Responsibilities - Within the MoH: Sector for Sanitary Surveillance (SSS) is the Competent Authority (CA) responsible for: Control of all foodstuffs of animal and plant origin, Drinking Water & Items of general use! The control activities regarding food safety are conducted at: Food processing, Food Import and Food distribution (storage, wholesale, retail, catering), as well as all controls of materials in contact with food.

MINISTRY OF AGRICULTURE, FORESTRY AND WATER MANAGEMENT (MAFWM) FOOD SAFETY - MAIN LAWS AND REGULATIONS (in force): Law on Veterinary Matters (OG RS No. 91/05) -General and specific requirements for safety of food of animal origin; Regulation on conditions and equipment for slaughterhouses, processing and storage of products of animal origin (OG SFRY 53/89); Regulations on the mode of conducting veterinary-sanitary examination and control of animals before slaughter and control of products of animal origin (OG SFRY 68/89)

Responsibilities - Within the MAFWM: Veterinary Directorate (VD), Plant Health Protection Directorate (PPD), Sector for Inspection Supervision Agric. Insp. (SIS), have overall responsibility (CA) for: animal health and animal welfare, plant health, food safety food of animal origin/composite products, food quality, (Food production, processing and distribution, Food Import/Export) and feed safety and quality.

(EC) 853/2004 & 852/2004: Regulation on veterinary sanitary conditions in establishments for production and trade of food of animal origin (OG RS, No. 11/2008) In line with: Reg. Veterinary Law (OG RS No. 91/2005) Article 82: Any legal entity or an entrepreneur performing slaughter of animals, production and circulation of food of animal origin, animal feed and collection, processing and destruction of waste of animal origin, shall be obliged to put in place a food safety system based on principals of good manufacturing and hygiene practices and Hazard Analysis and Critical Control Point (HACCP). Article 82 is in force from January 1, 2009! (Est. Approval for Export Based on Req-ments of Importing Country)!

DRAFTING of New GUIDELINES: VD Special Projects Generic Models for Prerequisite Programmes (GMP/GHP) and HACCP Plans in Food of Animal Origin (Slaughter/Fresh Meat, Pasterized Caned Products, Sterilized Canned Products, Fermented Sausages/Meat- dry products, Milk/Dairy products, Feed,...); Expected outcomes: HACCP Generic Models Guidelines for Implementation in Food Industry; Manual for HACCP Audit; Materials for Training Courses; Will be available on Ministry website for all interested parties!

LABORATORIES: In accordance with: Law on Standardization (OG S&M No. 44/05), Law on Accreditation (OG S&M No. 44/05), Law on Veterinary Matters (OG RS No.91/05, article 21), Laboratories must be Accredited by the Accreditation Board of Serbia (ATS)! Standard: ISO 17025

SERBIAN (DRAFT) FS Law - CONTENTS: I. GENERAL PROVISIONS - Scope: Article 1. The present Law shall govern: conditions for production and distribution of safe food and feed, duties and responsibilities of food and feed business operators, rapid alert system, emergency measures and crisis management, food and feed hygiene and quality, and establishment of the Food Safety Council (RA & RC)

SERBIAN (DRAFT) FS Law - CONTENTS: I. BASIC PROVISIONS - Distribution of competences: Article 12. 1) In the primary production stage: (1) Food of animal origin Veterinary Inspectorate, (2) Food of plant origin Phytosanitary Inspectorate; 2) In the production, processing and wholesale stage: (1) Food of animal origin Veterinary Inspectorate (2) Food of plant origin and non-alcoholic drinks Agricultural Inspectorate, (3) Composite food Veterinary and Agricultural Inspectorates, (4) Dietetic products, dietetic supplements and salts for human ingestion and production of additives, aromatics, enzymatic preparations of other than animal origin and accessories of other than animal origin, as well as drinking water Sanitary Inspectorate;

SERBIAN (DRAFT) FS Law - CONTENTS: I. BASIC PROVISIONS - Distribution of competences: Article 12. 3) In the retail stage, Sanitary Inspectorate, with the exception of the food of animal origin in the facilities approved by the Ministry for which the Veterinary Inspectorate is responsible, and wines and spirits for which the Agricultural Inspectorate is responsible; 4) In the import and transit stage: (1) Food of animal origin - Border Veterinary Inspectorate, (2) Food of plant origin Phytosanitary Inspectorate, (3) Mixed food Border Veterinary and Phytosanitary Inspectorates 5) In the export stage: (1) Food of animal origin Veterinary Inspectorate, (2) Food of plant origin Phytosanitary Inspectorate, (3) Mixed food Veterinary and Agricultural Inspectorates, (4) Wines and spirits Agricultural Inspectorate; 6) New food shall be supervised in all stages of production and distribution by the Sanitary Inspectorate.
