What are the OIE Manuals? The Manual of Diagnostic Tests and Vaccines for Terrestrial Animals and the Manual of Diagnostic Tests for Aquatic Animals provide a harmonised approach to disease diagnosis by describing internationally agreed laboratory diagnostic techniques They aim to facilitate international trade in animals and animal products and to contribute to the improvement of animal health services world-wide The Terrestrial and Aquatic Manuals were published in 1989 and in 1995, respectively. They are regularly updated as new scientific information comes to light, following the OIE standard setting procedure 5

What s in the OIE Manuals? Compilation of internationally agreed diagnostic laboratory methods and requirements for the production and control of vaccines and other biological products The principal target readership is laboratories carrying out veterinary diagnostic tests and surveillance, plus vaccine manufacturers and regulatory authorities in Member Countries The Manuals have been designed for practical use in the laboratory setting 6

The Terrestrial Manual The Terrestrial Manual covers infectious and parasitic diseases of mammals, birds and bees The seventh edition includes over 50 updated chapters and guidelines (including a new guideline on the application of biotechnology to the development of veterinary vaccines) 7

The Terrestrial Manual Part 1: General Standards 10 introductory chapters that set general standards for the management of veterinary diagnostic laboratories and vaccine production facilities Part 2: OIE Listed Diseases and Other Diseases of Importance to International Trade Diagnostic techniques / Requirements for vaccines Part 3: General Guidelines Background information on biotechnology and antimicrobial susceptibility testing Part 4: OIE Reference Experts and Disease Index List of OIE Reference Laboratories 8

The Aquatic Manual The purpose of the Aquatic Manual is to provide a standardised approach to the diagnosis of the diseases listed in the Aquatic Code, to facilitate health certification for trade in aquatic animals (amphibians, crustaceans, fish, molluscs) and aquatic animal products 9

How are standards developed and revised? Issue / problem identified by Delegates, OIE Commissions, international/regional organisations, industry, scientists: new scientific information, e.g. from research or disease outbreak new diseases emerging new approach to control, e.g. vaccination Issue addressed as new or revised standard if: relevant scientific information is available proposal fits with OIE s 5 th Strategic Plan priorities wide support from Members Issue addressed by relevant Specialist Commission: using Ad hoc Groups / Working Groups 13

Proposed new/revised text is circulated for comments: to Delegates and Organisations with a cooperation agreement with OIE the relevant Commission may revise proposals on basis of comments received and recirculate for another round of comments or propose for adoption Delegates discuss at OIE World Assembly and text is: adopted or How are standards developed and revised? returned to relevant Commission for further work Adopted texts are published in the next editions of the Codes and Manuals 14

Why should you get involved? OIE Members are primarily responsible for the setting and adoption of international standards OIE Delegates have a responsibility and an opportunity to participate actively in the setting of international standards Once adopted, the OIE standards are applicable to all Member Countries Focal points have an important role in the standard setting procedure, through the preparation of comments for the Delegate for new or revised OIE standards 18

How to participate Comments should be sent by the Delegate to the email address indicated in the document Respect of the deadlines for submission of comments - detailed in each document Comments should be submitted as specific proposed text changes and based on scientific justification (if necessary, include a brief justification following paragraphs for which proposed changes are made) Proposed deletions shall be indicated with strikethrough and insertions, double underlined (no track changes ) 20
