9 The Faculty of Veterinary Science, Chulalongkorn University cooperate with Veterinary Council of Thailand, hosting the workshop on the ASEAN Veterinary Statutory Body Network s Plan for (AVSBN 2017) during 9 11 August 2017.
10 This workshop has coordinated with Department of Livestock Development, Ministry of Agriculture and Cooperative, Thailand Veterinary Dean Consortium, Thai Veterinary Medical Association under royal patronage, World Organization for Animal Health (OIE), Federation of Asian Veterinary Associations (FAVA) and supported by the Innovative Thai ASEAN Academic Co operation at Chulalongkorn University.
11 Objectives of the AVSBN Initiate the progress of ASEAN Veterinary Statutory Body Network 2. Facilitate the workshop for exchange information and country experiences on equivalence professional skills in respect of mutual recognition agreements of ASEAN veterinary practitioners 3. Promote and integrate the understandings of AVCC as a joint agreement that containing key principle guiding for ASEAN veterinarian. 4. Establish the mutual recognition arrangement for ASEAN veterinary regional framework through ASEAN Secretariat

17 Terms of Reference for the ASEAN Veterinary Statutory Body Network, AVSBN Objectives: To create a regional forum for the National VSBs of ASEAN Member States and equivalent authority (where a National VSB does not exist) for the purpose of sharing information, knowledge and experiences related to the policies, authority and functions of the National VSBs To promote collaboration between ASEAN Member States in supporting the development/establishment of fully functioning National VSBs in Member States currently without VSBs or where VSBs are being developed; 5 th OIE Sub Regional Workshop for Veterinary Educational Establishments and Veterinary Statutory Bodies Pattaya, Thailand, 9 10 November, 2015 and AVCC&VA 2016, Chulalongkorn University, Bangkok, Thailand, 4 6 August, 2016

Supporting the development/establishment of fully functioning National VSBs in AMS currently without/in development 3. Ensuring the capacity of National VSBs in promoting good governance of Veterinary Services (VS) both nationally and regionally 4. Linkages of AVSBN with VSBs/VSB authorities or relevant institutions in other regions for exchanging expertise, thereby improving the regional capacity of National VSBs for compliance with international standards 5. Ensuring the financial support for AVSBN to conduct the activities to meet its objectives
21 Goal 1: Sharing and harmonization of best practices and operational guidelines of the National VSBs and equivalent authorities of ASEAN Member States (AMS) objectives Activities Time frame Outcomes 1. To Share information, knowledge and experiences related to the best practices, operational guidelines, regulations, authority and functions of the National VSBs and equivalent authorities 1.1 Veterinary Council of Thailand (VCT) establishes a template and instructions for AMS to fill up related to the authority and functions of the National VSBs/ Equivalent authority as well as lists of registered veterinarians and presence of paraveterinarians, including indicating the national VSB contact person. By 31 Aug 2017 Database of AVSBN Website of AVSBN office Good veterinary practices in AMS ASEAN Mutual Recognition Arrangement on Veterinary Practitioners 1.2 AMS fill the template and submit to VCT By 31 Oct VCT develops database with password for AMS to access the VSB template information 1.4 AMS provide the OIE PVS evaluation findings related to the VSB as appropriate By Dec 2017 By Dec 2017

23 Goal 2: Supporting the development/establishment of fully functioning National VSBs in AMS currently without/in development objectives Activities Time frame Outcomes 1. To assist the AMS where VSBs are being developed or no existence to develop/establish the National VSBs 1.1 Sister VSBs or Twinning 2017 onwards All AMS have National VSBs 1.2 Existing VSBs help as requested
24 Goal 3: Ensuring the capacity of National VSBs in promoting good governance of Veterinary Services (VS) both nationally and regionally objectives Activities Time frame Outcomes 1.To support the National VSBs of AMS in strengthening their authority and capacity both nationally and regionally in accordance with the OIE standards for VSBs 1.1 Request for advice from OIE and other international organisations 1.2 Using the OIE VSB standards for national VSB self evaluation 1.3 Develop a brief document of national VSB for the executive decision maker 2017 onwards Compliance of the National VSBs in AMS with the OIE standards The PVS Pathway follow up missions indicate the sustainable improvement of the National VS in AMS complying with the OIE quality standards set out in the OIE Terrestrial Animal Health Code.
25 Goal 3: Ensuring the capacity of National VSBs in promoting good governance of Veterinary Services (VS) both nationally and regionally (cont) objectives Activities Time frame Outcomes 2. To support the National VSBs of AMS to use the OIE PVS Evaluation Reports and Gap Analysis Reports to strengthen National VS 3. To support the National VSBs of AMS to utilize the OIE PVS Capacity Building initiatives, such as the VSB Twinning Programme, for supporting their further development in compliance with the OIE standards 2.1 AVSBN organizes a workshop to explore solutions for the common gaps identified in the OIE PVS Pathway Reports 2.2 Request the OIE SRR SEA to support more capacity building activities for AMS 2.3 National VSB coordinates with national Veterinary Services 3.1 Initiate VSB twinning programme 2017 onwards Compliance of the National VSBs in AMS with the OIE standards The PVS Pathway follow up missions indicate the sustainable improvement of the National VS in AMS complying with the OIE quality standards set out in the OIE Terrestrial Animal Health Code.

To exchange expertise, information and experiences with the VSBs/VSB authorities or relevant institutions in other regions 1.1 AVSBN communicates with AVBC, FVE, CVMA 2.1 Collaborate with AVBC 2017 onwards AVSBN is recognized in other regions Strengthened capacity of the National VSBs in AMS for compliance with the international standards Enhanced good governance of National VS
27 Goal 5: Ensuring the financial support for AVSBN to conduct the activities to meet its objectives Objectives Activities Time frame Outcomes To seek for fund from potential donors and contribution from AVSBN members 1.1 Each AMS includes the appropriate funding provision in their national budget 1.2 Contribution from AVSBN members 1.3 Seek for funding from donors, partners, industries and other stakeholders 2017 onwards Available fund for the AVSBN activities
28 Recommendations and Conclusions Noted that: 1. The term of reference of ASEAN Veterinary Statutory Body Network has been adopted by the AVSBN. 2. Veterinary Council of Thailand has been elected to be the Chair of AVSBN for The secretariat office is located at the Veterinary Council of Thailand. 4. AVBC accepted to collaborate with AVSBN. 5. The AVSBN s Strategic Plans has been adopted. 6. Good progress has been made in ASEAN Member States (AMS) in strengthening the authority and capacity of VSBs in accordance with the OIE Standards. 7. The progress made by Cambodia, Laos, and Vietnam on the establishment of VSB. 8. The updated information of national VSB of AMS.
29 Recommendations and Conclusions Recommendations 1. The AVSBN secretariat prepares the AVSBN document and request the OIE to provide a letter supporting AVSBN for submission to Cambodia, Chair of ASWGL, 2018 to include AVSBN in the 2018 ASWGL meeting agenda. 2. The AVSBN members will introduce the network to their governments for acknowledgement.
30 This actual implementation will facilitate a significant progress toward the veterinary professional responsibility to ASEAN Mutual Recognition Arrangement which coordinated by Veterinary Council of Thailand, as preparation for the formal establishment of MRA the free movement of skill labors trading ASEAN Community in this nearly future.
