LEGISLATIVE AUTHORITY Audit & Finance Standing Committee Terms of Reference section 3.8, which states "to review and make recommendations on proposals coming to Halifax Regional Council outside of annual budget or tender process including but not limited to: New Programs or services not yet approved Programs or services that are being substantially altered Proposed changes in operating or budget items Committing of funds where re is insufficient approved budget, or, New or increased capital projects not included in approved budget Increases in project budget due to cost sharing Creation or modification of reserves and withdrawals not approved in approved budget RECOMMENDATION It is recommended by Audit & Finance Standing Committee that Halifax Regional Council: 1. Provide one-time funding in 2016-17 by way of a $50,000.00 joint grant to Nova Scotia SPCA and SPAY Day HRM Society to extend TNR (trap-neuter-release) Program, to be funded from existing 2016-17 Planning & Development budget, and furr direct that expenditure be managed through cost centre S320 Animal Control, cost e.lement 8004 Grants; and 2. Recommend that Regional Council request a staff report on feasibility of establishing a permanent grant program for spaying and neutering cats. Furrmore this report is to return to Regional Council in October, 2016.

Trap Neuter and Release (TNR) Program Funding Request Council Report - 2 - April 26, 2016 BACKGROUND A staff report dated March 29, 2016 pertaining to a Trap Neuter and Release (TNR) Program Funding Request was before Audit & Finance Standing Committee at its meeting held on April 13, 2016. For furr information, please refer to attached staff report dated March 29, 2016. DISCUSSION The Audit & Finance Standing Committee reviewed this matter at its meeting held on April 13, 2016 and forwarded recommendation to Halifax Regional Council as outlined in this report. FINANCIAL IMPLICATIONS As outlined in attached staff report dated March 29, 2016. COMMUNITY ENGAGEMENT All meetings of Audit & Finance Standing Committee are open to public. The clinic is open to SPCA Branches, low income individuals and families, as well as local animal rescue and ThR groups. The committee volunteers will be able to share expertise, brainstorm new ideas1 form collaborative partnerships and Increase understanding, reby saving city money, increasing efficiency and reducing number of unwanted cats roaming throughout HRM. MOTION for HRM Council Due to delay in forming an HRM Advisory Committee, it is proposed that City of Halifax extend a $50,000 grant to Spay Day HRM and Nova Scotia SPCA s Spay/Neuter Clinic to provide funding for a trap-neuter-return (TNR) program for free roaming cats in HRM. It is recommended grant be administered jointly by Nova Scotia SPCA and Sjay Day HRM Society. Both organizations are registered charities, have collaborated on past Spay/Neuter initiatives and have experience and resources to manage all aspects of a project of this size with a thorough understanding of Issues. The funds from this grant would allow for 2 full surgery days per month for a period of one year that will spay or neuter 1000 cats. The coordination of surgical time, supplies, transportation and volunteer engagement will be organized through Nova Scotia SPCA and Spay Day firm.
