Veterinary Services (VS) The governmental and non-governmental organisations that implement animal health and welfare measures and other standards and recommendations in the OIE Terrestrial Code and Aquatic Animal Health Code in the territory. The VS are under the overall control and direction of the Veterinary Authority. Private sector organisations, veterinarians, veterinary para-professionals or aquatic animal health professionals are normally accredited or approved by the Veterinary Authority to deliver the delegated functions.

Good Governance of VS o The key to effectively detect, diagnose, control and prevent animal disease and zoonotic incursions o If one country fails, it may endanger its neighbouring countries, the region, the continent and potentially the whole world.

The PVS Pathway OIE PVS Pathway is a continuous process aiming to sustainably improve compliance of Veterinary Services with international standards and their sustainable efficiency

OIE Terrestrial Animal Health Code Laboratory means a properly equipped institution staffed by technically competent personnel under the control of a specialist in veterinary diagnostic methods, who is responsible for the validity of the results. PVS Gap Analysis (PVS Costing Tool) A capacity building exercise: change in mind-set from a project-oriented to a strategic and horizontal management of Veterinary Services Provides an opportunity for Veterinary Services to consider their system as a complete organism and to prescribe costed solutions in line with overarching national policies and objectives

PVS Gap Analysis Veterinary Laboratories PVS Gap Analysis (PVS Costing Tool) Pillars and Critical Competency Cards Trade Veterinary Public Health Animal Health Veterinary Laboratories Management of Veterinary Services including Regulatory Services Cost Estimation Cards Trade 1 Trade 8 VPH 1 VPH 6 AH 1 AH 5 LAB 1 LAB 3 MVS 1 MVS 19 Veterinary Laboratories Pillar objective is to assess the financial resources required to undertake the laboratory analyses (number and types of analyses) needed to implement the activities identified in the first three Pillars of the PVS Gap Analysis (Trade, Veterinary Public Health and Animal Health) It does not calculate the true cost of the whole veterinary laboratory network, but only the funds required to perform the laboratory tests to support the activities of the other PVS Gap Pillars

The PVS Pathway

PVS Pathway Laboratory Mission Helps VS: allocate appropriate resources to the National Animal Health Laboratory system make strategic decisions to support accurate and timely diagnosis of animal diseases Veterinary Laboratory Twinning Projects Geographical coverage (focusing on developing countries and countries in transition) Better global disease surveillance Improvement in compliance with international standards Access for more countries to carry out high-level diagnosis and expert valuations > high detection / rapid response Build and maintain a scientific community in beneficiary countries

Synergies and bridges: WHO-IHR / OIE-PVS OIE and WHO: global institutions responsible for animal and human health intergovernmental standards and strengthening disease surveillance, early detection, reporting and rapid response capacity

The IHR (2005) provide a framework for WHO to implement strategic actions to prevent, protect against, control and provide a public health response to the international spread of disease in ways that are commensurate with and restricted to public health risks, and which avoid unnecessary interference with international traffic and trade" (Article 2) WHO tools, guidance and support for IHR State Parties to assess national ability to meet IHR core capacities for surveillance and response, and to develop an action plan to achieve these goals.
