LaSalle Street Chicago, Illinois 60602, at 11:00 a.m., on August 20, BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS ADDENDUM IN THE SPACE PROVIDED ON THE PROPOSAL EXECUTION PAGE Bid Opening Date Postponement: Bid Postponement, Bids which were scheduled to open August 20, 2014 is hereby postponed. The new bid opening date is scheduled for August 28, 2014at 11:00 a.m. Notice of Deletion and Replacement 4.2. Delivery and Acceptance Delivery As stated above, Contractor must not make any deliveries without a written City of Chicago Blanket Release issued by the appropriate department. Upon receipt of a Blanket Release, deliveries must be made to the location(s) listed in the Scope and Detailed Specifications or other location specified by the Commissioner or CPO in the written purchase order. Unless otherwise clearly and specifically provided in the Detailed Specifications or the written purchase order, all deliveries will be F.O.B. destination (City of Chicago). Contractor understands and agrees that the initial acceptance of any delivery will not be considered as a waiver of any provision of this Contract and will not relieve the Contractor of its obligation to supply satisfactory goods which conform to the Contract. Deliveries must be made between the hours of 7:00 a.m. through 3:00 p.m., Monday through Friday, excluding any Holidays. Vendor will also be responsible for unloading, Chicago Standard Gate Valves and Parts at DWM locations. The City reserves the right to add or delete locations as required during the Contract Period. ARTICLE 5 - SCOPE OF WORK AND DETAILED SPECIFICATIONS 5.1. General This specification covers Chicago Standard Gate Valves and Parts which will be used in the City's water system. The purpose of the gate valves is to stop the flow of water in the Distribution piping system. All provisions of the Reduction of Lead in Drinking Water Act of 2014 are in effect for this Contract. Proof of certification by an ANSI accredited test lab per ANSI/NSF Standard 61, Drinking Water Components Health Effects, Section 8 is required Technical Requirements Applicable Documents Wherever reference is made herein to any other specification, standard, regulation, or method, it will mean the "latest revision thereof in effect at the time of invitation to bid." Gray Iron Institute Gray and Ductile Iron Castings Handbook or latest version Iron Castings The castings must be tough gray iron and must be free from defects such as blowholes, blisters, cold shuts, cracks, and must comply with ASTM A126, Class B specifications. Castings must be true to pattern, boldly filleted at angles and free from flaws. No castings will be plugged or filled in any manner. Chicago Standard Gate Valves and Parts found to contain defects such as blowholes, shrinkage, slag holes, cold shuts or cracks, will be subject to rejection. The thickness of metal castings must comply with the tolerances specified in AWW C Mechanical Joint Accessories The Chicago Standard Gate Valves and Parts must be furnished complete with mechanical joint accessories. The mechanical joint accessories must consist, of Megalug M.J. restraints, rubber gaskets, tee head bolts and hex nuts, all conforming to ANSI/AWWA C111/A or latest revision thereof. The Megalugs must be all ductile iron made of grade conforming to ASTM A536. Restraining wedge must be manufactured to a minimum hardness of 370 BHN. Dimensions of the gland must be such that it can be used with the standardized mechanical joint bell and tee-head bolts used with the standardized mechanical joint bell and tee-head bolts conforming to ANSI/AWWA C111/A21.11 and ANSI/AWWA C153/A21.53 of latest revision. Torque limiting twist off nuts must be utilized to insure proper actuating of the restraining wedge. Megalugs must be as manufactured by EBAA Iron or approved equal Tolerances Where tolerances are not indicated on the accompanying drawings the following must be used where applicable. If dimension is in decimals, tolerance is ± 0.005" If dimension is in fractions, tolerance is ± 1/64". In addition, tolerances listed in "The Gray Iron Casting Handbook" published 1958 (or latest revision thereof) by the Gray Iron Founders Society, Inc. and shown in the index under "Specifications" and "tolerance" where applicable are also acceptable. 