Check the website for weekly deals and specials. www.pharmacyclearinghouse.com 925-895-1506 ACP s Legislative Updates Updated 3/6/2017 Governor Roy Cooper released his proposed budget for the 2017-2018 fiscal year, which focuses on identifying common ground solutions. State Budget Director Charles Perusse presented the highlights to the Joint Appropriations Committee meeting on Thursday morning, March 2. It does not include any new tax increases, but would reinstate the film and entertainment tax incentive rebate and the NC Child and Dependent Care Tax Credit. The current-year surplus is estimated to be $552.6 million. Below are highlights from the recommended budget: Making North Carolina a top-10 educated state by 2025 Growing middle class paychecks statewide Building healthier and safer communities Protecting and growing natural and cultural resources Exercising fiscal responsibility Emergency Management: Allocates $100 million to Disaster Reserve and additional $300 million into the Savings Reserve. State Employees and Teachers: Teachers would receive an additional $271 million, which is a 5% average salary increase each year. It would bring all state employees to at least the middle of their position s salary range. Health and Human Services: Fully funds Medicaid and a couple of Medicaid expansions services. It would also invest in early learning including eliminating the waitlist for NC Pre-K. It includes a $12 million opioid package for mental health services. Senate Bill 175 (S. 175) Strengthen Opioid Misuse Prevention (STOP): In an effort to curb opioid abuse in North Carolina, S. 175 was introduced on Thursday, March 2. Representative Craig Horn (R-Union), Representative Greg Murphy (R-Pitt), Representative Ted Davis (R-New Hanover), Representative Chris Malone (R-Wake), Senator Jim Davis (R-Macon), Senator Tom McInnis (R-Richmond), Senator Bill Rabon (R-Brunswick), and Attorney General Josh Stein held a press conference on Thursday to unveil the proposal. ACP has been meeting throughout the session with the sponsors to lend input as this legislation was being discussed. Thursday was the first opportunity to view the final draft legislation and ACP will continue to work with bill sponsors to address issues concerning pharmacy. This is a complicated bill with the sponsors trying to cover a wide range of control medication problems. However, as a pharmacist, you see several practical problems exist with the bill as written. In Washington, there seems to be a draft ACA replacement bill on the move. The bill appears to dismantle ACA subsidies and scrap Medicaid expansion. The document is more detailed than the outline that House leaders circulated before their recess. However, several lawmakers are still in disagreement about several key issues, including Medicaid and the size and form of subsidies. The legislation will also be shaped by findings from the Congressional Budget Office (CBO) about the costs and federal deficit implications. Another sign of trouble with this draft is that the House Energy and Commerce and Ways and Means committees haven t scheduled any markups of the legislation, despite Republicans leaders statements that they would release more details right after the congressional recess. President Trump has said he expects a plan to emerge in early to mid-march. 2
