JUDGES COMPETENCY FRAMEWORK 2 To all Judges and Aspiring Judges A new system has been developed for the education, approval and listing of every level of judge, from those who aspire to judge, right through to open show judges and those who go on to award Challenge Certificates and judge championship show groups, and Best in Show. The system has been designed taking into account the feedback received from exhibitors, show societies and judges. The Judges Competency Framework (JCF) was announced in the spring of 2017, has been piloted with 14 breeds, and will start to go live in 2019. It will run alongside the current system for a transition period, and be fully operational from January 2022. Originally the new JCF IT system was scheduled to go live in January 2019. However, the Kennel Club Board agreed to invest in a new Customer Relationship Management (CRM) system to replace the existing databases - the JCF IT will become part of this project, thereby offering significant savings in terms of both set up and running costs, with upgrades being easier to implement. Both systems will enable Kennel Club services to become more modern and customer focussed. This will put back the go live date for the JCF IT system, but the reduction in costs has allowed the Kennel Club to lower the new judges licence fee for single breed specialist judges. The online JCF system is due to go live in the second half of 2019. Breed clubs can start to hold their educational events as soon the Kennel Club has been notified that have their Co-ordinator has been appointed. To help show societies, the requirement that all judges must be licenced at JCF Level 1 will now be introduced from 1 January 2020. The JCF will provide a logical sequence of learning, practising, peer observation and examination and will cater for all judges at every level it outlines a judge s career path providing clear criteria for each stage. Each level will also confirm judging privileges, again making it clear to the judge and the show society who is eligible to judge which breed, and the number and the type of classes which may be judged. The Kennel Club s established online Find A Judge listing will be extended to provide reports of all eligible judges across all breeds and for all types of show. The Framework will be administered through the Kennel Club s modern online education platform with support through The Kennel Club Academy (KCA). KCA is easy to access, available 24 hours a day. All UK judges will be required to have a judges licence, which will require an annual fee, and will provide free membership of the KCA. As far as possible this will provide an efficient and paperless way for judges to record their experience on their personal JCF account, whether this be judging appointments or details of seminars attended, breed assessments passed and other education undertaken. This booklet provides an overview of the JCF, and includes an explanation of the various levels, the key dates you need to be aware of, a table showing where you will slot into the framework during the transition period and what you will need to do to continue judging. 3 JUDGES COMPETENCY FRAMEWORK Guide to being a Dog Show Judge - Levels 1-2 I am aspiring to become a Dog Show Judge, what do I need to do? Before accepting your first judging appointment you must register a JCF account with a declaration of intent as an Aspiring Judge and achieve JCF Level 1 Judge status COMPLETED To progress to a JCF Level 1 Judge you need to have: 1. A proven interest of a minimum of 5 years in one or more aspects of the breeding and exhibiting of pedigree dogs (including exhibiting/breeding/stewarding/show administration) 2. Undertaken 6 days of stewarding appointments 3. Attended a Kennel Club Requirements of a Dog Show Judge seminar and pass the exam 4. Passed the Kennel Club Points of a Dog assessment 5. Attended a Kennel Club Conformation and Movement seminar 6. Complete and pass Kennel Club Academy online critique seminar Update JCF account with evidence of eligibility to apply for the status of JCF Level 1 Judge Upon achieving this level you can accept appointments to judge up to 3 classes of any breed (4 if one is a Puppy class) or 5 (6) for Stud Band E breeds at an Open/Limited Show. NO Do you wish to progress to the next level of judging as a JCF Level 2 Judge for a specific Breed? YES Continue as a JCF Level 1 Judge - judging only 3 classes of any breed at Open/Limited shows (4 if one is a Puppy class) or 5 (6) for Stud Book Band E breeds Refresh Requirements of a Dog Show Judge exam every 5 years Update JCF account of refresher & any other judging education To attain JCF Level 2 Judge (Breed Specific) you must: 1. Attend a Breed Appreciation Day for the breed you wish to judge in accordance with the relevant Code of Best Practice 2. Pass the subsequent Multiple-choice Breed Standard Exam in accordance with Code of Best Practice 3. Refresh Requirements of a Dog Show Judge exam every 5 years COMPLETED Please Note: Once a judge has JCF Level 1 Judge status, which is a one-time achieved achievement, JCF Levels 2 4 are to be achieved on a specific breed-by-breed basis. It is, therefore, feasible for a judge to be at different levels in different breeds at the same time. Update JCF with evidence of achievement to apply to the KC for the status of JCF Level 2 Judge in that specific Breed The Kennel Club will announce when judges can upload their evidence to their JCF account.

