Secure Milk Supply (SMS) Plan fr Cntinuity f Business August 2017 Intrductin The Secure Milk Supply (SMS) Plan prvides a wrkable cntinuity f business (COB) plan fr dairy premises with n evidence f ft and muth disease (FMD) infectin in a regulatry Cntrl Area t mve raw milk t prcessing that is credible t Respnsible Regulatry Officials (lcal, state, tribal, and federal fficials, as apprpriate). Officials must balance the risks f allwing mvement f raw milk against the risk f nt allwing mvement and thus the necessity fr n farm dispsal f raw milk. FMD is a highly cntagius freign animal disease that infects cattle and ther clven-hved livestck, such as swine, sheep, gats, and deer. FMD is nt a public health r fd safety cncern. FMD has been eradicated frm the U.S. since 1929 but it is present in many ther cuntries and causes severe prductin lsses in animals. The SMS Plan is the result f a multi-year cllabrative effrt by industry, state, federal, and academic representatives. Funding fr its develpment was prvided by USDA Animal and Plant Health Inspectin Service (APHIS). The SMS Plan prvides guidance nly. In an actual utbreak, decisins will be made by the Respnsible Regulatry Officials based n the unique characteristics f each utbreak. Milk Mvement at the Beginning f an FMD Outbreak In an FMD utbreak, Respnsible Regulatry Officials have the authrity and respnsibility t establish Cntrl Areas arund FMD Infected Premises 1 and t manage animal and animal prduct (such as milk) mvement within, int, and ut f the Cntrl Area. Decisins n raw milk mvement will depend n factrs unique t each utbreak and Cntrl Area. Prcessing f milk frm a Cntrl Area always must include pasteurizatin. There may be additinal restrictins if milk is t be mved utside f the Cntrl Area r int anther state fr prcessing. The fllwing recmmendatin prvides the flexibility fr Respnsible Regulatry Officials t manage milk mvement during an FMD utbreak accrding t their cllective judgement and the circumstances surrunding the utbreak. Dairy premises in any FMD Cntrl Area that are designated as Infected, Suspect 2, r Cntact 3 Premises will nt be allwed t mve milk until a permit is issued by Respnsible Regulatry Officials. Dairy premises in any FMD Cntrl Area that are NOT designated as Infected, Suspect, r Cntact Premises will be infrmed by Respnsible Regulatry Officials that they either: 1. Cntinue mving milk t prcessing with r withut additinal requirements (such as a Natinal Premises Identificatin Number (PIN), increased premises bisecurity, truck and driver bisecurity, and/r sme frm f pre-certificatin by their state) depending n the characteristics f the utbreak. OR 2. Stp mvement f milk, becme a Mnitred Premises 4 (which requires having a valid PIN, and be inspected t ensure adequate bisecurity and surveillance) and btain a permit t mve milk t prcessing. In the event a permit is required, guidance is included in this SMS Plan. 1 Infected Premises: Premises where presumptive psitive case r cnfirmed psitive case exists based n labratry results, cmpatible clinical signs, FMD case definitin, and internatinal standards. USDA FMD Respnse Plan, 2014 2 Suspect Premises: Premises under investigatin due t the presence f susceptible animals reprted t have clinical signs cmpatible with FMD. This is intended t be a shrt-term premises designatin. USDA FMD Respnse Plan, 2014 3 Cntact Premises: Premises with susceptible animals that may have been expsed t FMD, either directly r indirectly, including but nt limited t expsure t animals, animal prducts, fmites, r peple frm Infected Premises. USDA FMD Respnse Plan, 2014 4 Mnitred Premises (MP): Premises bjectively demnstrates that it is nt an Infected Premises, Cntact Premises, r Suspect Premises. Only At-Risk Premises are eligible t becme MP. MP meet a set f defined criteria in seeking t mve susceptible animals r prducts ut f the Cntrl Area by permit. Dairy premises in an FMD Cntrl Area must immediately increase bisecurity as recmmended in this Secure Milk Supply Plan in rder t best prtect their animals frm becming infected and t becme designated as a Mnitred Premises. Premises