POPE COUNTY FAIR EXHIBITOR GENERAL RULES AND REGULATIONS Premiums listed in this catalog are being offered to Pope County exhibitors only. All items entered in the educational Division of the Pope County Fair must have been completed since the last Pope County Fair by a resident of Pope County, or a member of a Pope County 4H Club or FFA Chapter. All products offered for exhibition must be labeled with the name and address of the owner, together with the name of the variety. However, if you are unable to secure tags, see the exhibit superintendent. Junior exhibitor tags should have age of exhibitor on it. If an exhibit has been entered in a previous fair it may not be exhibited again, with the exception of livestock and poultry. Within the Educational Division Entries Items will be judged on their own merit. First place winners in each class will receive blue ribbons; second place winners, red ribbons; and third place winners, white ribbons The Fair Association will not be responsible for Home Economics Exhibits not claimed by 6 p.m. Monday following the fair. They will become the property of the Fair Association and will be disposed of as seen fit by fair officials. (See Removal of Exhibits below) The exhibitors are asked to familiarize themselves with all the regular rules and regulations of the fair and with other rules in the class and department applicable to their exhibits. The JUNIOR Division is for all Pope County boys & girls age 5-19 and/or are members of a Pope County 4-H Club or FFA Chapter. Participants may exhibit during the first County Fair after High School graduation, but not beyond that. Note: The eligibility rules are different for the Market Divisions Market Steer, Market Hog, Market Lamb, Market Goat, Market Rabbit Pen/Single, Pullet Pen, Rainbow Pen and Broiler. In these divisions the requirements are: a) A member of a Pope County 4-H Club or FFA Chapter b) 5 19 years of age (Age is calculated as of 1 st day of fair.) c) May exhibit during the first County Fair following High School Graduation, but not beyond that. All articles or animals competing must be entered in the name of the grower, maker or owner, as the rules may provide. A sifting committee may pass on all animals and articles entered in the department and such animals and articles, which, in the judgment of committee do not sufficient merit to entitle them to be exhibited, must be removed from the fairgrounds. The Fair Association reserves the right to withdraw, by public notice prior to the opening of the fair, any or all premiums offered herein. The Fair association reserves the right to cancel all concessions or exhibits or contracts of any should acts of providence such as war, riot, floods, storms, or pestilence preventing holding of the fair. The judgment of the Board of Directors will be final. The Fair Association will not be responsible in any way for exhibits, or property of any kind on the fairgrounds or in the fair buildings, but will furnish the necessary number of watchmen during the fair. REMOVAL OF EXHIBITS 1. At the conclusion of the fair, exhibitors must claim and take charge of their exhibits, personally supervise and assume all responsibility for removal between Noon and 6 p.m. Monday, following the fair. No exhibit shall be removed or disarranged prior to that time. 2. Livestock Exhibits may be walked out after 10:00 pm but trailers may not enter the barn area until 12:01 am Sunday. JUDGES RULES 1. The Fair Association shall provide competent judges, whose decisions will be final. 2. All exhibits must be judged on

the basis of their merit and premiums will be given as described in this catalog. If an article does not merit a "first place," it will be placed second or third, even if it is the only exhibit in class, and points will count as set forth in the catalog for that placing. 3. Livestock exhibits must be shown by the owner or a designated person at the time the judges are classifying respective classes, if awards are to be expected. Junior exhibits will be shown by entrant unless requirement is waved by Livestock Committee. 4. Education Building will be closed for judging, Wednesday of the fair. Booths must be completed by 7:00 p.m. on Monday of the fair. Livestock General Information 1. Rules and regulations set forth under the adult livestock division apply in the junior livestock division. 2. Livestock exhibits competing in the junior division may not compete in the open division. 3. Entries in the junior livestock division are open to boys and girls ages 5-19 who or residents of Pope County and/or members of a Pope County 4-H Club or Pope County FFA Chapter. Participants may show animals during the first County Fair after High School graduation, but not beyond that. Age is calculated as of first day of fair. 4. Youth may participate and receive premiums and / or awards in only one county fair in the state. 5. Market animal divisions are only open to Pope County 4-H ers and FFA participants. 4-H ers and FFA participants may show market animals during the first County Fair after High School graduation, but not beyond that. See also Market Animals Rules and Regulations. 6. Exhibitors will be expected to keep bedding and animals in a presentable condition at all times. Each exhibitor will provide feed for his or her entries. 7. Cattle are to be shown with a halter, well-groomed and presented in the best possible manner. 8. Swine exhibits should be trained for showing, well-groomed and presented in the best possible manner. 9. Registered and commercial livestock must have been owned and cared for by exhibitor at least 60 days prior to fair unless otherwise specified in Rules and Regulations. 10. Exhibitors must to show their own animals unless they have more than one animal in a class, then another junior should exhibit the animal. When extenuating circumstances exist preventing the owner from showing the animal, the junior will contact the Livestock Superintendent prior to day of show. An injury incurred on day of show would result in special consideration. Livestock Superintendent will contact no less than three members of the livestock committee to make final decision as the circumstances warrant. to someone 11. Breeding Classes a) Only registered animals may be entered. Animals must be registered in the name of exhibitor or Family Farm. b) Separate classes will be established for each breed exhibiting three or more animals. c) Breeds with less than 4 female entries will be combined into All Other breeds classification in a Box Taurus or Bos Indicus division in cattle and by breeds in other species. d) Registration certificates will be inspected at check-in for all species. Health Certificates and / specific tests are required on some species. Check link on Livestock page for Health Requirements. 13. Commercial Classes a) Commercial heifers, feeder steers, and market steers and Market Goats may not contain more than 25% dairy breeding. b) Commercial heifers, goats, and sheep cannot be registered purebreds. c) A class will be provided for grade dairy females provided they are the project of a junior exhibitor. 14. Junior Herdsman Awards will be given in all species divisions house for the span of fair. Based on the effectiveness of exhibitor s display, attitude, and spirit of cooperation shown. In order to be eligible for this award, individual must have competed in the category in which the award is given.

