Briefly describe your animal programs: We have an adoption program, low-cost spay/neuter, affordable wellness, an aggresive community cat TNR program, free food assistance, and free shot clinics in disadvantaged neighborhoods If your program performs adoptions, are all animals sterilized before adoption? Yes If not all, what percentage of animals are not currently sterilized before adoption? If not all, how are animals selected for sterilization before adoption? If not all, describe your sterilization policies and procedures for assuring sterilization after adoption: Give additional background information on your organization's programs as they relate to this application and the qualifications of the personnel who will be in charge of this program. Show that you have the ability to carry ou this program. Our clinic has 2 full time and 1 part time veterinarian. In addition, we have a full time shelter veterinarian who can be used for overflow from the clinic. We have operated an aggressive community cat TNR program for the last 4 years. Over that time we have sterilized 18,470 community cats (including a record 5,551 in 2011). We have a full time TNR Manager who organizes mass trappings and oversees the volunteer trappers, as well as a part time assistant to help with paperwork and phone calls. Our success is evident by a 50% reduction in cat euthanasia at our county Animal Services. If you currently have a program for sterilization of cats and/or dogs, describe your current level of funding and productivity and why additional resources are needed? We provide low cost spay/neuter for owned pets in our community Tuesday - Saturday. Mondays are Community Cat TNR day where we perform between 80-130 sterilizations of feral cats. While sometimes these cats have caregivers who can provide a minimal cost for their surgery (we are currently sterilizing feral cats for $15, which is at a loss for HSTB), most are "community cats" who aren't claimed by anyone. People feed them, but don't "own" them. HSTB has received some grants for specific zip codes, but in the majority of the county, there is no assistance for these cats. involved in the zip codes for targeted grants and have no one to cover their sterilization costs. We believe that the above target area animal population is appropriate for our community. Please explain what you believe are the most substantial sources of dog and cat overpopulation in the target area: The most substantial source for cat overpopulation is community cats in our county. With over 204,000 feral cats, we are constantly seeing litters of kitten brought into our shelter born to feral females. What kinds of spay/neuter services are currently available in the target area and in what ways are these resources currently insufficient to meet community needs? HSTB currently has a grant through PetSmart Charities for community cats in 33612 & 33604 and a grant through SCSSC for community cats in Sun City Center zip codes. These grants have helped us with cats in those targeted areas, but there are many areas where there are many unsterilized feral cats that are not covered. We are applying for this grant to sterilize cats in other areas to prevent cat overpopulation and lower the euthanasia rate for cats in our community further. Florida Animal Friend is highly supportive of proposals that are focused on animal populations that are identified as substantial sources of dog or cat overpopulation rather than being diluted over too broad of a geographic area or diverse animal populations. Describe the specific target animal population of the spay/neuter project proposed for this grant: Pets in low-income families Especially difficult or unique animal overpopulation sources Pit bull dogs Feral cats Special spay/neuter event Other Objectives What do you hope to accomplish with these funds (objectives should be specific and quantifiable)? Our goal will be to sterilize 1,250 community cats in Hillsborough County. We would charge the grant $20 per cat for sterilization (both female & male). Where possible HSTB will ask for a co-pay of $10, but where there is no "owner," it will be free. HSTB will provide 3 year rabies, FVRCP-C, and ear-tip at their expense. We would be able to track each spay/neuter, plus the area that the community cats came from. How does this program increase the number of sterilization surgeries above the existing baseline? This program will increase the number of sterilization surgeries above the baseline by making available low cost and free spay/neuter for community cats who are not "owned" by anyone. We will do flyers and advertise the grant through our community cat newletters & our feral cat report to let all the feral cat trappers know of its availability. Our TNR Manager who receives calls from all over Hillsborough County will be able to go into areas such as trailer parks where unsterlized colonies live and fix the entire colony to prevent kitten birth. Methods What criteria will you use to determine eligibility for the program? All community cats without "owners" will