2 ToR: To provide services to the OIE, in particular within the region, in the designated specialty, in support of the implementation of OIE policies and, where required, seek for collaboration with OIE Reference Laboratories ToR: To identify and maintain existing expertise, in particular within its region 1. Activities as a centre of research, expertise, standardisation and dissemination of techniques within the remit of the mandate given by the OIE Training, capacity building Cohosted the OIE/IICAB 2017 Veterinary Biologics Training Program The program provided training on manufacturing and regulatory requirements to 33 international participants representing 16 countries: Argentina, Australia, Belgium, Brazil, Canada, China, Egypt, Germany, Hong Kong, India, Japan, New Zealand, Republic of Korea, Russia, Saudi, Arabia, Singapore; also Puerto Rico. Diagnosis, biotechnology and laboratory Inspection and compliance activities for international veterinary biologics manufacturers Various facilities in a total of 7 countries (Argentina, Canada, Czech Republic, Mexico, Romania, Spain, United Kingdom) were evaluated for production of veterinary biologics in support of their importation into the United States. Veterinary medicinal products Participate in VICH and CAMEVET harmonization activities Focused on harmonization of veterinary medicinal products and providing outreach to developing countries. Vaccines Continued development of an ELISA to test potency of killed rabies vaccines (RV) In conjunction with RV manufacturers + industry experts, MAbs were tested in different ELISA formats against reference viruses and adjuvanted and non-adjuvanted vaccines. CVB is awaiting the respective optimized parameters from RV manufacturers. ToR : To propose or develop methods and procedures that facilitate harmonisation of international standards and guidelines applicable to the designated specialty 2. 3 Proposal title /Content Applicable area Harmonisation of Target Animal Batch Safety Exemption issues CVB participated in TABSE harmonization, addressed in VICH documents GL50 & GL55 for live and inactivated vaccines, respectively. The VSM , Target Animal Safety Testing Exemption (August 14, 2017) was published to implement VICH guidance on TABSE. Harmonisation of Lab Animal Safety Testing CVB participated in VICH discussions regarding Lab Animal Safety testing, in order to pursue further exemptions and reduction in animal testing, a Reduce- Refine-Replace (3R) initiative. Discussions are ongoing. The draft is being worked on by the Expert Working Group. Harmonisation of Extraneous Agent Testing CVB participated in the initial discussions; a draft on harmonisation is under review. Further discussions are to follow. The final version of the report from the Focus group is under review and will be published.
