Show that you have the ability to carry out this program. We have had a TNR program since 1998 and we have had our own spay clinic since 2009. We have had our mobile spay unit since 2011. If you currently have a program for sterilization of cats and/or dogs, describe your current level of funding and productivity and why additional resources are needed? We currently spay and neuter 3 days a week, the clients that pay our request prices enables us to "give back" and we accept 3-5 ferals a day as "pay what you can". If we receive this grant, we will be able to add one surgical hour per spay day, enabling us to accept 3-5 additional cats that would otherwise continue to reproduce. Considering the warm climate and year round breeding we feel that the actual number of ferals is much higher in this area. Please explain what you believe are the most substantial sources of dog and cat overpopulation in the target area: The chosen area has many trailer park complexes and two airports and is a culturally diverse area. What kinds of spay/neuter services are currently available in the target area and in what ways are these resources currently insufficient to meet community needs? There are 4 low cost spay clinics in Broward county (including ours) but all of them have a waiting list and rarely have free surgeries for ferals. Even with these clinics we are not able to spay faster than the reproduction rate. Florida Animal Friend is highly supportive of proposals that are focused on animal populations that are identified as substantial sources of dog or cat overpopulation rather than being diluted over too broad of a geographic area or diverse animal populations. Describe the specific target animal population of the spay/neuter project proposed for this grant: Pets in low-income families Pit Bull / large breed dogs TNR managed colonies of feral cats Community cats (free-roaming and/or owned) Other TNR Managed Colony Feral Cat Program/Community Cats (Free-Roaming and/or Owned) Program Define the precise boundaries of the colony or targeted area, including estimate of square miles. We will target Oakland Park in Broward County. We have 16 identified colonies. We receive email pleas and calls daily for help. Our spay clinic is in Oakland Park. What is the criteria used for determining the target area(s) and/or eligibility for this program? This is an area of great need as was determined by phone, email and personal requests for help. The area was agreed on by our board thru input from our shelter's receptionist, intake coordinator, and clinic director. Describe whether the targeted area is rural, suburban, or urban. Is it commercial, residential, agricultural, or a designated special land use? the target area encompasses trailer parks, an airports and several warehouse complexes. The area is urban and includes many low income sections. Estimated number of cats in the target colony area : 7215 Estimated number that are currently sterilized: 3000 Projected reduction after utilizing the grant: 35 For TNR program, describe the ability to maintain lifelong care for remaining cats, commitment level of volunteers/organizations, etc. We have been working with colony managers for 16 years - in the past 12 months we have identified 16 uncontrolled colonies with committed caretakers. Do current city/county ordinances address TNR or free-roaming cats? Yes Please explain what is allowed: Broward is creating a "return to field after altered" option for individuals surrendering feral cats. They are collecting data from where the cat is trapped, and offering a return option. This is a pilot program and I am not sure of the details. We have a contract with Broward and can work together on colony identification. (NOTE: FAF will not fund any program this is inconsistent with local ordinances.) For TNR program, list any groups or government agencies who support this TNR effort: There are many national organizations that support feral cat TNR such as Alley Cat Allies and Human Alliance. However grants are not available for feral TNR thru these agencies. Describe any effort to lessen the negative impact on local wildlife. 3 months ago A representative from Ally Cat Allies was in Broward speaking on behalf of the ferals and the importance of TNR vs euthanizing them. Describe efforts that will be made to mitigate current or potential nuisance issues. Spay and neutering a colony is a much better way to control the population than trapping and killing them. The environmental impact is less with a controlled colony than an uncontrolled colony. The theory is that there is a vacuum effect on trapping and killing them. This has been proven year after year in Pompano Beach where the city ordinance forbids TNR, and year after year Pompano has the highest intake rate into Broward County. Will the cats be ear-tipped? Yes Will the cats be microchipped? Yes Provide any additional information that will help the grant selection committee understand how this program will operate to achieve its goals. Our spay clinic will collaborate with 7 other rescue groups and 16 volunteer trappers, we will focus on each colony individually thru estimated colony size, photos and tracking each spay/neuter. We will have committed trappers in each colony to complete TNR the entire colony before moving to the next. We have a customized data base that will enable us to acutely document the status of each colony we have identified with a committed colony manager. Objectives What do you hope to accomplish with these funds (objectives should be specific and quantifiable)? We will TNR 500 additional targeted feral cats in South Broward County. How does this program increase the number of sterilization surgeries above the existing baseline? We will add one surgery hour per day 3 days a week, enabling us to use our current staff and vets and vet tech. This will give us the ability to spay or neuter 3-5 additional feral cats per day. Methods What criteria will you use to determine eligibility for your program? In order for a rescue group to have a feral fixed at no charge, it must be brought in a trap and from an identified colony within our target city, we will register the colony and they must be committed to complete entire group of cats and provide photos of the feeding areas. How will you advertise the program? Explain how the advertising will reach the target audience. We have an enormous waiting list as soon as we announce our program we will fill up each surgery space without advertising, however we have 8000 facebook fans and 5,000 "friends" thru 2 pages, a 3,000 person e-email mailing list for our newsletter. Our website gets 200 new hits per day. We have presence and many followers on instagram, twitter, linkedin, etc. We also have a phone app available. 4 of 8 8/18/15 11:18 AM

How will you address barriers to full use of the program such as transportation, illiteracy, and cultural hurdles? Many of our staff are bilingual and most of the trappers and rescue groups already have a relationship with our clinic. Does this project involve the transportation of animals by someone other than the client? If so, describe the vehicles, methods for confinement, personnel training, liability releases used to assure the safety of the animals and handlers. Our volunteer trappers use their own vehicles or our transport SUV and the other rescue groups use their own vehicles. Veterinary Services Objectives What arrangements have you made with veterinarians to perform the surgeries? We will be adding an additional surgical hour to our existing program, Dr David Green and his vet tech and our clinic staff have all agreed. This will enable us to spay or neuter 500 additional cats over the next 12 months. We have had our spay clinic for 6 years and just celebrated our 20,000 spay surgery. We are ready to increase our surgery days and we want to focus on TNR with this grant we will accomplish an additional 500 targeted feral cat spays and neuters for cats that would otherwise continue to reproduce. Failure to submit reports and requests within the required time period will impact your agency s future grant applications. Future Funding to Sustain Public Spay/Neuter *Explain how the organization plans to fund this program in the future. Having sustainable plans including other grants, local donations and other services generating revenue enhances the chances of receiving this grant. We can sustain this program the following years by asking for a $25 donation per cat and/or target fundraising efforts thru local events, happy hours, etc. Promotion of Florida Animal Friend Spay/Neuter License Plate *Applicants selected for funding are expected to publicize their grant in support of their spay/neuter program and promote the sale of the Animal Friend license plate via press releases, newsletters, website links, social media, etc. Please describe your plan to promote the Florida Animal Friend Spay/Neuter License Plate. Grantees are required to submit documentation of promotional endeavors. papers, radio and websites. We have a website that receives 200 new hits per day and a phone app. We have a 3,000 person email list and a e-newsletter.
