Facility Infrmatin: Ridglan Farms, Inc. (RF) perates as a Dg Breeder within the state wh is als licensed with the US Department f Agriculture (#35-A-0009). RF breeds and sells beagles fr the purpses f bimedical research. Dgs are kept in fur separate buildings n the prperty. Each f these buildings has artificial lighting, mechanical ventilatin, and temperature cntrl. Dgs are primarily separated between the buildings based upn their age class. PRIMARY ENCLOSURES Adult and sub-adult dgs are kept in varius size enclsures. Many adult dgs are kept in tw-level, stacked enclsures cnstructed f metal fencing and mesh flring (flr area: apprximately 8 ft 2, 2 x 4 ). Other adult dgs may be kept in enclsures cnstructed f metal fencing, fiberglass panels, and a mesh flring (flr area: apprximately 25 ft 2, 5 x 5 ). Yunger stck are kept in enclsures cnstructed f chain-link fencing and mesh flring (flr area: apprximately 80 ft 2, 8 x 10 ). WHELPING / ENCLOSURES One f the buildings serves as the facility s nursery with apprximately 20 nursery rms. Each f these islated rms has tw-levels f stacked enclsures fr dams and their litters. Each f these enclsures is cnstructed f metal fencing, fiberglass panels, and a mesh flring (flr area: apprximately 16 ft 2, 4 x 4 ). Dams whelp and nurse their litters in large plastic bins. After puppies are weaned they are mved t different buildings. Nursery enclsures in these buildings are cnstructed f chain-link fencing and a mesh flring (flr area: apprximately 25 ft 2, 5 x 5 ). EXERCISE Dgs are nt remved frm enclsures fr exercise. Partitins between smaller enclsures are remved daily t allw fr space t achieve a running stride. Other enclsures are large enugh t allw dgs t achieve a running stride. OUTDOOR FACILITIES This facility has n utdr enclsures. This facility has tw apprved variances n file with the Department, ATCP 16.18(1) and ATCP 16.20(3)(c)3. Sme dgs n the prperty may be participants in research and have n breeding purpse.

Inspectin summary: Octber 26, 2016 (11:45 am) - Clin Benell (Cmpanin Animal Inspectr, DATCP) cnduced a rutine inspectin f the dg breeding facility and relevant dg recrds at 10489 W. Blue Munds Rad in Blue Munds, WI. Benell was accmpanied by Amber Becker (Regulatry Specialist, DATCP) fr training purpses. During the inspectin f the facility Benell and Becker were assisted and accmpanied by the Facility manager/ veterinarian. The Office manager assisted during the recrds review. Fr the inspectin f the facility RF prvided a Tyvec suit, bt cvers, and ear prtectin. During this inspectin nn-cmpliance was fund which requires crrective actin. Dg inventry: 1,429 (ver 6 mnths f age); 1,422 (under 6 mnths f age) A FOLLOW-UP inspectin shall be dne t verify that crrective actins have been taken t address areas f nn-cmpliance (see inspectin result belw). Licensee is t email phtgraphs f enclsure imprvements by 11/15/2016 t cmplete the inspectin. Vilatin(s): ATCP 16.20 Dg care; general. The fllwing standards f care apply t all dgs kept pursuant t a license under s. ATCP 16.02 (1), including any dgs that the license hlder cnsigns t a hme custdy prvider: (3) Husing and transprtatin. (c) Paragraph (a) des nt apply t a facility that is used nly fr the purpse f breeding, raising and selling dgs fr scientific research, prvided that all f the fllwing apply: 4. The dgs are kept in enclsures that cmply with 9 CFR, Chapter I, subchapter A (animal welfare). 9 CFR, Chapter 1, Subchapter A (Animal Welfare Act) 3.6 - Primary enclsures. Primary enclsures fr dgs and cats must meet the fllwing minimum requirements: General requirements. (2) Primary enclsures must be cnstructed and maintained s that they: (x) Have flrs that are cnstructed in a manner that prtects the dgs' and cats' feet and legs frm injury, and that, if f mesh r slatted cnstructin, d nt allw the dgs' and cats' feet t pass thrugh any penings in the flr; Puppies within multiple nursery rms were fund t be upn cated, nn-slid flring with rund penings; apprximately 1.5 x 1.0 in size (see pictures 1-2). Within ne f the nursery rms each f the ccupied enclsures were husing a dam and her litter f yung puppies. Within several enclsures the feet and legs f puppies were fund t be repeatedly passing thrugh the flr penings (see pictures 3-4). In these instances the legs f puppies were bserved t have passed cmpletely belw the mesh flring up t the puppy s chest. Puppies were bserved t have nticeable difficulty standing r mving cmfrtably and naturally upn the flred surface due t the large size f the penings. N injuries were bserved.

