1 November 16, 2017 RP Provide Veterinary Medical Services for the Animal Welfare & Enforcement Division on an Annual Contract Addendum 3 Q1. Please provide a list of veterinary and medical equipment that will be provided by the county for use by the contractor (ex: microscope, surgery table, number of surgical packs). Also, please specify whether the county or the contractor will be responsible for maintenance and repair of equipment. A1. Gwinnett County will provide all veterinary and medical equipment and will be responsible for the maintenance and repair of all equipment, unless it is damaged through the negligence of the vendor. If you are interested in a specific piece of equipment s availability at the facility, please frame your question to be specific as to that equipment. Q2. Who will be responsible for medicating animals during un-contracted hours (i.e. Sundays)? A2. See addendum 2, A11. Q3. Please provide the following Shelter Buddy reports for Jan. 1 - Dec. 31, 2016 and for Jan. 1 - Sept. 30, 2017: a. Intake reports with complete totals by intake type (stray, bite quarantine, cruelty/neglect impound, owner surrender, adoption return, born in shelter, etc.) by species by month b. Outcome reports with complete totals by outcome (ex: adopted, rescued, reclaimed, died, missing, euthanized, TNR) by species by month A3. See attached. Q4. Will the contractor be solely responsible for making all euthanasia decisions for medical reasons, including over the weekend and in the evening? A4. See addendum 2, A14. Q5. Will the contractor have authority to provide extended medical treatments or extraordinary medical procedures? Will there be a cost limitation per pet, per fiscal period, or other? A5. Yes, with consultation of Animal Welfare Manager and Deputy Department Director. There is not a specific limit per animal; however, example of extended treatments may include heart worm treatment, and surgeries for prolapses, etc. Extraordinary treatments will be analyzed on an individual basis. Q6. Who will be responsible for payment of emergency clinic expenses when contractor is unavailable (i.e. overnight, holidays, Sundays)? How will the decision be made to send an animal to emergency? What emergency facilities are approved for use? A6. Gwinnett County is responsible for all veterinary expenses, whether through this contract, through a clinic, emergency facility, etc. Emergency clinic visits are normally handled by road officers as to the closest facility to have the animal treated as soon as possible. These visits include injured animals and very visibly sick animals picked up on in the County per dispatcher. We currently use a variety of Clinics that include East Side Veterinary Clinic, Blue Pearl, and Gwinnett Animal Clinic. The County would pay these expenses. Traditionally, the Veterinarian would

2 RP021-17, Addendum 2 Page 2 make an assessment and provide follow up care and provide medication. We are open to options, e.g. if a call reports an injured feline, we go out and pick it up, find that it need immediate medical care, take to the closest clinic, which could include the Shelter, and take it for immediate care. If an offsite clinic offers medications, we could accept or use medications stocked at the Shelter. If the care is urgent such as a life-saving surgery, it would be performed at the location. If the recommendation for treatment is medication and x-rays, we would prefer that the animal be brought to the shelter for assessment and follow up care. Q7. Will the county be responsible for purchasing all medication, including euthanasia solution? A7. Yes. Q8. Will the county be responsible for purchasing all vaccinations, dewormers, and other preventives? A8. Yes. Q9. Will the county be utilizing the contractor s veterinary and DEA licenses to purchase euthanasia solution and other controlled drugs? A9. Yes. Q10. Will the county be utilizing the contractor s veterinary and DEA licenses to purchase euthanasia solution for euthanasias performed for other than medical reasons? Will this euthanasia solution be kept and recorded as a separate inventory? A10. Yes. Q11. Will it be acceptable for the contractor to outsource certain necropsies to University of Georgia or other similarly qualified veterinary facilities? Will these costs be paid by the county or by the contractor? A11. Yes. Costs for outsourced necropsies that have been approved by Gwinnett County will be paid by Gwinnett County. Q12. Will the county remain responsible for preparing rabies samples for testing? Will the contractor have any role in rabies quarantine? A12. The Shelter and Staff will be responsible for rabies samples to be sent for testing. Yes, the Medical Director, Veterinarian, will be part of the rabies quarantine decisions and planning. Q13. Will the county provide the contractor with kennel cleaning supplies such as Accel and janitorial supplies such as trash bags and paper towels? A13. Yes. Q14. Will the county provide a desk, computer and printer? Will the county provide office supplies such as printer paper, printer cartridges, pens, etc? A14. Yes. Q15. Does the county have any classroom type trailers or any other type trailers that could be utilized at the facility for medical quarantine? A15. See addendum 2, A22. Q16. Can you please provide sample drug and veterinary medical supply inventory and log forms that you are currently using? A16. See attached.

All medical and surgical supplies will be supplied by Gwinnett County. Q18. What, if any, veterinary employees will be retained by the county after the contract is awarded? What will be their roles? A18. See addendum 2, A12. Q19. Does the Gwinnett staff currently vaccinate all animals on intake and would county staff continue to do intake vaccines under this RFP? A19. AWE Officers will continue to the vaccinate all animals at intake. Q20. Does Gwinnett currently spay/neuter pets for rescue groups? If so, approximately how many a year? A20.
