Tampa Bay Catastrphic Plan ANNEX G: Animal Issues ESF #17 Agriculture and Animal Issues Intrductin Animals and agriculture are an integral part f ur day t day lives. When a disaster r emergency strikes, it is vital t ensure ur animal and agricultural resurces are cared fr and are returned t their pre disaster state as quickly as pssible. Impacts t the agricultural industry in Flrida have far reaching effects, nt just in Flrida but als acrss the United States and even the wrld. ESF #17 is respnsible fr the crdinatin f respnse effrts in assisting lcal and vlunteer rganizatins t prvide all animals affected by the disaster with emergency medical care, evacuatin, rescue, temprary cnfinement, shelter, fd and water, and identificatin fr return t the wner. Rles and Respnsibilities Prvide emergency medical care fr all animals including cmmercial livestck, pultry, fish, and exhibitin animals, z animals, etc. Crdinate with ESF #15 t refer vlunteer persnnel t apprpriate lcatin. Crdinate effrts t prvide water, fd, shelter, and ther physical needs t animals. Crdinate with ESF #14 t ensure that infrmatin is prvided n the lcatin f animals shelters and ther animal related matters befre, during, and pst disaster. Crdinate the prcurement f health and medical resurces. Prvide nursing staff at special needs shelters. Crdinate effrts t rescue and capture animals including relcatin befre the disaster. Crdinate with lcal agencies t establish a system t register identificatin data in an effrt t reunite animals with their wners. Crdinate with ESF #15 t stre emergency relief supplies and their distributin t animal caretakers and shelters. Crdinate with ESF #8 fr the identificatin, preventin, and cntrl f diseases f animals, which have public health impacts. Basic Health and Medical Functins and Respnsibilities Basic veterinary care, animal sheltering, and animal husbandry functins that are nrmally available under nn emergency cnditins but which are nevertheless required during a catastrphic event r incident will nt be rutinely available because f prevailing cnditins assciated with the event itself. The lack f availability f such services are based upn the fllwing types f peratinal cnditins that are specific t the delivery f such services. Lcal veterinary and animal care facilities will prbably nt be available during the height f the incident itself due t cncerns with animal evacuatins and returning the animals t their wners. Tampa Bay Catastrphic Plan The animal healthcare system will be unable t deliver critical services t animals in facilities and in the impact area. Animal healthcare issues will begin appearing in nearby cities, cunties, and states as a result f general ppulatin evacuatins and ppulatin spillver prir t landfall and will prbably increase fllwing landfall. There will be insufficient resurces available natinally t replace the damaged r destryed animal care infrastructure in majr metrplitan areas. These include veterinary ffices, animal shelters, and animal hspitals. Any mvement f animals that are separate and apart f the mvement f human ppulatins shuld be crdinated with general ppulatin mvement and shuld include adequate prvisins fr animal tracking, temprary sheltering, adequate receiving facilities, and either the final return t Flrida, t the cmmunity f rigin, r psitive infrmatin f final dispsitin. In a catastrphic event, ppulatin receptin centers (city, cunty, state, etc.) will be cnsidered respnse areas f peratins, including receiving states. Hwever, these receptins centers may r may nt be equipped t handle the influx f dmestic animals assciated with the evacuatin, In rder t return the impacted cmmunity t the delivery f best practice animal healthcare services, lcal animal healthcare wrkers will be hused in temprary medical structures established t prvide their delivery. The initial respnse phase f a catastrphic event will likely result in the lng term cngregate sheltering f animals, and a greater need fr ther emergency respnse animal emergency healthcare functins, thereby stretching the State s capacity t deliver these services in apprpriate quantities ver an extended timeframe. In the initial days f respnse, vulnerable animal ppulatins will be triaged by life threatening injury r illness, drinking water availability, medicatins needed, shelter availability, and ther critical animal healthcare services. Each level f gvernment, in partnership with the animal services and healthcare systems, perfrms vital rles in pre and pst catastrphic event respnse effrts. The impacted animal shelters and healthcare facilities at the lcal level f gvernment, supprted by the lcal emergency peratins center, are stensibly the first line f defense fr disaster respnse and recvery actins related t health and medical care f animals within their lcal jurisdictins. It is anticipated that a catastrphic event will verwhelm lcal animal healthcare, animal shelter, and