GUIDELINES FOR THE IMPORTATION OF DOGS AND CATS INTO JAMAICA

Fax: (876) 977-0885; Email: vsd@micaf.gv.jm GUIDELINES FOR THE IMPORTATION OF DOGS AND CATS INTO JAMAICA The Animals Diseases (Imprtatin) Cntrl (Amendment) Regulatins, 2017 Effective September 14, 2017, the regulatins gverning the imprtatin f dgs and cats int Jamaica have been amended. The Animals Diseases (Imprtatin) Cntrl (Amendment) Regulatins, 2017 nw allw fr the imprtatin f dgs and cats frm cuntries ther than the United Kingdm, based n stipulated guidelines. The new Regulatins require that all dgs and cats entering Jamaica MUST be permanently identified with a micrchip (ISO Standard 11784 r Annex A t standard 11785) in additin t being vaccinated against rabies. Every persn wishing t imprt any dg r cat int Jamaica MUST first apply fr and btain a Veterinary Imprt Permit frm the Veterinary Services Divisin, Ministry f Industry, Cmmerce, Agriculture and Fisheries. Dgs arriving at any prt in Jamaica withut a valid Veterinary Imprt Permit will be denied entry int the island. All dgs and cats entering Jamaica must be accmpanied by an Official Exprt Health Certificate issued by the Official Veterinary Department f the exprting cuntry. In the event that this Official Health Certificate is issued by an accredited veterinarian, the certificate must be endrsed by the Official Veterinary Department f the exprting cuntry. The health certificate must be in English. As far as is practicable, dgs and cats intended t be landed in Jamaica must arrive during nrmal wrking hurs, i.e. between 8.30 a.m. and 5.00 p.m. Mndays t Thursdays and 8.30 a.m. and 4.00 p.m. n Fridays. This is t facilitate requisite Custms and Veterinary clearance fllwed by quarantine where applicable.

The prcedures include, but are nt limited t the fllwing: - Advance ntificatin t be made t the Veterinary Services Divisin; - Inspectins, vaccinatins, tests and treatments in the exprting cuntry; - Obtaining all necessary dcuments and health certificates; - Applicatin fr Veterinary Inspectin upn arrival in Jamaica; - Arrangements fr veterinary quarantine, where necessary; - Re-exprt r euthanasia if imprt guidelines are breached and animal refused entry; - Cmpliance with all instructins given by the quarantine veterinarian. STEP 1 - CONTACT THE COMPETENT AUTHORITY IN THE EXPORTING COUNTRY The imprter r his/her agent must cntact the cmpetent veterinary authrity f the apprved cuntry listed in Categry 1 f Regulatin 10 t receive pertinent infrmatin and guidance n preparatin f the dg r cat fr exprt t Jamaica. Cmplete the Preliminary Applicatin Frm and submit t the VSD Permit Unit. STEP 2 - ELIGIBILITY Dgs and Cats can nly be directly imprted int Jamaica frm cuntries listed in Categry 1 f Regulatin 10; must nt be under quarantine restrictins at the time f exprt t Jamaica; must nt be pregnant nr be suckling yung at the time f exprt.

A persn shall nt imprt a hybrid dg r cat, that is t say, ffsprings f dmestic dgs r cats crssed with ther species int Jamaica. STEP 3 - MICROCHIP REQUIREMENTS Dgs and cats must be identified by an ISO standard micrchip that can be read by an Avid r ther ISO cmpatible reader. The scanned micrchip number must be crrectly recrded n all dcumentatin. If the micrchip cannt be read r is recrded incrrectly acrss the dg s r cat's dcumentatin, it will nt be eligible fr imprt t Jamaica. If the dg r cat was vaccinated fr rabies prir t being fitted with a micrchip, the dg r cat must be re-vaccinated after the micrchip is implanted. STEP 4 - RABIES VACCINATION REQUIREMENTS Rabies vaccinatins with three (3) year validity are acceptable. The dg r cat must be vaccinated against the rabies virus with an apprved inactivated vaccine. Only vaccines prduced in cmpliance with the recmmendatins f the Wrld Organizatin fr Animal Health (OIE) Terrestrial Manual shuld be used. The dg must be vaccinated with an inactivated rabies virus vaccine that: was given when the dg was at least 90 days ld; is valid, in accrdance with the manufacturer s directins, at the time f exprt.

Fax: (876) 977-0885; Email: vsd@micaf.gv.jm The dg r cat has achieved a pst-vaccinatin rabies virus neutralizing antibdy titre f at least 0.5 IU/mL between three mnths and twelve mnths befre imprtatin; A result f less than 0.5 IU/ml is nt acceptable and in this circumstance the dg r cat must re-vaccinate and the testing prcess repeated. The Rabies Neutralizing Antibdy Test must be a flurescent antibdy virus neutralizatin (FAVN) test and MUST be dne by an OIE/WHO apprved rabies reference labratry (fr example Rabies Diagnstic Labratry, Kansas State University, USA; Animal Health & Veterinary Labratries Agency, Weybridge, United Kingdm. The labratry reprts must: be in English; be cmpleted n the testing labratry s letterhead; include: the dg s micrchip number; the date the bld was drawn and the date f arrival f the bld sample the labratry; the signature f the authrized persn issuing the labratry reprt; the cuntry where the bld sample was cllected; the test type and test result. The dg r cat may nly be eligible fr entry int the Jamaica nt less than three (3) mnths and nt mre than twelve (12) mnths after the date the bld sample that gave a successful flurescent antibdy virus neutralizatin (FAVN) test result was drawn.

