Receive Presentation on Sunset Point Park and Provide a Recommendation to City Council on Proposed Sunset Point Park Master Plan. Monica Concienne informed the Board that since the last meeting 3 concepts have been presented to the public. Surveys have been received and the Parks Board also visited the park site. Ms. Concienne presented the board with the final concept which consisted of a pavilion, picnic table, trash receptacle, bench and lighting. Security was a main concern with residents in the area. The Final Concept provides an Octagonal Pavilion with picnic table, a circular walking path with 2 bench areas, boulder bollards, a dog waste station and trash receptacles. Temporary irrigation will be added until plantings become established. It was decided that parallel parking is more cost effective and takes less away from the park site itself. Mr. Irwin inquired about park hours and if it is possible to change the park closing time for Sunset Point Park. Mr. Bill Davidson 300 N Edgewater Drive addressed the Board. Would like the park closing time changed to earlier than 11 pm. Parking concerns and no parking signs along Edgewater (which is a very narrow roadway). Mr. Davidson is concerned about security issues with the park especially during flooding. Mr. Irwin would like to bring forward at a future meeting changing the closing time of Sunset Point Park. Director Cornelius stated that this is a concept plan being recommended. Definitive amenities will be discussed during the construction plan phase. Mr. Irwin motioned to recommended approval to City Council the Sunset Point Park Master Plan. Ms. Sherry seconded the motion. Approved 4-0 6. Discuss Naming of the New Dog Park located at Unity Park. Director Cornelius provided the Board Members the new guidelines for naming parks. 7. Status Reports on Current Projects and Discussion on Future Agenda Items. May 6 Charter Election, special election 10 proposed amendments to the city charter. Proposition #4 Amend Section 4.06, Subsection B of the City of Highland Village City Charter to require enactment of an ordinance establishing a Parks and Recreation Advisory Board and the purpose and duties of said board. This proposition gives the City Council more flexibility. Director Cornelius informed the Board of all upcoming Recreation events.
Pilot Knoll Park Restroom Renovations Plans are complete will go out to bid. Copperas Branch Park will be turned back over to the City in the fall. CITY OF HIGHLAND VILLAGE PARKS AND RECREATION ADVISORY BOARD BRIEFING AGENDA#: 5 MEETING DATE: August 21, 2017 SUBJECT: PREPARED BY: Naming of the New Dog Park Located in Unity Park Linda Cornelius BACKGROUND: The City Council approved resolution number 2016-2639 on May 24, 2016 which established guidelines and procedures for the naming and renaming of City facilities, to include the naming of City parks and other parks and recreation facilities and improvements. The new policy requires that a committee be formed for the purpose of reviewing names, including names submitted by the public for consideration, and making a recommendation to the City Council ( the Committee ).The Parks and Recreation Advisory Board shall serve as the Committee for purposes of recommending names for the City s parks, recreational facilities, and trails. When the dog park was in design the City had received numerous suggestions that we allow the public to submit names for consideration for the new dog park. As a result, the City posted on the City s web page from April 18 th through May 5 th, a notice that we would be accepting nominations for consideration. An e-mail message was sent on April 14 th, 2017 to the individuals/ businesses who donated a bench for the dog park and to the dog park support group in and effort to get the word out about the naming opportunity. At the regular Parks and Recreation Advisory Board meeting held on April 17, 2017 the Board was made aware of the dog park naming opportunity and what role they play in naming or renaming of parks and park facilities, based upon new policies. Guidelines for naming/re-naming of City Facilities should be familiar to the majority of citizens, easy to recall, unique and lasting, and considered based upon four (4) categories. These categories are: 1. Referring to an outstanding and/or dominant physical characteristic of the property or structure constituting the City Facility, such as: Naturally occurring features, such as forested areas, streams, rivers, lakes and creeks; Man-made features such as subdivisions, streets, office/industrial or commercial complexes in or adjacent to which the City Facility is located; Landmark significance, such as an identifiable man-made or naturally occurring monument; and/or Historical significance, such as the names of early residents and/or significant event. 2. In honor of a person who provided extraordinary service to the community, state, or