medical respnse capabilities. Lcal animal healthcare facility wners, in cperatin with lcal decisin makers, have the authrity t determine if advance animal relcatin triggers are applicable within their cmmunity and may request evacuatin supprt fr the animals. Hwever, in the pst disaster envirnment, lcal facility wners and decisin makers may either nt be able t cmmunicate with the State Emergency Operatins Center r lack the ability t mnitr pst disaster cnditins. Under such catastrphic cnditins, when the lives f animals are threatened, the State Emergency Operatins Center, in crdinatin with Federal partner agencies, will activate the animal relcatin missin in supprt f lcal gvernment respnse activities. A catastrphic incident may result in large numbers f casualties and/r displaced persns, pssibly in the tens t hundreds f thusands. 2. The nature and scpe f a catastrphic incident will immediately verwhelm State and Lcal respnse capabilities, this requires that cunties understand and be able t clearly articulate their resurce needs. 3. A detailed and credible cmmn perating picture reflecting critical, urgent needs, and requirements may nt be achievable fr 24 t 48 hurs after the incident. 4. The respnse capabilities and resurces f the lcal jurisdictins (t include mutual aid frm surrunding jurisdictins and respnse supprt frm the State) may be insufficient and quickly verwhelmed. Lcal emergency persnnel wh nrmally respnd t incidents may be amng thse affected and unable t perfrm their duties. 5. The assets utlined in respnse strategies may nt be available at the time f a catastrphic event due t needs at their hme institutin, family requirements, etc. 6. A catastrphic incident will present a dynamic respnse and recvery envirnment requiring that respnse plans and strategies be flexible enugh t effectively address emerging r transfrming needs and requirements. 7. Many lcal, cunty, r reginal level Emergency Supprt Functin 17 resurces will be verwhelmed, depleted, r unable t respnd. This will require the mbilizatin f large numbers f persnnel t assist and enhance crdinatin effrts. 8. If multiple regins f the State are impacted r threatened, many in state resurces that might nrmally be able t respnd will be unavailable. 9. If ther castal states are impacted r threatened, this may affect the availability f Emergency Management Assistance Cmpact resurces. 10. Staffing shrtfalls may be supplemented by the use f survivrs in the impacted area. 11. A prlnged duratin event will create additinal challenges in managing resurces and persnnel. 12. The extreme nature f the event may result in excessively large numbers f animals that need t be dealt with, which will require a much mre cmplex level f crdinatin and management than might usually be planned fr. 13. A catastrphic event will have shrt and lng term negative ecnmic impacts n the agricultural industries in the impacted area which, if nt addressed, will impede the recvery prcess. 14. Many livestck wners will nt attempt t evacuate their livestck that will create, at the least, a need fr rapid assessment and care pst impact. 18. A large number f carcasses may result frm the strm impact, which will need dispsal and create a negative impact n lcal agricultural ecnmies. 19. Livestck will be left in fields r pen pastures during impact. 20. Mst equine wners will evacuate with their hrses pre impact. 21. Many peple will nt evacuate withut their pets and will nt g t a shelter that des nt permit pets. 22. Pst impact there will be large numbers f abandned and lse animals, which culd create public nuisance, dangerus situatins, and will need capture and care. 23. Individuals in lwer sciecnmic categries are mre inclined t seek shelter frm the gvernment. 24. Clear and cncise public infrmatin n pet preparatin and care pre event, evacuating with animals and hw t care fr animals pst event are imprtant factrs in successful animal respnse and recvery peratins. 25. If animal and agricultural issues are nt handled effectively, all aspects f emergency peratins and recvery will be negatively affected. 26. The Natinal Mass Evacuatin Tracking System will be used t track evacuees and pets. 27. Animals, as defined by Eligible Csts Related t Pet Evacuatins and Sheltering FEMA DAP9523.19, Octber 24, 2007, will bard busses with their wners during evacuatin. 28. Sme pets, due t size, viciusness, r ther circumstance may have t be evacuated separately frm their wner. 29. Pets will be cnsidered as part f standard shelter peratins and resurces needed t care fr pets will be included with human cmmdities supplied t shelters. 30. Fewer human resurces are needed t care fr animals when pets and livestck are clcated with their wners. Definitins 1. Cmpanin animals: Dgs, cats and ther dmestic husehld pets 2 2. Husehld Pet: A dmesticated animal, such as a dg, cat, bird, rabbit, rdent, r turtle that is traditinally kept in the hme fr pleasure rather than fr cmmercial purpses, can travel in cmmercial carriers, and be hused in temprary facilities. Husehld pets d nt include reptiles (except turtles), amphibians, fish, insects/arachnids, farm animals (including hrses), and animals kept fr racing purpses. 