Inspectin result: The fllwing crrective actins must be taken as sn as pssible r n later than Nvember 15, 2016: Flrs within whelping enclsures must be cnstructed at all times in a manner that d nt allw puppies feet t pass thrugh any penings in the flr as required under 3.6(2)(x), CFR. Phtgraphs f the crrectins must be submitted t Benell via email (clin.benell@wiscnsin.gv) by 11/15/2016 t cmplete the fllw-up inspectin.

Discussin: Flr penings During the inspectin Benell demnstrated t the facility manager that puppies feet and legs were passing thrugh the gaps in the flring. Benell explained t the facility manger that within ther licensed facilities in the state such findings wuld be a vilatin f ATCP Chapter 16. Benell explained that he was aware that RF was exempt frm ATCP 16.22 accrding t ATCP 16.20(3)(a). Benell stated that under ATCP 16.20(3)(c)4 required prvisins under CFR Chapter 1 must be met instead. Benell tk phtgraphs and stated that he was ging t determine whether such flring was cmpliant with CFR Chapter 1 fllwing the inspectin. The facility manager replied that in such instances the flring was permitted by his USDA inspectr as it allwed fr better sanitatin. Benell was then shwn sheets f a flr cvering with smaller gaps that was nt in use. The facility manager stated that these sheets have been used in the past, but that they require very regular cleaning. Benell tld the facility manager that he wuld cntact him fllwing the inspectin. On 10/31/2016 Benell spke n the phne with the facility manager. The facility manager stated that he had reviewed CFR fllwing the inspectin and intended t take crrective actin t address the nn-cmpliance. The facility manager stated that RF wuld resume using the flr cvering with smaller gaps and safely secure the material. The facility manager stated that he wuld prvide phtgraphs fr the fllw-up inspectin within the cming days. Ntes: All recrds reviewed by Benell appeared cmplete and accurate. Dgs sld appeared t be cvered under valid CVIs under ATCP 16.16(1). Dgs sld appeared t be at least 7 weeks f age r cmpliant with the apprved variance under ATCP 16.18(1). All facilities were bserved t be in gd cnditin and clean. All facilities had adequate temperature, lighting, and ventilatin. All bserved dgs n premises were fund t be in gd bdy cnditin, well grmed, and in gd health (r receiving apprpriate veterinary care). All bserved dgs were fund t have adequate access t fd and water. Small prtins f mesh flring within sme enclsures was fund t have its cating remved. The facility manager stated that such damage is patched r the flring is replaced as necessary. Several bserved dgs within the facility were being treated fr ft health prblems. A number f adult dgs in the facility were displaying prminent steretypical behavirs; such as: circling, pacing, and wall buncing. This was discussed with the facility manager and ffice manager fllwing the inspectin. The facility manager stated that RF wuld cnsider Benell s recmmendatins. See recmmendatins belw. Benell infrmed the facility manager and ffice manager that a cpy f the mst recent inspectin reprt needed t be psted prminently in additin t the Dg Sellers (DS) license in accrdance with ATCP 16.12(5)(b). Only the DS license was psted. The facility manager stated that the matter wuld be addressed. Benell infrmed the facility manager that RF s DS license number must be psted n their website in accrdance with ATCP 16.02(5). The facility manager stated that the matter wuld be addressed.

Recmmendatins: Effrts shuld be taken t address dg s abnrmal, steretypical behavirs. Such behavirs are an indicatr f the dg s welfare.