must be a Mnitred Premises in rder t request a permit fr the mvement f any live animals. Cmpnents f the SMS Plan fr milk mvement may als apply t animal mvement and this is indicated where applicable. Mre infrmatin abut animal mvement is prvided separately (see Managed Mvement f Cattle as part f the Secure Beef Supply Plan). Participatin in either Plan is vluntary. Ratinale fr allwing cntinued mvement f milk frm dairies in Cntrl Areas under certain circumstances FMD virus is nt a fd safety r public health cncern. Each Cntrl Area is at least 120 square miles arund an Infected Premises and may be much larger. This culd include many dairy premises and verwhelm the ability f Respnsible Regulatry Officials t certify dairy premises as having valid PINs, adequate bisecurity, and surveillance t be designated as Mnitred Premises, resulting in prlnged dumping f milk. Dumping milk presents hazards fr FMD virus spread and envirnmental cncerns. In a large utbreak, dumping excessive amunts f milk culd lead t shrtages f milk and milk prducts fr cnsumers. Indemnity fr dumped milk is unlikely t be available during an utbreak due t federal plicy guiding the use f taxpayer mney in disease utbreaks. Dumping milk at the start f the utbreak sends the errneus message that the milk is nt safe and whlesme fr human cnsumptin. This message will be hard t change if the utbreak expands and the milk is later allwed t mve fr prcessing and t market. Respnsible Regulatry Officials will be fcusing n critical respnse activities with cmpeting pririties, such as: Trace back/trace frward f all mvements frm Infected Premises (cattle, swine, sheep, gat). Rapid investigatin f Suspect and Cntact Premises. Quarantine, stp mvement, and bicntainment n Infected Premises. Any necessary deppulatin, dispsal, and virus eliminatin activities as dictated by the respnse strategy. Surveillance in and arund the Cntrl Area(s). Permitting critical/essential mvements such as feed, equipment, etc. FMD Respnse Guidance Dcuments There are several guidance dcuments fr Respnsible Regulatry Officials t use in an FMD Outbreak and the SMS Plan aligns with them. These pre-defined phases and types f an FMD utbreak are described in the guidance dcument FAD PReP Classificatin f Phases and Types f a Ft-and-Muth Disease Outbreak and Respnse. This dcument helps facilitate the develpment f adaptable emergency Secure Milk Supply (SMS) Plan 2

The USDA has develped the FAD PReP/Natinal Animal Health Emergency Management System (NAHEMS) Guidelines: Surveillance, Epidemilgy, and Tracing. These limitatins are likely t slw the ability t mve cattle in a Cntrl Area at the beginning f an utbreak. It is nt pssible t prve that an animal is nt infected with FMD. It is nly pssible t establish the lack f evidence f infectin. Bulk-tank Milk Surveillance: Cattle can shed FMD virus in their milk 2-4 days prir t the nset f clinical signs. FMD is nt a public health r fd safety cncern. Identifying infected premises during the subclinical phase culd be dne by testing bulk-tank milk using real-time reverse transcriptin plymerase chain reactin (rrt-pcr). Bulk-tank milk samples must be transprted t a Natinal Animal Health Labratry Netwrk lab fr testing; cmmercial milk testing labs have nt been prficiency tested r USDA apprved t perfrm this test. This screening test is nt designed t be a just-in-time test fr permitting daily milk mvement (raw r pasteurized) during an utbreak due t the length f time required fr sample delivery and testing (minimum f 8 hurs). Rather the test can identify FMD virus in the milk sample, indicating ne r mre lactating cattle that cntributed t the bulk-tank milk sample are shedding virus, helping t identify newly infected dairy herds. Quarantine and mvement cntrls are critical activities t cntrl FMD. These appraches include establishing a Cntrl Area arund each infected premises and issuing mvement restrictins fr cattle and ther susceptible animals and their prducts in a Cntrl Area. Emergency respnse management during an FMD utbreak invlves cnsiderable amunts f data, including investigatin recrds, premises identificatin