3 7. Service Animal: Any guide dg, signal dg r ther animal individually trained t prvide assistance t an individual with a disability including, but nt limited t, guiding individuals with impaired visin, alerting individuals with impaired hearing t intruders r sunds, prviding minimal prtectin r rescue wrk, pulling a wheelchair, r fetching drpped items. 4 8. Cngregate Husehld Pet Shelters: Any private r public facility that prvides refuge t rescued husehld pets and the husehld pets f shelterees in respnse t a declared majr disaster r emergency. 5 9. C mingled Shelter: A shelter where pets are kept with their wners in the shelter. 10. C lcated Shelter: A shelter where pets are kept in a separate area frm their wner and the wner takes primary respnsibility fr caring fr their pet. 11. Animal Rescue Shelter: A shelter where pets are surrendered t the care f the shelter prvider r where animals which have n wner are hused. NARC vlunteers will be self sufficient fr 3 5 days. After that, they will need lgistical supprt frm the State. 3. This includes staff familiar with animal prcessing using accepted frms f identificatin. 4. Facilities shuld be safe and have adequate space, electrical supply, and water t accmmdate the needs f large numbers f animals. 5. Safe and secure transprtatin will need t be prvided frm the rescue lcatin t the shelter. 6. It may be necessary t relcate rescued animals ut f the impacted area t hst cmmunities when lcal infrastructure and supprt mechanisms are insufficient t meet the needs f the rescued animals. 7. State Emergency Supprt Functin 17 will facilitate the identificatin f a hst cmmunity t accept rescued animals withut their wner. 8. State Emergency Supprt Functin 17 will facilitate the identificatin f apprpriate transprt and care services during transprt between the impacted cmmunity and the identified hst cmmunity. 9. State regulatins require captive wildlife facilities and private wners f extic animals t shw prf f an emergency plan fr the facility. Wildlife facilities will implement their plans. If assistance is needed they shuld make that request t their lcal Emergency Management Agency. Lcal jurisdictins shuld cnsult a subject matter expert regarding capture and relcatin f extic animals and wildlife. If lcal resurces d nt exist r are verwhelmed, lcal jurisdictins will request additinal resurces frm Emergency Supprt Functin 17 at the State Emergency Operatins Center. There is currently n state wide animal tracking r identificatin system in Flrida. Nn gvernmental rganizatins have individual tracking systems that may be implemented by thse rganizatins during a disaster. Micr chipping Pet wners are nt required t have their pet micr chipped by the State. There are several different micr chipping systems. These systems currently d nt cmmunicate with each ther. A universal chip reader is under develpment. Micr chipping may be dne nly by a licensed veterinarian in the State f Flrida. Natinal Mass Evacuatin Tracking System Cmprises an pen surce database develped by the Federal Emergency Management Agency designed t track the mvement f evacuees, pets, luggage and medical equipment. Prvides a single, natinal system t supprt multi state, State managed r lcal level evacuatin peratins. Veterinary Care Animal Search and Rescue teams will fllw Primary Search and Rescue when they are ntified f a stranded animal. There are a limited number f animal search and rescue teams. Survivrs may be identified t assist with animal search and rescue. Supplemental animal cntrl fficers t assist with search and rescue effrts can be requested thrugh Emergency Management Assistance Cmpact as needed. Transprtatin will be necessary t transfer unaccmpanied, rescued animals t designated Animal Rescue Shelters. Transprtatin will be necessary t transfer recued wners and their cmpanin animals t cngregate shelters. Medical attentin may be necessary fr rescued animals and wners. It is anticipated there will be an increased need fr State and Federal supprt t lcal jurisdictins fr veterinary care t assist with animal emergency medical care, surgery, decntaminatin, vaccinatin, and euthanasia due t the lss f veterinary infrastructure in the impacted area. The Flrida Veterinary Crps will be mbilized thrugh the University f Flrida, Cllege f Veterinary Medicine. Additinal supprt will be requested thrugh the United States Department f Agriculture Natinal Animal Health Emergency Respnse Crps. Nine mbile surgical spay and neuter clinics are available t respnd as needed. These mbile clinics are mstly cunty wned assets and shuld be requested via mutual aid r thrugh the State Emergency Operatins Center.
