Why do we test? Protect the safety of the food supply Foster fair competition

HLSR Drug Rules Unapproved Drug Use: The showing of any animal that has been administered during its life any quantity of any unapproved drug, chemical or medication is strictly prohibited. Such drugs include, but are not limited to, any diuretic, unapproved growth stimulant or other unapproved medication. Unapproved means not approved by the Food and Drug Administration (FDA) and/or the U.S. Department of Agriculture (USDA) for slaughter animals including animals that may be destined for human consumption. Approved Drug Use: If an animal has been administered a drug that is FDA approved for its species and class, sufficient time must have passed so that the animal does not test positive for that drug upon arrival at NRG Park. Animals must remain free and clear of all drug and chemical residues while on show grounds. Please note that elimination time (the time it takes for no drug residue to be found in the system) is generally longer than the labeled withdrawal time for most approved drugs.

HLSR Rules Zero Tolerance There is a difference between withdrawal period, which is the amount of time that must pass for consumed products to be safe, and the elimination period, which is the amount of time that must pass for all residue to be eliminated from an animal s system.

What do we test for? Broad Spectrum Test 3 Main Classes of Drugs Anti-inflammatories Antibiotics/Antibacterials Beta-agonists

How many animals are tested? Barrows 1 st and 2 nd place barrows, any 2 nd place reserve breed or division champions, and 2 randoms per breed Steers 1 st and 2 nd place steers in each class and 2 randoms per breed Lambs & Goats 1 st and 2 nd place lambs and goats and 2 randoms per class Broilers Turkeys 1 st 10 th place cockerels 1 st -10 th place pullets 1 st -12 th place toms 1 st -12 th place hens Breeding Beef Heifers Breed and reserve breed champions and 2 randoms per breed Approximate Total Number of Samples 430 (~23% of total animals that qualify for auction)

Testing Procedure The designated animal, along with the exhibitor or a responsible adult, are escorted to the collection area The exhibitor or responsible adult must stay with the animal until the collection procedure is completed Any water or feed may only be administered by the exhibitor and/or responsible adult No abusive behavior will be tolerated (smothering, choking, running, or any unnatural behavior) After urine is collected, samples are split in the exhibitor s or responsible adult s presence Exhibitor or responsible adult must place initials on the evidence tape of each container Exhibitor or responsible adult must sign the collection form in the presence of the veterinarian Samples are then secured in two separate lock boxes

Notification and Appeals Process In the event that an animal tests positive, the exhibitor s parent or guardian will be notified. Any exhibitor found to be in violation of HLSR drug rules will be offered an opportunity to explain the details of their case at a formal appeals hearing.

What if a show animal gets sick leading up to the Show? Make sure the exhibitor is informed of show rules before treatment is administered. Understand elimination period versus withdrawal time. The goal is to allow the exhibitor to make an informed decision

2015 JUNIOR SHOW DRUG NOTIFICATION REMINDER: Market Animals Zilpaterol Hydrochloride (Zilmax ) THE HOUSTON LIVESTOCK SHOW WILL NOT TOLERATE THE PRESENCE OF ZILPATEROL HYDROCHLORIDE (Zilmax ) IN THE URINE OF MARKET STEERS. Further, the Show will not tolerate the presence of Zilpaterol Hydrochloride (Zilmax ) in any other market species. The use of this compound will be governed by the Junior Show Rules published in the 2015 Exhibitor Handbook. Ractopamine Hydrochloride (Optaflexx, Paylean, Topmax ) The Houston Livestock Show will not be testing for the presence of ractopamine hydrochloride in steers (Optaflexx ), market barrows (Paylean ) or market turkeys (Topmax ). Exhibitors who choose to use these products are expected to follow all label directions. The Show will not tolerate the presence of ractopamine hydrochloride in species, or classes within species, for which they are not FDA approved. The use of all other drugs in junior market animals, both unapproved and FDA approved, will be governed by the Junior Show Rules published in the 2015 Exhibitor Handbook. Breeding Animals The Houston Livestock Show will not be testing for the presence of antibiotics/antibacterials that have been FDA approved for the species and class of breeding animal in which they are administered. The use of all other drugs in junior breeding animals, both FDA approved and unapproved, will be governed by the Junior Show Rules published in the 2015 Exhibitor Handbook.

Exhibitor Responsibility We, the undersigned Exhibitor and parent/guardian certify that we have read, understand and will abide by all rules and regulations of the Houston Livestock Show and Rodeo. We further certify that we have not administered to and have no knowledge that this entry has received any substance not approved by the Food and Drug Administration (FDA) and/or the U.S. Department of Agriculture (USDA) for food animals. Furthermore, we certify that all entries will be FREE OF ALL DRUG AND CHEMICAL RESIDUES upon arrival to NRG Park and will remain free of all drug and chemical residues while on show grounds. We, the undersigned, understand that the time it takes for drugs and chemicals to be entirely excreted from the body through the urine of animals is generally longer than the labeled FDA and USDA withdrawal times for most approved drugs and chemicals. If an animal requires emergency treatment while on Show grounds, only a licensed veterinarian will be allowed to administer any drug, chemical or feed additive. An Exhibitor may choose a licensed veterinarian other than the Official Show Veterinarian, but the Official Show Veterinarian MUST be notified in advance and he/she MUST be present. All treatment costs are the responsibility of the Exhibitor. If an animal is treated by a licensed veterinarian while at the Show and the medication administered contains a labeled withdrawal time or unpublished elimination time, the animal will be disqualified. Sifted and non-placing barrows, lambs and goats will be sold as condemned if the animal is under any withdrawal requirement. The Official Show Veterinarian, in agreement with Show Management, reserves the right to treat any animal if, in the opinion of the Official Show Veterinarian, it is in the best interest of the animal s health and well-being to be treated. If the Official Show Veterinarian administers treatment to an animal and therefore uses any medication that does not meet the appropriate withdrawal or elimination time, the animal will be determined ineligible for competition. The Houston Livestock Show and Rodeo reserves the right to condemn and/or disqualify any animal, either live or slaughtered, found in violation of the use of drugs, chemicals or feed additives as described above and the exhibitor will forfeit all auction sale and/or premium money if the animal is disqualified. If an animal(s) is disqualified for testing positive and/or the carcass condemned at slaughter, the class placing will not change. An exhibitor of an animal testing positive for any drug or medication or unapproved chemical may forfeit all rights and privileges to exhibit livestock in the future at the Show. The undersigned fully understand and grant permission to HLSR to report any and all rule infractions to the North American Livestock Show and Rodeo Managers Association (NALSRMA) Rule Infraction Database (RID). Furthermore, we understand that this information will be available to the membership of the NALSRMA.