JUDGES COMPETENCY FRAMEWORK 4 Guide to being a Dog Show Judge - Levels 2-3 Now that you have attained JCF Level 2 Judge status for a specific breed you can judge: Unlimited number of classes in that breed at an Open/Limited show and a Championship Show without CCs No more than 3 classes (4 if one is a Puppy class) of any other breed or 5 (6) for Stud Band E breed at an Open/Limited Show Any Variety Best in Show at Limited Show NO Do you wish to progress to the next level as a JCF Level 3 Judge (Awaiting Final Assessment)? YES Continue as a JCF Level 2 Judge, able to judge: Unlimited number of classes in that breed at an Open/Limited shows and a Championship Show without CCs AV Best in Show at Limited shows AND As a JCF Level 1 Judge: No more than 3 classes (4 if one is a Puppy) of any other breed or 5 (6) for a Stud Book Band E breed at an Open/Limited show ALSO Refresh Requirements of a Dog Show Judge exam every 5 years Update JCF account of refresher and any other relevant judging education To attain JCF Level 3 Judge (Awaiting Final Assessment) - Breed Specific you must: 1. Undertake three mentoring sessions within that breed 2. Have one approved observation of judging with a meaningful entry present. 3. Have bred and/or owned a minimum of 3 dogs when they obtained their first entry in the KC Stud Book Band - save for exceptional circumstances. (This is a one-time qualification) 4. Attended the appropriate sub-group Field Trial/Open Gundog Working Test for gundog breeds or Ring Procedure at KC Licensed Shows (German Shepherd Dog) online exam 5. Refresh Requirements of a Dog Show Judge exam every 5 years 6. Pass the Kennel Club Eye for a Dog assessment COMPLETED Update JCF account with evidence of achievement and apply to the KC for the status of a JCF Level 3 Judge (Awaiting Final Assessment) for that specific breed

5 JUDGES COMPETENCY FRAMEWORK Guide to being a Dog Show Judge - Levels 3-4 Now that you have attained JCF Level 3 Judge (Awaiting Final Assessment) in a specific breed you can continue to judge the following whilst waiting to be assessed: Unlimited number of classes in that breed at an Open/Limited show and a Championship Show without CCs AND No more than 3 classes of any other breed (4 if one is a Puppy) or 5 (6) for Stud Band E breeds as a JCF Level 1 Judge at an Open/Limited Show Attend a Breed Competence Assessment for the specific breed FAIL Gain further experience in the breed and re-apply for Breed Competence Assessment (minimum of 6 months between assessments) NO Remain a JCF Level 4 Judge PASS Update JCF account with evidence of achievement and apply for the status of a JCF Level 4 Judge (ie to award CCs) in that breed Do you wish to award CCs in more breeds? YES As a JCF Level 1 Judge you can judge no more than 3 classes (4 if one is a Puppy class) or 5(6) for Band E breed of any breed at any show AND As a JCF Level 2/Level 3 Judge for a specific breed you can also judge unlimited number of classes of that breed at an Open/ Limited Show or a Championship Show without CCs AND As a JCF Level 4 Judge can judge AV classes, Group and Best in Show at Open Shows and award CCs in that specific breed For subsequent breeds follow the process as a JCF Level 1/2/3 Judge in each of those breeds Achieve a Pass in the Breed Competence Assessment for subsequent breeds and Refresh Requirements of a Dog Show Judge exam every 5 years Update JCF account with evidence of achievement and apply for status as a JCF Level 4 Judge in the subsequent breeds Information on how to progress as a Group, Best in Show and All-Breeds Judge is available at www.thekennelclub.org.uk/jcf

If you are NOT currently a Challenge Certificate judge You will need to take the mandatory Kennel Club seminars Points of a Dog, Conformation and Movement, Critique Writing Seminar and Requirements of a Dog Show Judge and supply certificates for these Gather evidence of stewarding Do not upload these until the JCF system is live and publicised by the Kennel Club If you ARE currently a Challenge Certificate judge Ensure you have successfully passed the Requirements of a Dog Show Judge exam by 1 January 2024 All judges intending to register on JCF Ensure you have an email address that is not shared by anyone else intending to register a JCF account. All judges registered must have a unique email address. Activation codes will be emailed to all established CC judges who have judged in the last ten years to assist with registering in due course. Existing CC judges are exempt from undertaking the Eye for a Dog assessment (unless they wish to judge subsequent breeds) and the KCA Critique Writing Seminar, but strongly encouraged to undertake the latter Must pass the refresher Requirements of a Dog Show Judge exam every 5 years¹ 1 If a judge has passed the Requirements of a Dog Show Judge exam within the 5 years prior to 1 January 2019 this fact needs to be recorded on their JCF account. The timescale for taking the refresher exam will start from this date. Any existing CC judge who is to judge a new CC breed during the transition period will be required to pass the refresher exam before under taking their appointment. Existing CC judges who have not previously had a need to pass this exam will be required to pass the refresher exam before 1 January 2024. 2 Where a judge has passed a breed specific hands-on assessment it is not necessary to pass the new JCF Level 2 breed standard multiple-choice exam. Where a judge has passed the Points of the Dog assessment and has attended a Conformation and Movement seminar these remain valid under the JCF. 3 The Kennel Club will create JCF accounts for all currently active Championship Show judges using records already held. During 2019 judges will be able to activate their personal account by paying for their judging licence fee.

JUDGES COMPETENCY FRAMEWORK 10 JUDGES COMPETENCY FRAMEWORK What education do you need to complete? Attaining JCF Level 1 is a one-time achievement for a judge. JCF Levels 2-4 are achieved on a breed-by-breed basis. All education must be completed in the order listed below Level Education required How is this delivered?
