Israel Nature and Parks Authority Division of Science and Conservation 3 Am Ve Olamo Street, Jerusalem 95463, Israel Tel: +972-(0)2-5005444 Fax: +972-(0)2-5006281 Israel Scientific Authority for CITES Israel s Annual Report for 2003 on Trade in Species Listed in the Appendices of The Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES) Prepared by: Simon C. Nemtzov for Israel s Scientific Authority and Etty Sabag for Israel s Management Authority This report consists of two tables of data from Israel on imports and exports/re-exports of species listed in the appendices of the CITES convention, for the year 2003. Israel s trade policy necessitates an import and export permit from the Israel Nature and Parks Authority (INPA) for all wildlife and for all protected species imported into the country (even non CITES-listed species). In addition, the INPA issues official CITES permits for the import of Appendix I listed species, and for export or re-export of all CITESlisted species. Israel's summary consists of data on the actual quantity of animals imported and exported, as opposed to annual reports in the past, in which only the number of animals that were approved in the permits was provided. The data in the tables were provided by the permitholders and were approved by INPA inspectors. The Table of CITES imports (Page 3) includes all permits issued for the import to Israel of CITES-listed species for which specimens were actually imported; the quantity of the Flora (plants) in the table is estimated. The table includes a description, the quantity imported, the number of the Israeli import permit, the ISO code for the country exporting to Israel, and the codes used for the and (Page 2). Note: and codes are given only for import permits for species listed in Appendix I. The Table of CITES Export and Re-export Permits (Page 8) includes all permits issued for the export or re-export from Israel of CITES-listed species for which specimens were actually exported or re-exported. However the quantity of the Flora (plants) in the table is estimated. The table includes a description, the number of the Israeli export or re-export permit, the quantity exported or re-exported, the ISO code of the destination country, the ISO code of the country of origin of re-exports (which in most cases is the country of last export), and the and codes (Page 2). Note: Only Re-export permits have a country listed in the column "Re-export Origin"; for Export permits this column is left blank.

CITES and s From Conf. 12.3 (Rev. CoP13) Resolution Conf. 12.3 (Rev. CoP13) recommends that Parties state, on each of their permits and certificates, the purpose of the transaction using the following codes: T Commercial Z Zoos G Botanical gardens Q Circuses and traveling exhibitions S Scientific H Hunting trophies P Personal M Medical (including biomedical research) E Educational N Reintroduction or introduction into the wild B Breeding in captivity or artificial propagation L Law enforcement / judicial / forensic The following codes are to be used to indicate the source of the specimens: W Specimens taken from the wild R D A C F U I O Specimens originating from a ranching operation Appendix-I animals bred in captivity for commercial purposes and Appendix-I plants artificially propagated for commercial purposes, as well as parts and derivatives thereof, exported under the provisions of Article VII, paragraph 4 Plants that are artificially propagated in accordance with Resolution Conf. 11.11 (Rev. CoP13), paragraph a), as well as parts and derivatives thereof, exported under the provisions of Article VII, paragraph 5 (specimens of species included in Appendix I that have been propagated artificially for non-commercial purposes and specimens of species included in Appendices II and III) Animals bred in captivity in accordance with Resolution Conf. 10.16 (Rev.), as well as parts and derivatives thereof, exported under the provisions of Article VII, paragraph 5 (specimens of species included in Appendix I that have been bred in captivity for non-commercial purposes and specimens of species included in Appendices II and III) Animals born in captivity (F1 or subsequent generations) that do not fulfill the definition of bred in captivity in Resolution Conf. 10.16 (Rev.), as well as parts and derivatives thereof unknown (must be justified) Confiscated or seized specimens Pre-Convention specimens 2