Fax: (876) 977-0885; Email: vsd@micaf.gv.jm STEP 5 - TEST AND VACCINATION REQUIREMENTS Helminths: Faecal examinatins cnducted and the dg/cat was treated twice by an apprved veterinarian, at least furteen (14) days apart with the final treatment seven (7) days prir t exprt. Treatment shuld be with brad spectrum anthelminthic(s) that is/are registered fr use in the cuntry f rigin and effective against the nematdes, cestdes and trematdes. (State the active ingredients, prduct name, dse rate and dates f treatment). External parasites: examinatin and treatment by an apprved veterinarian TWICE using prducts registered in the exprting cuntry fr the cntrl f flies, ticks, lice and mites at the manufacturer s recmmended dse. Dg/cat t be certified as free frm external parasites at each treatment. The first treatment t be given 30 days prir t the date f shipment, at least tw weeks befre the secnd treatment, and the secnd within frty-eight (48) hurs f exprt.(state the active ingredients, prduct name, dse rate and date f treatment.) Leptspirsis: the dg was treated against Leptspira interrgans servar canicla with an apprved curse f treatment within 30 days prir t the date f shipment; (State the active ingredient, prduct name, dse rate and date f treatment), OR The dg has been vaccinated against Leptspira interrgans servar canicla and is up t date with bster vaccines. Rabies: The dg/cat was vaccinated fr rabies with a killed virus vaccine r recmbinant vaccine expressing the rabies virus glycprtein; Primary vaccinatin: the rabies vaccine was administered nt less than six mnths and nt mre than ne year prir t the date f shipment, when the animal was at least three mnths ld. A cpy f the vaccine certificate is required; OR

A cpy f the mst recent vaccinatin certificate is required; AND A neutralizing antibdy titratin test fr rabies was cnducted at an fficial labratry (Wrld Animal Health Organisatin Authrized Labratries fr Rabies Antibdy Test) in accrdance with ne f the methds described in the OIE Manual f Standards fr Diagnstic Tests and Vaccines, and fund t have at least 0.5 IU/ml f antibdy in its serum. Other Primary vaccinatins - Each dg was vaccinated against diseases due t the canine distemper virus, canine parvvirus, canine adenvirus type 1 (canine hepatitis), canine adenvirus type 2 (canine respiratry disease cmplex) and canine parainfluenza virus as recmmended by the manufacturer. Each cat shall be vaccinated against feline herpesvirus 1 (FHV1), feline calicivirus (FCV), feline panleukpenia virus (FPV), feline leukemia virus (FeLV - kittens). Heartwrm (Dirfilaria immitis) - If six mnths f age r lder n the date f shipment, the dg has been subjected t a heartwrm antigen ELISA test with a negative result in the 30 days prir t the date f shipment. ALL DOGS (regardless f age) have either been treated with a prduct registered fr heartwrm preventin at the manufacturer s recmmended dse in the fur days prir t the date f shipment r are up-t-date with a sustained-release injectin registered fr heartwrm preventin. Cccidisis - Recgnized tests. If psitive, the dg must be treated with an effective prduct fr the treatment f cccidial infectins accrding t the manufacturer s recmmendatins. Leishmanisis- Dgs must be tested fr Leishmania infantum infectin by an indirect flurescent antibdy test (IFAT) r an enzyme linked immunsrbent assay (ELISA). The test must prduce a negative result.

Fax: (876) 977-0885; Email: vsd@micaf.gv.jm Babesisis, Lyme disease and Ehrlichisis - each dg has been tested using an apprved test inclusive f ELISA fr Babesia canis, Babesia gibsni, Brrelia burgdrferi, and Ehrlichia chaffeensis16 days prir t the date f shipment; with negative results. Brucella canis: - The dg has been subjected t a rapid slide agglutinatin test (RSAT), a cytplasmic agar gel immundiffusin test (CPAg-AGID), a tube agglutinatin test (TAT) with a negative results in the 14 days prir t the date f shipment; AND The dg was nt mated t a dg f lesser Brucella canis health status in the 44 days prir t the date f shipment. Canine transmissible venereal tumur the external genitalia f each dg was examined n less than tw days prir t the date f shipment and n lesins suggestive f canine transmissible venereal tumur was bserved. Canine Influenza - The dg is free f infectin with r signs and symptms f canine influenza. Each dg was examined within twenty-fur (24) hurs f exprt and fund t be in gd health, physically sund, free f any evidence f infectius disease and was fit fr travel. STEP 6 - APPLYING FOR A VETERINARY IMPORT PERMIT FOR DOGS AND CATS A cmpleted Preliminary Applicatin Frm (available n the Ministry s website: www.ma.gv.jm), alng with all supprting dcumentatin must be submitted by email t vsdpermits@gmail.cm r in hard cpy, t the Permit Unit. Supprting dcumentatin include: FAVN Reprt. Veterinary Health Certificate.