3 Packing for Shipments Full face protectors on both sides must be of water proof plywood and securely bolted in place. The Chicago Standard Gate Valves and Parts must be palletized and shipped for single handling in open bed trucks or open cars Additional Requirements Manufacturer's Warranty& Product Information The Contractor is required to provide and transfer all documentation issued by the manufacturer for the proposed Chicago Standard Gate Valves. This includes the manufacturer's genuine parts/product information, recall notices, manuals, licenses, assemblies and/or accessories as supplied by the original equipment manufacturer (O.E.M.). The Contractor must provide the original product warranty and related services for the proposed of Chicago Standard Gate Valves provided under this Contract in accordance with the standard Warranty regularly supplied. At a minimum, the Contractor hereby warrants for a period of one (1) year from the date of final acceptance by the City, that it will, at its own expense and without any cost to the City, replace all defective parts that may be required or made necessary by reason of defective design, material or workmanship, or by reason of non-compliance with these specifications. The warranty period will commence on the first day the Chicago Standard Gate Valves and Parts are placed in service by the City. If a longer warranty can be furnished, at no additional cost to the City, the longer period will prevail Inventory/Lead Time The Contractor must maintain an inventory of sufficient diversity and quantity of gate valves and parts listed in the Proposal, which is ordered by the City within fourteen (14) calendar days after receipt of a City departments order. In lieu of the inventory, the Contractor must be able to arrange such prompt delivery. Failures of the Contractor to meet the above stated delivery requirements may be used by the City as grounds for the termination of this Contract, and may further affect the Contractor's eligibility for future Contract awards. The Contractor s compliance with these requirements will be determined by the Chief Procurement Officer, whose decision will be binding. The Contractor must have and maintain a storage site/facility and must identify the location of their storage/site facility. Failures of the Contractor to meet the above stated delivery requirements may be used by the City as grounds for the termination of this Contract, and may further affect the Contractor's eligibility for future Contracts award. The Contractor's compliance with these requirements will be determined by the Chief procurement officer, whose decision will be binding Price Adjustment A maximum three percent (3%) annual increase may be allowed after the initial 12 month period and after each subsequent 12 month period. The Contractor must justify its request for an increase by submitting detailed price data and supporting documentation to verify the validity of price increase. The Contractor must also furnish a written statement which states that the increase represents the cost of the product and in no way includes an increase for profits or overhead. The Chief Procurement Officer may require additional information to verify the price increase. The request for price increase must be submitted within 30 days of the twelve (12) month anniversary of the Contract start date. If the price increase request is not submitted within this timeframe, the Contractor will not be entitled to a price adjustment for the upcoming year. The effective date of an adjustment will be the anniversary date of the Contract Misshipments/Defective Merchandise The Contractor will be responsible for any incorrect or damaged shipments and defective merchandise. The Contractor must make arrangements with their common carrier or company personnel to pick-up any unacceptable Chicago Standard Gate Valves and Parts within forty-eight (48) hours of notification. The Contractor must replace the incorrect, damaged or defective merchandise or issue a credit within seven (7) business days of the return. If the replacement merchandise or a credit is not received within seven (7) business days, the City will deduct the amount of the return from any outstanding invoice at the time of payment. The City of Chicago will not be subject to restocking charges due to Contractor error. Notice of Question and Answer: Question 1: Do you mean that the gate valve has to pass the no lead requirements as dictated by the Safe Drinking Water Act or do you mean no lead in the bronze alloy itself? Can you please clarify? Answer: See the revised section 5 of the addendum. Question 2: Please confirm that you are requiring no lead brass for the City of Chicago Gate Valves even though the Safe Drinking Water Act (SWDA) exempts water main gate valves of 2 or larger? Answer: See the revised section 5 of the addendum Question 3: Where is the NL stamp or mark required to be placed and what size is the font for the valve assembly?
