1 Opening of the meeting Eeva Anttinen opened the meeting at 09.00. There was a presentation of three new members of the NKU/AU: Harri Lehkonen (FKK), Thomas Uneholt (SKK) and Guðny Isaksen (HRFI) 2 Election of the person to adjust the minutes NKU/AU 26.9.2007, item 2: In future the election of persons to examine the minutes will rotate between the kennel clubs. Next time DKK, then NKK, FKK, HRFI, SKK. Harri Lehkonen from FKK was elected to examine the minutes. 3 Approval of the agenda The agenda was approved with additions to the point 25 from DKK, multi-colored Poodles and from NKK about Local skinny sighthound in China. 4 Approval of the minutes from the last meeting on 23.2.2017; enclosure 4 The minutes were approved. 5 Items from the last meeting 5.1. NKK/Registration of litters from outcross-projects in the Nordic kennel clubs Proposal of the NKU/VD 22.2.2017: The NKU/VD proposes the following amendments: Point 1: The breeds country of origin design the outcross project, set the MINIMUM requirements. Point 2: A breeder that wish to conduct and outcross must first apply the national kennel club. The national kennel club decides if the combination is approved or not. Point 3: When the crossbreeding is accepted the national kennel club of the breed will be informed. Point 4: This point will be deleted Point 5: This point will be deleted. Point 6: It is up to the Kennel Clubs to decide how to register the litter under their national registration rules. Point 7: All the Nordic countries accept the registered litters which are done under these crossbreeding projects. The NKU/VK will be asked about its opinion of this proposal and a list of outcross projects that have already taken place in each of the NKU countries should be provided. Decision of the NKU/AU 23.2.2017: 3

The proposal of the NKU/VD was approved and will be sent to the NKU/VK. Decision of the NKU/VK 31.-5.-1.6.2017: Registration of litters from outcross-projects in the Nordic kennel clubs: The NKU/VK will gather a list for the NKU/AU. The NKU/VK will gather a list for the NKU/AU. 5.2. Brachycephalic breeds SKK/Update/co-operation regarding the brachycephalic breeds Decision of the NKU/AU 23.2.2017: NKU/AU thanks the working group of a very thorough and excellent job and NKU/AU sends the proposals and the conclusions to each national kennel club for further decisions and actions. NKU/AU expects kennel clubs proposals for further actions by the next meeting in October 2017. The media group will make a public presentation of the proposals of the working group and send it for approval to NKU/AU addressed to the NKU secretary. Up till today (16.10.) no presentation has been received by the secretary and only the Finnish Kennel Clubs further actions are available: Further actions of the Finnish Kennel Club: - walking test for following breeds: Affenpinscher, Boston Terrier, English Bulldog, French Bulldog, Griffons, Japanese Chin, King Charles Spaniel, Pekingese, Pug, Shih Tzu and Norwich Terrier (for other reasons than Brachycephali). - the FKK encourages breed clubs to do breeding inspections and concentrate especially in exaggerated features - particular form for dogs with symptoms of Brachycephali or for already operated dogs SKK - walking test in process - a conference for judges will take place in February 2018 - from the year 2020 to the year 2024 only Nordic judges are allowed to judge English Bulldogg, French Bulldogg, Pug and Boston Terrier DKK - a conference for breeders and judges of Bulldogg, French Bulldogg, Pug and Boston Terrier will take place in the beginning of 2018 The NKU/Brachy group will continue its work with brachycephalic breeds, the media group will be closed and it was decided to share all information created in member countries to other members as soon as possible. The NKK will make a draft of a letter to be sent to the Kennel Clubs responsible for the breed standards of the mentioned four breeds. 5.3. DKK/Brachycephalic breeds The Danish Kennel Club has decided to have a timeout in the work with the brachycephalic breeds (email 21.7.2017). During the period, the Danish Kennel Club Board will evaluate the effect of actions already taken on dialogue with our Clubs, briefing of judges and training of breeders. 4