numbers, individual animal and herdlevel labratry test results, mvement permits, and resurce allcatin infrmatin. Prducers in a Cntrl Area may be required t have a Natinal Premises Identificatin Number (PIN) t request mvement permits in an utbreak. PINs are available frm the ffice f the State Animal Health Official. States are encuraged t transfer their premises data int the USDA Emergency Management Respnse System (EMRS) prir t any utbreak. EMRS is the USDA APHIS fficial system f recrd fr all animal health incidents; therefre, all data needed t request mvement permits will need t be entered int EMRS. This greatly facilitates respnse effrts. Mvement restrictins may be put in place fr the Cntrl Area(s) t limit risk f disease spread by animals, animal prducts, vehicles, and ther equipment. Mvement permits, if required, will be issued based n the risk psed by mvement f that item and the dairy peratin s ability t meet permit requirements. Dairy peratins that fllw the guidance in this SMS Plan will be better prepared t request a milk mvement permit in the event permits are required by Respnsible Regulatry Officials. At the beginning f an FMD utbreak, several days r weeks may be needed befre the livestck industry, federal and state fficials have sufficient knwledge f the extent f the utbreak t have cnfidence that animals with n evidence f infectin can be mved safely withut cntributing t disease spread. Based n risk, permitting animal mvement likely will be delayed. A summary f mvement permit guidance fr milk (if required) and animals is prvided in Tables 1 and 2, respectively. It is the Respnsible Regulatry Officials respnsibility during an utbreak t detect, cntrl, and cntain FMD as quickly as pssible with the ultimate gal f eradicatin. Respnsible Regulatry Officials managing the incident will be making permitting decisins regarding the mvements f animals and animal prducts (milk, semen, embrys) within, ut f, and thrugh Cntrl Areas based n the unique characteristics f the utbreak, the status f the premises, and the ptential risks and mitigatins invlved with the types f mvement. Officials must balance the risks f allwing mvement f raw milk against the risk f nt allwing mvement and thus the necessity fr n-farm dispsal f raw milk. They may r may nt require milk mvement permits. It is the prducer s respnsibility during an FMD utbreak t keep his/her animals frm becming infected, fcusing n what prducers can cntrl n their peratin. T facilitate business cntinuity (mvement), prducers will need t prvide assurances t the Respnsible Regulatry Officials that they are nt cntributing t the spread f disease nr putting their wn animals at risk f expsure. Sme mvements (live animals) carry mre risk than thers (raw milk t prcessing). Bisecurity will be paramunt t limiting disease spread. Develping an enhanced bisecurity plan prir t an utbreak and sharing that with State Animal Health Officials builds trust and cnfidence when requesting mvement permits during an utbreak. Further, an enhanced bisecurity plan increases individual preparedness t maintain COB in the face f an FMD utbreak. If a milk mvement permit is required, prducers shuld be ready t prvide evidence that they have implemented the SMS Bisecurity Perfrmance Standards fr Raw Milk Cllectin and Transprt available at www.securemilksupply.rg. Additinal permit guidance is included in Table 1. When requesting an animal mvement permit, prducers shuld be ready t prvide evidence that they have implemented all f the enhanced bisecurity measures recmmended in the SMS Self- Secure Milk Supply (SMS) Plan 4