15. Animals shown in Showmanship Classes must be previously shown by exhibitor in class. 16. Breeds with four females or more animals and AOB classes will be awarded Champion Awards. LIVESTOCK PROTOCOL FOR APPEALS AND PROTESTS: Protests, Appeals, and Disqualifications will be made before class winners are announced. Judges rulings are final. Protests must be submitted in writing, within two hours of judging, along with a $50 fee to the livestock committee. The fee will be refunded if the protest is upheld. If not, fee will be forfeited, and the matter dropped. Market Sale Rules and Regulations READ THE CODE OF ETHICS LINKED ON THE LIVESTOCK PAGE. 1. The market animal divisions are only open to Pope County 4-H ers and FFA participants. 2. 4-H ers and FFA participants may show market animals during the first County Fair after High School graduation, but not beyond that. 3. The sale of the Market Animals is under the supervision of the Pope County Fair Market Sale Committee. 4. No more than one animal per exhibitor will be allowed in the Junior Livestock Sale. Should an exhibitor qualify more than one animal for the auction the exhibitor must choose which one will be sold sufficient alternates in each market show will be selected by the judges to assure a full complement of animals in the sale order. Should an animal be disqualified for any reason, the next lower placing animal in the show will be named. 5. The sale order will be determined by the Judge officiating in each market show. 6. The sale is limited to the following: 6 Steers; 20 Hogs; 7 Sheep; 7 Goats; 7 Pens of Rabbits; 5 Pens of Poultry (A total of 4 pens from the Pullet Chain, The Rainbow Pullet Chain, and Broilers) 7. In the events that one of the market shows does not produce the full limit of one species, sale animals will be selected for other market groups beginning with the species with the most qualifying entries. 8. Animals will be weighed at check-in (Tuesday, 12:00 noon 5:00 pm or Wednesday, 8 am 12:00 noon.) If the required weights are not met, animals may be reweighed prior to Wednesday, 5:00 p.m. 9. No substitutions will be allowed for market sale entries. 10. Each exhibitor is responsible in seeing that his animal enters the auction ring in proper order. 11. Animals must have been owned a minimum of 60 days. 12. Exhibitors must show their own animal. When extenuating circumstances exist preventing the owner from showing the animal, the junior will contact the Livestock Superintendent prior to day of show. OPEN and JUNIOR DIVISION RULES AND REGULATIONS Application for Entry - All applications for entry in open and Junior Departments must be made online forms provided at www.popecountyfair.com Note: Special rules and regulations may be listed for a particular department. It is the exhibitor s Responsibility to read, understand and apply all rules and regulations for each class entered. 1. Open exhibitors must be resident of Pope County 2. Junior exhibitors must be a resident of Pope County and/or a member of a Pope County 4-H Club or Pope County FFA Chapter. Market animals have separate qualifications. See Market Sale Rules 3. All livestock must have been owned by the exhibitor at least 60 days prior to the opening of the fair. 4. Exhibitors must assume responsibility for care of their livestock and cleanliness of their exhibit. 5. Each exhibitor will provide feed for his/her entries. 6. An initial supply of bedding material will be provided to each exhibitor at the beginning of the fair. This allocation will be based on the number of animals being entered. 7. All feeding and cleaning must be completed by 9 a.m. each morning. Evening feeding hours will be from 5 p.m. to 7 p.m. 8. Owners of livestock are responsible for exhibit being shown in the proper class and must be present at time of judging. 9. Livestock entries must be weighed and registered with the Livestock Superintendents. 10. After unloading livestock, trailers must be removed from the livestock barn parking area. Trailer parking will be available AT BACK the riding club area. Trailers will not be allowed in the barn parking area before the 12:01 a.m. release time on Sunday. Animals may be walked out after 10:00 p.m. Saturday Night. 11. Livestock exhibits competing in the open division may not compete in the junior division. 12. Market animals may not compete in breeding divisions. 13. Only registered animals may be entered in each breed show. 14. Breed shows are conducted by judging all classes of a particular breed before continuing to next breed. 15. All bulls, one year or older must be shown with nose ring or nose clip and lead. 16. Exhibitors are encouraged to display ribbons and trophies which have been presented as a result of judging of the livestock exhibits. 17. There will be no temporary pens set up in the livestock arena. 18. The number of animals allowed per exhibitor will be determined by the number of exhibitors and space available for that species. Limits will be assessed by the Superintendent of each division in cooperation with the Pope County Fair Livestock Committee. 19. All exhibitors must be familiar with the Health Requirements section of this site and meet all requirements. Junior Showmanship (9-13) Award 3. Senior Showmanship (14-19) Award

Rules and Regulations 1. Showmanship is limited to exhibitors and animals shown in this year s particular species. 2. Exhibitors must have shown the particular animal in the breed or market show. 3. Showmanship exhibitors must show animal unassisted. 4. Award is presented based on the skill and knowledge of showmanship techniques.
