2 Government Gazette 12 July 2013 5239 RESTRICTED MATERIAL 1. Bacon or ham, excluding bacon or ham from an area which in terms of the Act has been declared as an African-swine-fever-control-area. 2. Uncooked meat, organs or viscera of an animal, excluding meat, organs and viscera of fish from Namibia. 3. Hides or skins of animals, excluding - manufactured or processed articles made of such hides or skins; and sjamboks, karosses, riems or shields made of such hides or skins if the constituent parts of such sjamboks, karosses, riems or shields have been subjected to the process known as breying and have been dried throughout for a period of not less than 14 days. 4. Bones, bonemeal, hoofs, hoofmeal, horns, hornmeal, carcasemeal, livermeal, fishmeal, ivory, blood, bloodalbumen, bloodmeal, ova or semen of any animal, excluding - (c) bonemeal, hoofmeal, hornmeal, carcasemeal, livermeal, fishmeal or bonemeal from Namibia registered under the Fertilizers, Farm Feeds, Agricultural Remedies and Stock Remedies Act, 1947 (Act 36 of 1947); manufactured or processed articles, excluding bonemeal, bloodmeal, hoofmeal or hornmeal made of bones, hoofs, horns, ivory or blood; and curios or ornaments made of bone, horn or ivory. 5. Eggs of birds or poultry, excluding eggs from Namibia. 6. Raw feathers or raw animal wool, hair and bristles, excluding wool, hair or bristles from Namibia. 7. Second-hand meat cloths or other materials which have been used for wrapping meat, empty second-hand bags, pockets or woolpacks made of jute, cotton, linen or any other fibre. 8. Grass, grass-hay, straw, maize-stalks or sorghum stalks, excluding any grass, grass-hay, straw, maize-stalks or sorghum stalks from Namibia. 9. Milk, cream, butter or casein, excluding any milk, cream, butter or casein from Namibia. 10. Infectious agents of a viral, bacterial, protozoal, fungal or yeast nature. No. 178 2013 Under - DECLARATION OF PROTECTED AREAS: ANIMAL HEALTH ACT, 2011 section 20(1) of the Animal Health Act, 2011 (Act No. 1 of 2011), I have, on the recommendation of the Chief Veterinary Officer, declare the area referred to in Part 1 of

5239 Government Gazette 12 July 2013 3 the Schedule as a protected area, for the purposes of preventing the introduction into, or the spread in, that area of foot and mouth disease, corridor disease and bovine tuberculosis, except the areas set out in Part 2 of the Schedule; and section 20(2)(i) of the Act referred to in paragraph, I specify the class of animal and animal products that may not be brought or moved or permitted to be brought or moved into a protected area as set out in the Part 3 of the Schedule. Definitions 1. In this notice, a word or expression to which a meaning has been assigned in the Act bears that meaning, and unless the context otherwise indicates conveyance includes any box, container, package or other receptacle in or on a conveyance; excluded area means an area referred to in item 1 to 7 of Part 2 of this Schedule; protected area means the area referred to in Part 1 of this Schedule; and the Act means the Animal Health Act, 2011 (Act No. 1 of 2011). 2. Declaration of area as protected area PART 1 PROTECTED AREA The whole area of Namibia, except the areas set out in Part 2 of this Schedule. 3. Areas excluded PART 2 EXCLUDED AREAS 1. Waterberg Plateau Park declared as a game park by Proclamation 49 of 15 July 1972. 2. Mahango Game Park declared as a game park by Government Notice 15 of 1 February 1989. 3. Khaudum Game Park declared as a game park by Government Notice 15 of 1 February 1989. 4. Mudumu National Park declared as nature reserves by Government Notice AG. 18 of 1 March 1990. 5. Mamili National Park declared as nature reserve by Government Notice AG. 18 of 1 March 1990. 6. Bwabwata National park declared as a game park by Government Notice No. 204 of 15 November 2007. 7. Tsumkwe Buffalo Camp in the Nyae-Nyae Conservancy.

4 Government Gazette 12 July 2013 5239 PART 3 ANIMAL AND ANIMAL PRODUCTS THAT MAY NOT BE BROUGHT OR MOVED INTO A PROTECTED AREA 1. A person may not bring or move or permit to be brought or moved, any Cape Buffalo (Syncerus caffer) or any of its products into a protected area. 2. The prohibition in item 1 does not apply to the movement of Cape Buffalo by or under the control of the Ministry of Environment and Tourism from an excluded area refer to in Part 2 of this Schedule to another excluded area or from an excluded area to a destination outside Namibia, provided that - (c) such buffalo is tested for foot and mouth disease, corridor disease and bovine tuberculosis under the supervision of the Chief Veterinary Officer, before the buffalo is moved; the conveyance transporting the buffalo is sealed to the satisfaction of the Chief Veterinary Officer; and the seal is not broken before the conveyance has reached its destination. 3. A buffalo which is tested as contemplated in item (2) and found to be infected with foot and mouth disease, corridor disease or bovine tuberculosis, the staff member of the Ministry of Environment and Tourism in charge of the movement concerned must notify the Chief Veterinary Officer immediately after the result of the tests are known, in an approved form. No. 179 2013 DECLARATION OF VACCINES AS ANIMAL PRODUCTS: ANIMAL HEALTH ACT, 2011 Under subsection (2) of section 1 of the Animal Health Act, 2011 (Act No. 1 of 2011), I declare that, for purposes of paragraph of that subsection, the vaccines set out in the Schedule are animal products. Definitions 1. In this notice, a word or expression to which a meaning has been assigned in the Act bears that meaning, and unless the context otherwise indicates - vaccines means vaccines, serum, toxin, antigen or other products derived wholly or partially from an animal or any part of an animal; and the Act means Animal Health Act, 2011 (Act No. 1 of 2011).

Any vaccine used or intended to be used for testing, vaccination or inoculation of an animal against any disease, are animal products for the purposes of the Act. No. 180 2013 DECLARATION OF NOTIFIABLE DISEASES: ANIMAL HEALTH ACT, 2011 Under subsection (2) of section 1 of the Animal Health Act, 2011 (Act No. 1 of 2011), I declare that, for purposes of paragraph (e) of that subsection, the diseases set out in Column 1 of the Schedule are notifiable diseases in relation to the animals or class of animals set out in Column 2 of the Schedule.