country or died in the line of duty while serving the City, the State of Texas, or the United States of America while performing a heroic act subject to the following: The person s name is not eligible for consideration until one (1) year after the person s death; The person must not have been convicted of a felony or a misdemeanor involving a crime of moral turpitude; The person must have been a resident of the City for ten (10) years or more, unless the person was a first responder employed by the City who died in the line of duty; The recommendation of the person is accompanied by a biographical sketch and other information which can be used to corroborate the occurrence of the acts for which the person is being honored; The recommendation is accompanied by a letter of support from a spouse or other close family member (e.g., parent, child, sibling, etc.) for the proposed honor if required by the City Council; and/or If the person served in one of the branches of the United States Armed Forces and was discharged from that service, the person must have received an Honorable Discharge. 3. In honor of a person or family living or deceased, who was significant in making, arranging for, or facilitating the acquisition, development and/or construction of the City Facility. 4. In a manner descriptive of the nature of the activities or events likely to occur at the City Facility or the function served by City Facility. CITY OF HIGHLAND VILLAGE PARKS AND RECREATION ADVISORY BOARD BRIEFING AGENDA#: 7 MEETING DATE: August 21, 2017 SUBJECT: PREPARED BY: Discussion of November 7, 2017 Bond Election Linda Cornelius, Director of Parks and Recreation BACKGROUND: On August 14 the City Council held a special meeting to call a bond election totaling $7,150,000 for street and park improvements. The approval of these proposed propositions will not require a tax increase as a reduction in debt service starting in 2017 has provided a window to consider new debt issuance. Two propositions will be placed on the November 7 ballot. The first proposition, totaling $2.86M, is for the full reconstruction of streets that have reached the end of their life cycle. The streets targeted are Rosedale Street, Ranier Court, Catesby Place, Rockland Drive, Hickory Ridge Drive, Oak Forest Drive, Winding Creek Drive, Dickinson Drive, South Clearwater Drive, Scenic Drive, North Clearwater Drive, Springway Drive, Mockingbird Drive, Post Oak Drive, Pecan, Raintree Drive, Greensprings Street, Duvall, Baird Circle, Donna Circle, Savanna Drive, and Arbor Court. The second proposition, totaling $4.29M, is for park and recreation improvements. Specifically, several improvements to the City s only community park, Unity Park. The play area, Kids Kastle, is at the end of its useful life and in need of replacement with new recycled plastic materials that will provide increased safety and less maintenance. The ponds at Unity Park require dredging to remove the accumulated silt and improvements to address drainage considerations. A drainage study conducted in 2017 recommended making improvements to accommodate a 50-year flood which will also benefit the surrounding area. A section of the park will be redeveloped to add an additional softball field to complement the existing baseball fields. The Unity Park improvements total $2.54M. Other park projects included are the extension of the Brazos Park parking lot, in the amount of $353,000. Several years ago a parking lot was built at this park to alleviate parking on adjacent streets. Popularity of the fields has prompted the need to increase the size of the parking area. The development of Sunset Park, which is classified as a mini park and serves local residents as a neighborhood park site and provides water access to Lewisville Lake, comes in at an estimated cost of $162,700. The development will address erosion issues and safety concerns along with enhanced roadway completion to facilitate emergency vehicle access and turn around capabilities. Public input was solicited on the design for the park in the spring of 2017 and was approved by Council. Resurfacing the walking track at Victoria Park to remove cracked and uneven pavement which can be a tripping hazard to patrons is included at an estimated cost of $275,000. Finally, construction of the trail segment on Highland Village Road from the Municipal Complex to Sellmeyer Lane is included at an estimated cost of $922,300. A large number of residents adjacent to this section have no access to the City trail system to connect to Lions Club Park, Lakeside Community Park, and Doubletree Ranch Park. This presents a potential safety issue as people walk the two-lane Highland Village Road to access these amenities.
The City Council will hold a Town Hall Meeting at 7:00 p.m. on Thursday, September 14 to provide information on the propositions considered for this bond election as well as information on the upcoming utility rate increase. The meeting will take place at the Highland Village Municipal Complex. RECOMMENDATION: Information only, no action required.