be eligible for this program. How will you advertise the program? Explain how the advertising will reach the target audience. We will announce the grant to the people on the Tampa Feral Cat Database (a database containing trappers & the colonies they have trapped over the past 3 years), the Community Cat Corner - a newsletter sent out to Community Cat enthusiasts in Tampa Bay, and on the ear notch report (a report sent out to all caretakers of feral cats that have been taken to Hillsborough County Animal Services). Additionally, our shelter, clinic & TNR Manager will advise people when called about a feral cat problem. How will you address barriers to full use of the program such as transportation, illiteracy, and cultural hurdles? The TNR Manager has a TNR van which is used to transport cats. Additionally, we have several caretakers that we work with who use their own vehicles for large trappings. Our TNR Manager is accustomed to dealing with illiteracy & cultural hurdles as they are a part of her every day job. Additionally we keep several people on our staff who speak Spanish & are able to transalate when necessary. Does this project involve the transportation of animals by someone other than the client? If so, describe the vehicles, methods for confinement, personnel training, liability releases used to assure the safety of the animals and handlers. We have approximately 250 humane feral cat traps which we loan to the public and use for large trappings. When traps are checked out, people who have not used them before are trained on how to use them and transport & care for the animals. We have instructions on our website www.humanesocietytampa.org and on the Tampa Feral Cat Database site. After the surgery, the public watches a video on post operative care, plus has written instructions. Veterinary Services Objectives What arrangements have you made with veterinarians to perform the surgeries? All surgeries will be provided at our Clinic which employs two full time and one part time veterinarian. In September, we will be opening our new Talk Fusion Animal Health Center which will allow us to increase our capacity for feral cats. HSTB will pay for the 3 year rabies, FVRCP-C, pain medication and ear-tipping. Parasite medication & testing are optional unless our veterinarian determines it is necessary, at which time HSTB aborbs the cost. Where there is a caretaker who is able to pay $10 for these services, HSTB will request payment. If the cat has no "owner" or his/her caretaker can not afford it, there will be no charge. Is this a voucher program? If so, how will you assure compliance with the program? No, this is not a voucher program. Other Information Provide any additional information that will help the grant selection committee understand how the program will operate to achieve its goals. The Community Cat TNR program at HSTB has had huge success and has been recognized by national groups such as the ASPCA, Neighborhood Cats, and PetSmart Charities. We have a reputation of reporting accurate and positive results. In September, our new Talk Fusion Animal Health Center will be opening which will triple our abilities to sterilize community cats. We need the assistance of Florida Animal Friends to make this goal a reality. Additionally any further medical procedures determined necessary by our veterinarian will be covered by HSTB (parasites, testing, wound cleaning, antibiotics, etc.) If a caregiver is able to pay a co-pay of $10, it will be used to cover these costs, but if there is no caregiver or they are unable to pay these costs, HSTB will absorb the costs. All projects must be completed within 12 months of receipt of funding. Any unexpended funds must be refunded to Florida Animal Friend within 30 days of the end of the project. Requests for time extensions must be made in writing at least 30 days prior to the end of the project. Funding for accepted projects will be available after August 1, 2009. Projected start date: 07/15/12/ Projected end date: 07/01/13 Future Funding Explain how the organization plans to fund this program in the future. Having plans beyond seeking funds from other funders enhances the chances of receiving this grant. HSTB's Community Cat TNR program has several supporters including individual donors. Once we are able to expand in the new Animal Health Center, we hope to gather more community support to help support the project into the future. Promotion of Florida Animal Friend Spay/Neuter License Plate Applicants selected for funding are expected to publicize their grant in support of their spay/neuter program via press releases, newsletters, website links, etc. In addition, they are expected to promote the sales of license plates so that additional spay/neuter grants can be funded. Please describe your plan to promote the Florida Animal Friend Spay/Neuter License Plate. HSTB will send out a press release, put an article in our newsletter Making Tracks (cir. 15,000), in our e-newletter (cir. 18,000)on our website and in all our social media (over 7,000 fans on Facebook).
