3 1.1 Restructuring of the DAHW A draft organogram was produced for restructuring of the DAHW following discussions with the Head of the DAHW, Chiefs of Sectors and reviewing the Annual Report 2015, Work Plan 2015 and National Annual Plan for Control of Animal diseases Each sector within the DAHW was looked at in turn and the major outputs for each sector were identified under Deliverable 1.1. A gap analysis (see deliverable 1.1) was then carried out to identify the deficiencies within the present structure of the DAHW and a new draft structure proposed to strengthen the organisation and to comply with the newly agreed EU Regulation on Animal Health proposal The EU Regulation on Animal Health under Article 57 states an Epidemiological Enquiry must be completed by M.S after outbreak of a listed disease. As highlighted under deliverable 1.1 the Animal Health Sector requires a qualified epidemiologist to design and implement disease surveillance and reporting systems. The setting up of an Epidemiology Sector within the structure of the DAHW should in the future, with adequate support and training be able to fulfil this function. The present structure has five vacant positions with two of these positions allocated to the new Feed Sector. No new positions will need to be found, since the vacant posts can be moved to the appropriate sector. Within the proposed Epidemiology Sector one post will need to be established for a Chief of Sector who should be an Epidemiologist. The present positions for the Epidemiologist and the two data entry persons can move across from the Animal Health Sector to the Epidemiology Sector. One of the vacant posts should be used under the Animal Health Sector for a veterinarian for disease control in poultry, bees and fish. In the present structure for Veterinary Medicinal Products and Animal Welfare have a Chief of Sector and two positions below them for veterinary officers, which are presently vacant. Based on a review of outputs for these sectors and the Annual Report 2015 of activities accomplished by each of the sectors, the workload within the Veterinary Medicinal Products sector is sufficient for a Chief of Sector and one officer and the Animal Welfare Sector requires only a chief, as the welfare legislation should be enforced at field level by the Veterinary inspectors. 5 2.0 OUTPUTS The proposed new structure will assist in enabling the DAHW to streamline its functions and rationalise its allocation of responsibilities to the appropriate sector to deliver measurable outputs and not just activities. 2.1 Animal Health Sector Outputs National Plan An agreed plan for Kosovo for disease control over the next 3 to 5 years. The plan identifies priorities, objectives and goals with sufficient flexibility to adapt to change. The plan should include an economic assessment of disease interventions and involve active discussions with stakeholders. Standard Operating Procedures (SOPs) SOPs are a set of instructions that should be written for each disease to be controlled and include: implementation processes monitoring of the implemented actions evaluation and verification of the process record keeping, including information systems and data management Contingency Plans A co-ordinated approach to design and implementation of plans for controlling outbreaks of animal diseases listed as high priority. Operations Manuals Detailed procedures to be followed during outbreaks including checklists e.g. biosecurity, culling, disinfection Simulation exercises Desk and filed simulation exercises (at least one per year) Data Base For Private Veterinarians Information including name, address, qualifications with name of institute and dates attended and present job position. 2.2 I&R Sector Outputs Policy and strategy for National I&R system. 7 2.4 Animal Welfare Sector Outputs National Policy The policy is developed through consultation with farmers, veterinarians and welfare organisations. Outlines clear principles for improving welfare standards for animals by enhancing knowledge of key stakeholders and consumers. National Strategy A document which clarifies roles and responsibilities and processes with SOPs for upholding and enforcement of Animal Welfare Legislation that complies with EU regulations and guidelines. Codes of good practice Prepare and publish codes of good practice with respect to the welfare of animals for agricultural purposes. 2.5 Veterinary Medicinal Products Sector Outputs Database List of medicinal products that are licensed for sale in Kosovo List of registered outlets selling medicinal products, with updated information on stock held, sales, to whom and for what use. Database of licensed imports with products, date, quantity and importer Standard Operating Procedures SOPs developed for enforcement of regulations for labelling, use and withdrawal periods and adverse reaction reports. Subsidiary Act/ Administrative Order Additional Administrative orders written to ensure compliance of Veterinary Medicinal Products with EU legislation e.g. labelling/instructions for use of veterinary medicinal products in Albanian, Serbian and English. 2.6 Animal Feeds Sector Outputs Data Base Data base to contain updated information on: licensed imports with products, date, quantity and importer feed licensed for sale in Kosovo licensed feed companies with data on feed bought and sold licensed traders with data on feed bought and sold licensed feed producers with data on feeds sold Consortium Agrotec SpA / IZSVe / NIRAS 7 / 36

9 3.0 Job Descriptions Draft job descriptions were written for each position within the proposed reformed structure of the DAHW. Each draft job description contains main tasks and outputs which correspond to the expected sector outputs listed in section 2.0. Presently the draft English versions of the job descriptions are being translated into Albanian.