The VSD will nt issue an imprt permit until a cpy f the mdel veterinary health certificate fr the imprtatin f dgs and cats int Jamaica frm apprved cuntries in accrdance with Regulatin 10, cmpleted by an fficial veterinarian f the cuntry f exprt is presented. After the review f supprting dcumentatin, the successful applicant will then cmplete the applicatin nline using the MOAT trade system at www.matrade.gv.jm fr a veterinary imprt permit t enter the island. Applicants are required t pay a cst f J$5000.00 r its freign currency equivalent, fr a veterinary imprt permit payable nline (via debit r credit card), r at the cashier at the Veterinary Services Divisin (cash, credit r debit card). Imprt permits fr dgs and cats are valid fr up t three (3) mnths frm the date f issue. If yu are likely t return t Jamaica with yur dg r cat it is recmmend that yu ntify and discuss this with the Veterinary Officer, Quarantine, prir t leaving Jamaica.

A health certificate frm the exprting cuntry will als be required. STEP 7 - NOTIFICATION OF ARRIVAL At least three weeks ntice f arrival f the dg r cat, with a further frty-eight (48) hurs cnfirmatin shall be given t the Directr f Veterinary Services via the Permit Unit at vsdpermits@gmail.cm. The Animal Landing Ntificatin Frm shuld be included as an attachment. The Animal Landing Ntificatin Frm must be cmpleted at least tw (2) days prir t arrival and submitted t the Permit Unit with the fllwing infrmatin: Name, address (in Jamaica) and cntact infrmatin f the wner/agent; Name and cntact infrmatin f the Custms brker; Date and time f arrival; Airline and Flight number r vessel name. STEP 8 - VETERINARY EXPORT HEALTH CERTIFICATE The riginal Official Veterinary Health Certificate fr the imprtatin f dgs and cats int Jamaica frm apprved cuntries, in accrdance with Regulatin 10, alng with a valid veterinary imprt permit issued by the Veterinary Services Divisin, Jamaica, must accmpany the dg r cat upn arrival in Jamaica. The veterinary health certificate must be cmpleted by an fficial veterinarian f the cuntry f exprt.

Any crrectins made t the veterinary health certificate must be struck thrugh, remain legible and be signed and stamped by the fficial veterinarian. Crrectin fluid must nt be used. The fficial veterinarian must als sign and stamp each page f the fllwing: Ehrlichia canis labratry reprt, Leishmania infantum labratry reprt, Brucella canis labratry reprt (where applicable), Leptspira interrgans servar canicla labratry reprt (if nt vaccinated), Rabies vaccinatin certificate, FAVN Labratry Reprt. It is recmmended that yu retain a cpy f each dcument. STEP 9 - TRAVEL TO JAMAICA The dg r cat must arrive directly int Kingstn, unless therwise authrized under law by the Chief Veterinary Officer. Dgs and cats must travel as manifested carg in cmpliance with the Internatinal Air Transprt Assciatin (IATA) apprved standards. The dg r cat must travel in an Internatinal Air Transprt Assciatin (IATA) apprved crate. With the exceptin f service dgs, all dgs and cats will be checked at the freight terminal, nt the passenger terminal. The dg r cat must arrive in Jamaica prir t the expiratin date f the imprt permit.

This may als be accmplished by emplying the services f a custm s brker. In accrdance with lcal law, upn arrival in Jamaica, dgs and cats must be examined by an fficial veterinarian. The veterinarian will: - examine the dg r cat, verify that the animal is in gd health and free frm any signs r symptms f infectius r cntagius diseases, including the infectius r cntagius diseases listed in the Sixth Schedule and - Cnduct a dcumentary check in relatin t the dg r cat. - Determine further actin fr quarantine r release. STEP 11 - POST ENTRY AND QUARANTINE In accrdance with lcal law, upn entry int Jamaica, dgs and cats must underg at least (furteen) 14 days quarantine at the Natinal Quarantine Facility, Plumb Pint. Upn arrival, an fficial veterinarian will: - examine the dg r cat, verify that the animal is in gd health and free frm any signs r symptms f infectius r cntagius diseases, including the infectius r cntagius diseases listed in the Sixth Schedule and - Cnduct a dcumentary check in relatin t the dg r cat. Where the inspectr determines that the dg r cat is f gd health and free frm symptms f infectius r cntagius diseases, including the infectius r cntagius diseases set ut in the Sixth Schedule, the inspectr may:

STEP 12 In-Transit/Transhipment f dgs/cats Permissin may be given fr transit/transshipment f a dg r cat via Jamaica. Hwever, prir authrizatin must be sught frm the VSD. Dgs being transshipped must nt leave the internatinal/air side f the airprt.
