Geographical Context OIE Sub Regional Representation (SRR) for North Africa has been established in 2009 in Tunisia to cover the five member countries of the OIE in the region (Algeria, Libya, Morocco, Mauritania, Tunisia) in conjunction with the OIE Regional Representation for Africa based in Bamako (Mali) and the Arab Maghreb Union (UMA) which has its headquarters in Rabat, Morocco. For certain activities in connection with GF-TADs, the RAHCs (CRSA's) and REMESA, Egypt is also associated. 2

RSR-AN Workplan From an operational point of view, the workplan for North Africa is articulated around the 4 OIE pillars : 1. Evaluation of the performance of veterinary services (OIE PVS tool) and follow up, gap analysis and legislation missions 2. Training of OIE Delegates and OIE Focal Points, 3. OIE Twining programmes for laboratories, collaborating centres, Statutory bodies 4. Support for obtention of OIE Official Sanitary Status (FMD). 6

RSR-AN Workplan 1) PVS Missions accomplished in the region between 2007 and 2009. A Gap analysis Mission was conducted in Mauritania in 2010. in 2011 Legislation Mission accomplished in Mauritania as well as a Round table with the veterinary services to support for pledging with Donors 7

3) Twining projects RSR-AN Workplan In 2011, a Twining project on food Safety between IZS of Teramo, as OIE Collaborating centre for epidemiology food security, veterinary education and animal welfare and the IRVT (Institut de la Recherche vétérinaire de la Rabta- Tunisie) was approved by OIE The Bluetongue et Peste Equine between UK as OIE Collaborating center and Marocco ended during 2011. 11

OIE Twining Signature Protocol between Italy, Lebanon, Tunisia

RSR-AN Workplan 3) Twinings:(continued) the SRR-NA in Tunis managed a regional collaborating project on Bluetongue between the laboratories of Italy (IZS Teramo) and Tunisia, Algeria and Lebanon with similarity to a Twining. This project aimed to a long term collaboration between these laboratories and others in the mediterranean region. 13

RSR-AN Workplan 4) Official OIE Sanitary Status : In 2011, the SRR-NA in Tunis has been deeply involved in particular on a strategy to support the 3 Maghrebian countries (Algeria, Morrocco and Tunisia) to apply for an Official Sanitary on FMD. This Committment should be expressed by October 31st with a final application by these countries through dossiers for the official control of FMD programme for OIE approval. 14

Main reasons of preoccupation The reemergence of FMD outbreak Serotype O in Libya in Feburary 2011 was a source of preoccupation for the Neighbouring countries; The spread and remergence of PPR in Algeria and Tunisia was also a source of preoccupation in the region; Finally the reemergence of RVF in the North of Mauritania in the end of 2010 presented major concern and impact on public and Animal Health in the region. 18

Main reasons of preoccupation (Continued) The Political situation and the last events since Jannuary 2011 in the region (Tunisia, Egypt and Libya) doesn t modify the action plan at the SRR-NA (activities have not been postponed or canceled). the VS functions and activities in the region registered some difficulties (lack of chain of command, instability in the structure ) and these problems had negative repercussions in the epidemiological current situation( Reemergence of FMD and PPR ). 19
