FMM/RAS/298: Strengthening capacities, policies and national action plans on prudent and responsible use of antimicrobials in fisheries Antimicrobial use: mechanisms of collection and collating data and summary of annual report Dr Delfy Góchez Chargée de mission, OIE Aquatic AMR Workshop 1: 10-11 April 2017, Mangalore, India
The OIE Strategy on AMR and the Prudent Use of Antimicrobials The OIE St rat egy support s t he object ives est ablished in t he Global Act ion Plan on ant imicrobial resist ance (AMR), developed by WHO wit h st rong cont ribut ion from FAO and OIE. It reflect s t he mandat e of t he OIE, t hrough four main object ives: Improve awareness and understanding Strengthen knowledge through surveillance and research Support good governance and capacity building Encourage implementation of international standards
Key points on the OIE global database OIE Resolutions (2015 & 2016)
OIE Resolution in 2015 Specific recommendations were given at the OIE World Assembly of Delegates in 2015 in the Resolution Nº 26 Combating Antimicrobial Resistance and Promoting the Prudent Use of Antimicrobial Agents in Animals. 3. The OIE develop a procedure and standards for data quality for collecting data annually from OIE Member Countries on the use of antimicrobial agents in food-producing animals with the aim of creating an OIE global database to be managed in parallel with the World Animal Health Information System (WAHIS). 4. OIE Member Countries set up an official harmonised national system, based on OIE standards, for the surveillance of antimicrobial resistance and the collection of data on the use of antimicrobial agents in food-producing animals, and actively participate in the development of the OIE global database. http://www.oie.int/fileadmin/home/eng/our_scientific_expertise/docs/pdf/amr/a_reso_amr_2015.pdf
OIE Resolution in 2016 Resolution Nº 36 Combating Antimicrobial Resistance through a One Health Approach: Actions and OIE Strategy : 5. OIE Member Countries fulfil their commitment under the Global Action Plan on AMR to implement policies on the use of antimicrobials in terrestrial and aquatic animals, respecting OIE intergovernmental standards and guidelines on the use of critically important antimicrobial agents, and the phasing out of the use of antibiotics for growth promotion in the absence of risk analysis. 7. The OIE seek support to enable Member Countries to implement the OIE Strategy and their national action plans. http://www.oie.int/fileadmin/home/eng/our_scientific_expertise/docs/pdf/amr/a_reso_amr_2016.pdf

Reporting Options The sect ions of t he OIE Templat e named Report ing Opt ions 1, 2 and 3, collect t he act ual quant it ies of ant imicrobial agent s for use in animals. o Reporting Option 1: dist inct ion of ant imicrobial agent s by t ype of use o Reporting Option 2: dist inct ion of ant imicrobial agent s by t ype of use and animal groups* o Reporting Option 3: dist inct ion by t ype of use, groups of animals* and rout es of administ rat ion *For t he purposes of t he OIE dat abase, animal groups means: t errest rial food-producing animals, aquat ic food-producing animals or Companion animals
Reporting Option and level of specificity of data on antimicrobial agents used in animals Global : N = 130 N = 89
Year of data collection Global : N =87
Data source as reported by 89 Member Countries, 2010-2015
Animal groups covered by the data Global : N =89
Food-producing animal species Global : covered by the data N =89 39% (35 out of 89 OIE Member Countries)
Food-producing animal species covered by the data in Europe In Europe more Member Count ries are able t o report quant it ies of ant imicrobial agent s used in aquat ic food-producing animals t han in any ot her region. N = 34
Percentage of reported quantities of antimicrobial agents used in animals by 89 OIE Member Countries
Second phase of data collection
Work on the animal biomass (denominator) The OIE ad hoc Group on AMR works on t he denominat or. The Group acknowledged t he variabilit y in product ion cycles and average weight s in animals around t he world and recognised t hat precise dat a may current ly not be available by count ry or region. The report of t he ad hoc Group, once endorsed by t he Commissions, will be published at t he OIE Websit e.
Conclusion The first OIE Annual report shows a great commit ment Member Count ries need support t o improve t heir nat ional monit oring syst ems. The aim in t he second OIE Annual report will be t o calculat e dat a on animal biomass t o allow analysis by OIE Region. Over t ime, t he OIE dat abase will be furt her developed t o allow count ries t o provide t heir informat ion t hrough an elect ronic port al