Assessment Checklist fr Enhanced Bisecurity fr FMD Preventin available at www.securemilksupply.rg. Additinally, prducers shuld be prepared t manage their dairy premises if they are nt allwed t mve animals (calves, heifers, bulls, steers, dry cws, etc.) fr several days r weeks. Such cntingency plans will be imprtant t implement during the timeframe when Respnsible Regulatry Officials are cnducting apprpriate surveillance t demnstrate a lack f evidence f disease and mre cnfidence that an animal mvement des nt present a significant risk fr disease spread. Additinal permit guidance is included in Table 2. Milk prcessrs are essential t the success f business cntinuity fr the dairy industry during an FMD utbreak. Since cws may shed FMD virus in the milk befre they shw clinical signs, it must be assumed that, in sme cases, milk frm infected and undetected herds will enter the human fd chain. FMD is nt a public health r fd safety cncern. Milk prcessing per the Fd and Drug Administratin (FDA) Grade A Pasteurized Milk Ordinance (PMO), assures milk and milk prducts are safe and whlesme fr human cnsumptin. These same principles apply t milk that meets all quality PMO standards frm an FMD affected herd. It is nt necessary t recall frm cmmerce pasteurized milk r milk prducts fr human cnsumptin. This and additinal recmmendatins fr prducts fr animal cnsumptin are included in SMS Plan Recmmendatins fr Prcessrs during an FMD Outbreak, available at www.securemilksupply.rg. A review f inactivatin f FMD virus in milk prducts was cmpleted in 2012 and is available at: http://www.cfsph.iastate.edu/pdf/inactivatin-f-ft-and-muth-disease-virus-in-milk-prducts Prcessing plant emplyees, milk haulers, truck drivers, and thers wh cntact raw milk r raw milk prducts must bserve prper bisecurity prtcls t avid transmitting the FMD virus t susceptible animals when these individuals leave the plant. All persnnel must be instructed n bisecurity steps t fllw prir t and after leaving the plant. Bisecurity guidance fr plant emplyees, milk haulers, and truck drivers is prvided in the SMS Bisecurity Perfrmance Standards fr Raw Milk Cllectin and Transprt available at www.securemilksupply.rg Participatin in the SMS Plan includes guidance fr prducers (when requesting) and fficials (when evaluating requests) fr animal and/r animal prduct mvement permits. Participatin in the Secure Milk Supply Plan During an utbreak, dairy premises in a Cntrl Area that need t mve milk may need t cmply with the SMS Plan guidelines t request and receive a milk mvement permit, if required by Respnsible Regulatry Officials. These fficials may als implement additinal requirements depending n the scpe f the utbreak. All interstate mvements must meet nrmal mvement/state entry requirements in additin t these utbreak-specific cnditins. Implementing the guidance utlined in the SMS Plan befre an utbreak decreases the risk f disease spread and facilitates issuing milk mvement permits fr premises with n evidence f infectin and allied industries. T Prepare Prir t the Outbreak: Request a Natinal Premises Identificatin Number (PremID r PIN) frm the ffice f yur State Animal Health Official: Having a PIN facilitates requesting mvement permits during an utbreak. A PIN includes a valid 911 address and a set f matching crdinates (lngitude and latitude) reflecting the actual lcatin f the animals n the premises. A PIN is required fr bth the premises f rigin and the premises f destinatin. Prducers and prcessrs are encuraged t validate their PIN with State Animal Health Officials t ensure their data n file accurately represents the lcatin f the animals and nt a mailbx at a Secure Milk Supply (SMS) Plan 5

residence r business affiliated with the animal premises. Validated PINs speed up cmmunicatin and respnse during an utbreak. Develp an enhanced bisecurity plan: Mitigatins are needed t prevent FMD virus spread thrugh the mvement f raw milk. Additinal mitigatins are needed fr animal mvement. See Table 3, SMS Resurces fr Milk and Animal Mvement, fr links t this infrmatin. If a milk mvement permit is required, the dairy peratin shuld wrk with its veterinarian t develp a written, peratin-specific enhanced bisecurity plan that meets r exceeds the Bisecurity Perfrmance Standards (BPS) fr Raw Milk Cllectin and Transprt. This dcument describes the mitigatins needed fr the dairy peratin, milk hauler/truck driver, and the milk truck/tanker t limit FMD virus spread. T request an animal mvement permit, the dairy peratin shuld wrk with its veterinarian t develp a written, peratin-specific enhanced bisecurity plan that meets r exceeds the items in the Self-Assessment