NEWS FOR THE DOG FANCIER Page 2 of 8 Microchip Clinic Thank You Here is a big thank you to all of you who volunteered to help at our May 6th microchip clinic. We chipped 135 dogs in just over three hours and could easily have done many more. This was our eighth microchip clinic in the past 4-1/2 year. We had plenty of help, and thank you for all the volunteers. Thanks especially to the vets who helped, Cheryl Schmidt DVM of Blair Doon and Teresa Burks DVM. We couldn't do these microchip clinics without the assistance of the vets. So be sure to say thank you to Cheryl and Teresa, if you get a chance. Also I'd like to thank Diane McCartney of the Wichita Eagle, who always helps us by putting notices in the paper about our clinics. If we had to pay for that kind of advertising, we couldn t afford to do these clinics. Thanks! Page 3 of 8 NEWS FOR THE DOG FANCIER Wichita Kennel Club General Meeting Minutes May 14, 201 Meeting was called to order at 7:30 PM by Treva Faires, President. Treasurer, Tom Chase was absent. The April 2012 General Membership Meeting Minutes were accepted by the membership as printed in the newsletter. Visitor: Lana Landers, Toy Fox Terrier and Bernese Mountain Dog. Corresponding Secretary: Pat Deshler received a thank you letter from Debbie Worth, who brought her dog to our microchip clinic which serviced 137 dogs on May 6th. AKC Delegate: Treva Faires will not be attending the June Delegate's meeting in an effort to save WKC some money. Conformation Classes: Treva Faires reported that WKC will be having the 3rd class of 6 this Thursday, May 17th. Membership: Treva has two home visits to make to prospective members: Butch Wilson and Nicki Flynn. Art Show: Pat Deshler told members that all the art had been returned to the artists except the small piece that was stolen from Century II. Century II told Pat they had filed a police report on the stolen art, so their insurance can pay WKC. Building: Monte Faires and Mike Williams have been mowing and edging the lawn at the WKC building. New Business Cleaning Day: President Treva Faires announced that there will be a WKC building cleaning day on June 9th starting at 10:00 AM. Please let Treva know, if you can make it. It was pointed out that the tag on the Sunflower Cluster trailer needs a new registration sticker. Treva will check with Tom Chase at the next board meeting on what needs to be done. One of the WKC air conditioners was stolen last week! Tom Chase obtained a new one and had it installed. Tom and Mike Williams then built heavy metal cages, anchored with concrete pilings and secured with heavy chains and padlocks. Meeting adjourned at 7:50 PM. From Lisa Smith: Announcing Miravia s newest champion! CH MiraVia UR Time is Gonna Come "Ziggy." At 14 months old in seven weekends, Ziggy finished his Championship on May 24, 2012 at the Doberman Pincher Club of the Indian Nations Specialty in Tulsa, OK with a 3 point major and Best Bred-By. Ziggy was 6 months old his first weekend out in the show ring at the Wheatland Cluster in Salina, KS, October 2011. He has far exceeded our expectations! Page 5 of 8 NEWS FOR THE DOG FANCIER Wichita Kennel Club Board May 2012 Meeting Minutes (Held 6-4-12 because of severe weather on 5-28-12) In Attendance: Treva Faires, Pat Deshler, Diane Kilts, Bev Benjes, Tom Chase, Mike Williams, Arleen Berry, Kim Jenning and Liz Cowman (Sunflower Cluster Treasurer) Meeting was called to order at 7:00 PM by Treva Faires, President. AKC Delegate: Treva Faires told board members that the AKC has passed a rule that dog shows must have at most a 50-50 ratio of reserved (paid) crating space to unreserved (free) crating space. The Sunflower Cluster shows are already well within compliance with less than 50% crating space being reserved. Treva will not be attending the June Delegate's meeting, but the WKC board voted to send her to the September meeting. Corresponding Secretary: Pat Deshler received a newsletter from the Kansas Humane Society's CEO, Kim Janzen, "First Monday". Pat also showed a solicitation from National Pen Co. In case the Cluster wanted to order pens. Treasurer: Tom Chase handed out the most recent WKC Balance Sheet, Profit & Loss Statement and Cash Transactions Report as well as a preliminary financial report of the WKC spring shows (Saturday and Monday). Tom also presented two bills. One from Tom Chase for $182.10 and one from Mike Williams for $298.45, both bills for materials used in building the air conditioner cages. Sunflower Cluster Treasurer: Liz Cowman presented board members with financial report of the 2012 Sunflower Cluster Shows (all days). Conformation Classes: Treva Faires announced that the current class series had one class left, this Thursday, June 7 th, and then she would start a new series of six classes on June 21st at 7:00 PM. Membership: Treva Faires said she still had two prospective members who required home visits: Nicki Flynn and Butch Wilson. Show