Our at risk animals in Palm Beach County are free roaming cats and large breed dogs. What kinds of spay/neuter services are currently available in the target area and in what ways are these resources currently insufficient to meet community needs? There are three low cost spay/neuter hospitals in central Palm Beach County. Palm Beach County Animal Care and Control, Peggy Adams Animal Rescue League and Paws to Help. These three clinics have capacity for about 21,000 surgeries a year. The need in our area is to provide free surgery to residents who are otherwise unable to pay for spay/neuter services. Florida Animal Friend is highly supportive of proposals that are focused on animal populations that are identified as substantial sources of dog or cat overpopulation rather than being diluted over too broad of a geographic area or diverse animal populations. Objectives What do you hope to accomplish with these funds (objectives should be specific and quantifiable)? With funding of $24,375 we will be able to spay/neuter 375 large breed dogs in Palm Beach County in a 12 month period. How does this program increase the number of sterilization surgeries above the existing baseline? The "Big Dog Project" will target large breed dogs in low income areas in Palm Beach County that have a high instance of intake into the local shelters. These dogs would not be spayed/neutered otherwise. Methods What criteria will you use to determine eligibility for your program? Dogs must be large breed dogs who are or expected to be 50 pounds or greater and reside in Palm Beach County. How will you advertise the program? Explain how the advertising will reach the target audience. We will reach out to community leaders, businesses and rescue partners to notify them of the grant. We will target areas where we receive a large number of dogs into the local shelters. How will you address barriers to full use of the program such as transportation, illiteracy, and cultural hurdles? Our forms are available in English and Spanish. Palm Beach County is a diverse community with a large Latino population, African American population and Haitian American population. Our staff and volunteers reflect the diversity of our community. Transportation is an issue for some of our low income residents and we fully expect to arrange transportation for residents who are not able to bring their dogs in for surgery. Does this project involve the transportation of animals by someone other than the client? If so, describe the vehicles, methods for confinement, personnel training, liability releases used to assure the safety of the animals and handlers. Transportation will be arranged by trained staff and volunteers. We have vans equipped with crates for safe transport and safety equipment on board. Adequate insurance is maintained by the League in the event an accident does occur. Veterinary Services Objectives What arrangements have you made with veterinarians to perform the surgeries? We have four full time veterinarians and hope to add a fifth veterinarian in the next month. The League provides all dogs with an E-Collar. Prices listed would be if client paid individually. A vaccine package includes rabies, DHLPP/C, heartworm occult for $55.00. We will need to perform 31 surgeries per month to complete the required surgeries in a 12 month period. This data will be tracked monthly to make sure we are on track. Our outreach coordinator and volunteers will do door to door outreach following the Humane Society of the United States "Pets for Life" model of community outreach. We will also make our food bank available for those clients in need of additional support beyond just spay/neuter services to ensure a good quality of life for their pets. If it is imperative to request an extension, such request must be made in writing at least 30 days prior to the end of the project. It is FAF s policy to seldom grant more than a 30-60 day extension. Failure to submit reports and requests within the required time period will impact your agency s future grant applications. Future Funding to Sustain Public Spay/Neuter *Explain how the organization plans to fund this program in the future. Having sustainable plans including other grants, local donations and other services generating revenue enhances the chances of receiving this grant. Peggy Adams Animal Rescue League has an endowment fund that helps underwrite operating costs. Fundraising efforts include grants, direct mail campaigns, major gifts, bequests, special events and operating revenue from our various programs and services. On average 40% of our operating revenue is generated by programs and services. We have had an increase in reported revenue due to notification of a bequest we received. Funds are distributed quarterly in perpetuity, yet according to standard accounting principles the revenue has been recognized. Promotion of Florida Animal Friend Spay/Neuter License Plate *Applicants selected for funding are expected to publicize their grant in support of their spay/neuter program and promote the sale of the Animal Friend license plate via press releases, newsletters, website links, social media, etc. Please describe your plan to promote the Florida Animal Friend Spay/Neuter License Plate. Grantees are required to submit documentation of promotional endeavors. The license plate is promoted on our website, at our front counter, in newsletters and at our special events. Last year we provided services to 28,828 animals. Our largest public fundraiser the Walk for the Animals attracted over 1,500 residents who received information about the license plate and we are holding our second annual Countdown to Zero mega adoption event at the Palm Beach County Convention Center on September 12th. Last year (the first year of the event) we had 4,000 people attend and all participating rescues and shelters placed 313 pets in new homes.