Checklist fr Enhanced Bisecurity fr FMD Preventin: Dairy (Bisecurity Checklist). This dcument addresses the BPS alng with ther preventin practices designed t prevent disease expsure frm multiple rutes (persnnel, vehicles, semen, manure, carcasses, etc.). Prducers are encuraged t share their enhanced bisecurity plan with State Animal Health Officials prir t an utbreak. Designate dairy premises persnnel wh will cnduct FMD surveillance and sample cllectin: Animal caretakers shuld be able t recgnize abnrmal findings (clinical signs and/r changes in prductin parameters) that may be an early indicatr f FMD virus infectin, and be able t dcument that there is n evidence f an FMD virus infectin in their herd thrugh Active Observatinal Surveillance (AOS). Educatinal materials include presentatins, handuts, and psters that visually depict clinical signs f FMD in cattle. Materials (nce finalized) are available in English and Spanish n the SMS website: www.securemilksupply.rg/training-materials/. Recrd keeping templates are als available fr dairies that d nt already use a system t dcument health bservatins, milk prductin, and feed cnsumptin data. Dairy prducers shuld ask their herd veterinarian if they are accredited by USDA. If nt, they shuld establish a relatinship with a USDA Accredited Veterinarian as they may be a necessary cmpnent f surveillance during an utbreak. Maintain mvement recrds: Premises in a Cntrl Area will be required t prvide epidemilgical infrmatin at the beginning f an utbreak t identify ptential previus expsure t the disease. Maintaining accurate recrds f mvement f animals, milk, feed, supplies, equipment, persnnel, and visitrs enables prducers t prvide accurate trace-back epidemilgical infrmatin. In additin, prducers shuld maintain recrds f the names, addresses, and telephne numbers f milk haulers, animal transprters (truckers), emplyed persnnel, feed suppliers, etc., Sample mvement lgs can be fund in the Infrmatin Manual fr Enhanced Bisecurity fr FMD Preventin: Dairy. This infrmatin will be used t determine the scpe f the utbreak, but it can be daunting t prvide a lt f detail n shrt ntice. Prducers can use the Secure Milk Supply Practice Questinnaire (cming sn) t get a feel fr the infrmatin that will be needed in an utbreak. Once FMD is Diagnsed in the U.S. Implement the Operatin-Specific Enhanced Bisecurity Plan: If FMD is diagnsed anywhere in the U.S., dairy farm wners/managers shuld review, update as necessary, and implement the peratin-specific enhanced bisecurity plan t minimize the risk f expsing their animals. If the dairy peratin is lcated in an FMD Cntrl Area, Respnsible Regulatry Officials may require that all f the items n the Bisecurity Checklist, and pssibly thers, be implemented befre animal mvement is allwed, and perhaps befre raw milk mvement t prcessing is allwed. If a milk mvement permit is required, the dairy peratin shuld, at a minimum, implement the prtins f its enhanced bisecurity plan that meet r exceed the Bisecurity Perfrmance Standards (BPS) fr Raw Milk Cllectin and Transprt. Cnduct Surveillance: The dcument, Surveillance Guidance t Supprt the Secure Milk Supply (SMS) Cntinuity f Business Plan during an FMD Outbreak, summarizes surveillance ptins fr cattle premises within a Cntrl Area t demnstrate a lack f evidence f FMD virus infectin t supprt cntinuity f business mvements. At this time, the ability t prvide a very high degree f cnfidence that animals are negative fr FMD virus using currently available, validated labratry testing methds, and sample cllectin prtcls fr large grups r certain types f animals is limited. Diagnstic tests t be perfrmed and sampling prtcls may evlve thrughut the utbreak based n new knwledge and technlgy. Prtcls will be determined by Respnsible Regulatry Officials and may include: Virlgical surveillance (e.g., ral swabs, bulk-tank milk) Cnducting Active Observatinal Surveillance (AOS) daily by trained Cattle Health Mnitrs emplyed by the premises Peridic inspectin f cattle and daily AOS recrds by Accredited Veterinarians under the authrity f Respnsible Regulatry Officials Fllw-up labratry