This point was taken as information from the DKK. 6 Regulations for the Nordic Agility Championship; enclosure 6 The NKU Agility committee has updated the regulations for the Nordic Agility Championships. Updated regulations are enclosed for the approval of the NKU/AU. The Regulations for ARRANGING the Nordic Agility Championships were approved with small grammatical corrections. 7 DKK/Rally Obedience within the NKU; enclosure 7 Rally Obedience has gained wide popularity in the Nordic countries, but the regulations of the competitions vary from country to country. The Rally committee of the Danish Kennel Club has sent to the Nordic countries initiative of the Nordic Class which would have common rules. The Finnish Kennel Club on behalf of the NKU has sent to the FCI General Assembly a proposal of founding a Rally Obedience Committee within the FCI. Should a Rally committee also be founded within the NKU? Proposal of the NKU/VD 25.10.2017 The NK/VD propose to the NKU/AU that a working group should be founded for Rally Obedience this hobby is very popular in every NKU country and its popularity is fast growing. Decision of the NKU/AU 26.10.2017 The proposal of the NKU/VD was approved. 8 DKK/Recognition of the Biewer; enclosure 8 The breed is recognized at least by the Russian Kennel Federation, the Latvian Kennel Federation, the American Kennel Club, the Hungarian Kennel Club, the Ukrainian Kennel Union, the Kennel Union of South Africa and the Slovakian Kennel Club but not by the FCI. The breed is originally from Germany and the first litter was born in 1984. In the AKC the breed belongs to the Toy group. Enclosed is material of the breed, for example the breed standard issued by the Biewer Terrier Club of America and another issued by the Biewer Breed Club of America and history of the breed as well as the application from the Klubben for Små Selskabshunde (Denmark). DKK will introduce the matter. Proposal for the decision of the NKU/AU 26.10.2017: - breed name: Biewer - the breed will be placed in group 3 - the breed is recognized for example by the AKC (Foundation Stock) - breed standard based on the standard of the Biewer Terrier Club of America - authorization to judge: it is up to each kennel club to decide of the authorization to judge the breed - imported dogs can until further notice be registered with a pedigree from all the kennel clubs recognized by the FCI and the United Kennel Club - registration can be done immediately after the NKU/AU decision - the breed will be permitted to take part in shows, trials and tests after X.X.XXXX, but taking part in competitions like agility can start immediately Proposal of the NKU/VD 25.10.2017: 5

The DKK will send a proposal for recognition of the Biewer to the NKU/VK for their opinion for the next NKU/VD meeting. The proposal of the NKU/VD was approved. The opinion of the NKU/VK must be at hand latest on the meeting of the NKU/VD in Stockholm in February. 9 SKK/Rules for inviting foreign judges to Sweden; enclosure 9 The Swedish Kennel Club has also listed countries, whose judges are accepted to judge in Sweden directly. If the invited judge is not from the listed countries, a committee appointed by the SKK will check the background of the judge and decide if the judge can be invited to Sweden or not. Information on consequences. Information package to all judges in time for the judges conference in February 2017 SKK will introduce the matter: The SKK gave information about the procedure of inviting foreign judges to Sweden. 10 SKK/Publish x-ray results from the Nordic panel The SKK General Assembly has decided that SKK shall publish information on how well the conformity is between the Nordic Panel in reading x-ray results (quality assurance). SKK will introduce the matter: It was decided that the Nordic x-ray panel s results can be published when it is question about a Swedish dog with Swedish x-ray results. 11 SKK/Question to and from the FCI Subject for discussion. SKK will introduce the matter. Discussion about the issue and correspondence with the FCI. 12 SKK/Question regarding the FCI European Section General Assembly Subject for discussion. SKK will introduce the matter. Discussion about the issue and the discussion will continue in point 20. 13 SKK/Form a working group for sports medicine The increasing number of indoor halls in Sweden has made it possible to train and compete all year around. There is a risk that the time for recovery for the dogs are neglected as competitions are offered 6

