Stephane MARTINOT Past dean of VetAgro Sup (Lyon, France) Challenges for accreditation: how to harmonise mechanisms at the global level and how to adopt OIE guidelines in the mechanisms

1761: the first vet school was created in Lyon by Claude Bourgelat 2016: 4th OIE Global Conference On Veterinary Education

Large development of VEEs over the world Different status, different backgrounds Recognition by OIE of the key position of good quality of veterinary education for the ensuring quality of veterinary services

Evaluation systems of VEES

Dedicated accreditation bodies were created over the world AVMA (1906) RCVS (1966) SAVC (1982) AVBC (1985) EAEVE (1988).. Other evaluating organizations at national or inter state level are under construction

Many questions are raised concerning evaluation Method for évaluation? Who is responsible for the evaluation? What are the results of the evaluation?

Method for evaluation? What is required? Fair Consistent/usefull Transparent

Method for evaluation? Fair Rely on clear operating procedures Self evaluation Visit Report Conducted by qualified and recognized experts

Method for evaluation? Consistent/useful Based on standards Standards describe the science based competencies required Standards are adapted to the country/area requirements The minimal level is set by the «OIE recommandations on Day 1 competencies of graduating vets»

OIE recommandations On Day 1 comp. The Day 1 veterinary graduate should have mastery of basic competencies and a general awareness and appreciation of advanced competencies. Basic competencies can be divided into general competencies (which are not addressed in detail in this document) and specific competencies. Other competencies could be added based on requirement of each country

OIE recommandations On Day 1 comp. 11 Specific competencies Epidemiology Transboundary animal diseases Zoonoses Emerging and re-emerging diseases Disease prevention and control program Food hygiene Veterinary products Animal welfare Veterinary Legislation and ethics General certification procedures Communication skills

OIE recommandations On Day 1 comp. 8 Advanced competencies Organization of veterinary services Inspection and certification procedures management of contagious disease Food hygiene Application of risk analysis Research International trade framework Administration and management

Method for evaluation? Transparent Clear statement on each standards: fullfil/non fulfill Written comments at least transmitted to the evaluated VEE Report and results needs to be public in case of «official accreditation»

Who is responsible for the evaluation? There is not a unique system all over the world State level Inter state level Veterinary profession driven or not Mixed academic and non academic

Who is responsible for the evaluation? The evaluation body Needs to be under quality insurance Needs to be recognized by different stakeolders Needs to be veterinary dedicated

Results of evaluation? Accreditation is the final achievement of a step by step process of improvment

Results of the evaluation? Evaluation needs to be helpful To monitor the progress made and the further steps To give clear informations to stakeolders for supporting Tools need to be developed to monitor the progress of establishment toward accrediation

Results of the evaluation? Accreditation needs to be meaningfull It gives assurance to the public to know they can trust the quality of graduating veterinary surgeons and the service they deliver veterinary students to know their education reaches agreed and acceptable standards veterinary establishments to know that their curricula and School reaches agreed benchmarked levels (EAEVE)

Next steps There is already well recognized veterinary dedicated accreditation systems. Some are working together in the IAWG Efforts should be made to help establishments engaged in the process of implementing the Day 1 competencies to monitor their achievment.

Next steps Some supports are already available PVS pathway

Next steps Some supports are already available Dedicated process in some accreditating bodies: «consultative site visit» by EAEVE experts Tools developed through twinning programs

Next steps Discussions should be engaged through international accreditors to propose some monitoring process based on their experience. The proposed system should be freely implemented everywhere

Thank you