Committee: Show Chairman Bev Benjes received a thank you letter from one of our judges at the spring show, Cheryl Stienmetz. Bev also received several letters from AKC regarding incorrect entries at the spring show. Grounds Committee: Mike Williams said he would mow the WKC lawn this week. Past board member, Gregg Lamar has offered to give his riding lawn mower to WKC. Mike said it would be great for moving snow in the winter. New Business Garage Sale: The board discussed having a garage sale as a fund-raiser at some point in the future. No decisions were made. NEWS FOR THE DOG FANCIER Page 6 of 8 USDA/APHIS NOW ACCEPTING COMMENTS ON FEDERAL RULE PROPOSAL From the website www.akc.org: [Thursday, May 17, 2012] Yesterday, a proposed change to how the United States Department of Agriculture (USDA)/Animal and Plant Health Inspection Service (APHIS) may administer federal Animal Welfare Act (AWA) regulations affecting Retail Pet Stores and Licensing Exemptions was published to the Federal Register. Comments on the proposal are now being accepted by APHIS. The American Kennel Club continues to believe that the proposed changes have the potential to significantly impact AKC breeders, and encourages all interested parties to review the proposed rule and offer comment. Background: The AWA exempts from federal licensing and regulations retail pet stores, which are defined as anyone selling puppies directly to a final customer for use as pets. It is this exemption that enables most small or hobby breeders to currently avoid being licensed and regulated by the USDA. The new proposed rule rescinds the exempt retail pet store status of anyone selling pets at retail to buyers who do not physically enter the breeder s facilities in order to personally observe the animals available for sale prior to purchase and/or to take custody of the animals after purchase.the primary purpose of this rule is to regulate breeders who sell puppies online. The changes in the rule mean that breeders or others who sell puppies sight unseen, by any means, would now be regulated under USDA regulations. The proposed rule also increases from three to four the number of a breeding females that a person may maintain on his or her premises and be exempt from the licensing and inspection requirements in the AWA, regardless of how the offspring are sold. The AKC has a number of concerns, including: In many cases, geographic distance makes it difficult for a purchaser to personally visit or pick up the puppy at the breeder s kennel. Such scenarios are particularly common for breeders and fanciers of rare breeds and others who may be purchasing a second pet from the same breeder or already have an established relationship with a breeder. Requiring such individuals to comply with regulations designed for large commercial may not be appropriate. The term breeding female is not defined. It is unclear at what age a female dog might be considered a breeding female. The AKC believes, based on its own experience in kennel inspections and breeding operations that the Regulatory Impact Analysis provided in the proposed rule vastly underestimates both the number the of individuals who will be impacted and the expense to occasional breeders to establish commercial-level facilities. Changes to regulations differ significantly from legislation. Unlike legislation, where entire new laws can easily be developed, the proposed rule (regulations) may only address a narrow scope of how an existing law the AWA may be administered by the government. This means that the options for impacting regulatory outcomes are very limited compared to options for impacting legislation. The primary recourse for impacted parties for regulatory change is to provide specific expertise and comment on the proposed rule which may or may not be accepted by the executive authority interpreting the law. Individuals concerned about the proposed rule change for retail pet stores have until Monday, July 16, 2012, to comment on the rule. The AKC will also pursue a multi-pronged approach: In addition to encouraging you to share your concerns directly with APHIS, AKC GR is also interested in your concerns and questions. You may send these to doglaw@akc.org. We will share the most common concerns directly with APHIS (leaving off your contact information). These will also help to inform AKC s response to these regulations. We will provide formal comments regarding AKC s position on the regulation. Please note, federal regulations do not supersede state licensing laws: If you meet the requirements for licensing at both state and federal levels, you would be responsible for obtaining both licenses. Some states do not require breeders to be licensed by the state if they are already federally licensed. This is an issue that varies from jurisdiction to jurisdiction. Individuals should check with their state/local authorities to determine how they would be impacted.