testing fr animals with any suspicius clinical signs. Prvide epidemilgical infrmatin: Premises within an FMD Cntrl Area may be required t prvide epidemilgical infrmatin at the beginning f an utbreak t identify ptential expsure t the virus. Respnses help Respnsible Regulatry Officials determine the status f the premises Cntact, At-Risk, r Mnitred. These designatins guide additinal surveillance and permitting decisins. Requesting a Secure Fd Supply Mvement Permit During an Outbreak Befre requesting a Secure Fd Supply mvement permit fr dairy cattle r milk (if required), bth the premises f rigin and the premises f destinatin need t have a Natinal PIN, and the premises f destinatin needs t be willing t accept the risk f receiving the animals r milk. Each premises requesting a mvement permit must be registered thrugh the ffice f their State Animal Health Official and/r established as a premises in the USDA s Emergency Management Respnse System (EMRS) befre requesting a permit. Fr premises participating in the SMS Plan, permits shuld be requested thrugh the EMRS Custmer Permit Gateway r similar State-apprved permitting request system that is capable f exprting data required fr USDA APHIS EMRS during an utbreak, r vice versa. If a State elects t use their wn infrmatin management system t handle permitting, the infrmatin must, in near real-time, be linked int EMRS, especially fr interstate mvements where apprval f bth rigin and destinatin state must be granted and Unified Incident Cmmand be infrmed. EMRS is the USDA APHIS fficial system f recrd fr all animal health incidents. Duratin/span f permit first mvement date, hw lng the permit is valid, and ver what time perid mvements are expected t ccur. Fr any permitted mvement, the Origin State can request dcumentatin frm the premises making the request, and attach that dcumentatin t the permit request in EMRS r make the infrmatin available thrugh a wrkable data management system. This dcumentatin may include: Epidemilgical infrmatin. Enhanced bisecurity plan Fr milk mvement, a written plan that describes the peratin-specific bisecurity perfrmance standards (BPS) fr raw milk cllectin and transprt. This culd be included in the peratinspecific enhanced bisecurity plan r kept separate. Fr animal mvement, a cmpleted cpy f the Bisecurity Checklist and the peratin-specific enhanced bisecurity plan. Written assurance by the prducer f cmpliance with the BPS (milk) and Bisecurity Checklist (animals, animal prducts ther than milk). Infrmatin demnstrating nrmal health status fr the animals n the prductin site invlved (such as cattle health mnitring dcuments and/r Certificate f Veterinary Inspectin signed by an Accredited Veterinarian at the time the animals are laded). Diagnstic testing results frm samples tested. When submitting samples fr testing, it is imperative that the PIN fr the lcatin sampled is always included with the diagnstic submissin (the recmmended type and number f samples t cllect and frequency f cllectin are being develped). Fr animal mvements t anther prductin premises, the destinatin premises must indicate that they understand and accept the risks assciated with receiving the animals. Cmpleted mvement permit requests will be reviewed first by the Origin State. The permit can be recmmended fr apprval t the Destinatin State, nt recmmended fr apprval t the Destinatin State, r rejected. If apprved by the Origin State, then the Destinatin State reviews and apprves r rejects the permit. The destinatin premises may als have the ability t reject a permit. If the permit request is nt apprved, an explanatin fr denial will be prvided in the EMRS Gateway. If apprved, the prducer will receive the apprved permit (likely as an electrnic PDF) frm the apprpriate fficial wrking t infrm Unified Incident Cmmand; it is als available fr dwnlad directly frm the EMRS Gateway. The permitted mvement must cmply with all requirements n the permit; all subsequent permitted mvements assciated with that permit must be submitted t and recrded in EMRS thrugh the permit Gateway r ther State-apprved data infrmatin system fr permits.