all year around. You can find a similar situation with the sledge dog association where the negative consequences for the dogs competing can result in more or less serious injuries. It puts high demands on the dog owners knowledge on preventive training for the dog. SKK is interested in investigating how the situation is in the other Nordic countries and if any other Nordic country is interested in a co-operation in this field. SKK will introduce the matter. SKK gave us information and it was received with positive attitude and members are waiting for more information in due time. SKK and NKK will work in this matter together. 14 SKK/Common Nordic database for the Nordic breeds The Swedish Breeding Committee has suggested to the SKK board to prioritize the work with a common data base with the Nordic breeds as a pilot project. SKK suggests that the NKU-countries discusses the matter. SKK will introduce the matter: The IT departments in each country will work to find out compatible solutions for more open Nordic database. Other point is to check the legislation in each country and EU General Protection Data Law. Third point is the question of expenses of investments. 15 FKK/IDs for judges, officials etc; enclosure 15 In every country there are different kinds of IDs for different kinds of officials and at least some of them has benefits: for example with the ID of a ring steward there is free entry for the card holder to all the shows in the Nordic countries. FKK would like to have discussion about the different IDs and their purposes and benefits. FKK will introduce the matter. The FKK will make a proposal for the next NKU/AU meeting about the use of IDs. 16 FKK/Task force for the British Pointers within the NKU Nordic Championship matches between setters and pointer have very long history dating back to early 1900. Relations and co-operation between Nordic setter- and pointer enthusiasts and breeders have been close and profitable to all parties through decades. Nowadays the rules and regulations for the Nordic championships of the various British Pointer-breeds are unofficial and differ from each other s between the breeds. Therefore, it is not possible to award the winning dogs Nordic Champion -title or CACIT and the trial is regarded as unofficial. Today the hunting season and in consequence of this also period for trials is shorter than before. Therefore, fitting unofficial English-setter (Gordon-, Irish-, Pointermatch) match between official trials in the time-tables of four countries is troublesome and has its effects on the regularity and continuity of the Nordic Champion Matches. Therefore, the breed club in Finland, representing all setter breeds and pointer, Kanakoirakerho Hönshundssektionen ry, proposes that a task force would be established to create official Championship trials to each breed. The idea is that in every arranging country national trial rules are used, arranging club apply CACIT-status for the Match and NKU members decide to award the official title of Nordic champion + year into the winner s stambok. This would increase entries and interest towards Nordic Matches and give a merited meaning to the title of Nordic Champion, 7

The task force would consist of one person per NKU member kennel club and it may call an external secretary. NKU/AU could also nominate a member. Every country would be in charge of the expenses of its member in the task force. FKK will introduce the matter. It was decided that a task force would be established. 17 FKK/Judging of Bulldog, Pug, French Bulldog and Boston Terrier in Sweden; enclosure 17 The Swedish Kennel Club s Board has decided on its meeting, that the four mentioned breeds are allowed to be judged only by Nordic judges between years 2020 2024. Judges from other countries may judge the four mentioned breeds only by a special permission granted by the SKK. FKK will introduce the matter. SKK gave information about the procedure of inviting judges for the four mentioned breeds in Sweden during years 2020 2024. 18 FKK/ Nordic Championships expensive competitions Some Nordic Championships, for example in Obedience, requires large areas from the show halls and this way they are very expensive for the organizers. Is there a way we could reduce the costs of these Championships for example having the championships separated from the Winner shows? We like to discuss about the necessity of having these championship trials organized by the member kennel clubs. FKK will introduce the matter. It was decided, that it is up to each country to decide, whether they arrange the Nordic Championships or not. If for example the FKK does not want to arrange Nordic Championships in Obedience, that year there will not be Nordic Championships. 19 Nordic Dog Shows 2018 & 2019; enclosure 19 2018: Denmark: 2 Finland: 9 Iceland: 3 Norway: 5 Sweden: 13 2019: Denmark: 3 Finland: 11 Iceland: 3 Norway: 6 Sweden: 14 The list and number of shows were for information. 8

20 DKK/The FCI General Assembly in Leipzig, Germany on 6.-7.11.2017; enclosure 20 Decision of the NKU/VD 25.10.2017 We discussed about mutual votings in Leipzig. 21 NKU/VK Recognition of new breeds Based on the decision on the last years meeting of the NKU/VK, the NKU/VK proposed to the NKU/AU that the procedure from 20.3.2012 will be used when recognising new breeds. The NKU/VD made its proposal in October 2016, and the NKU/AU approved this proposal. Decision of the NKU/VK 1.6.2017: The NKU/VK asks the NKU/AU to clarify the procedure and asks for an opportunity to give its opinion about the breeds seeking for acceptance. This matter was handled already in point 8. 22 NKU/VK Update from each country regarding health issues (RAS, BSI, mentality, breeding programs, projects) Decision of the NKU/VK 1.6.2017: The NKU/VK proposes that the NKU/AU Mentality group makes a list of breeds which in each country have mandatory mental testing.
