1 September 25, 2014 REPORT TO THE CHIEF ADMINISTRATIVE OFFICER FROM THE CORPORATE SERVICES AND COMMUNITY SAFETY DEPARTMENT ON DOG LICENCE FEE INCREASE PURPOSE To provide Council with the requested amendment to Dog Responsibility and Control Bylaw No , 2011, effective January 1, 2015, to increase Dog Licence fees to fund upgrades to dog parks. SUMMARY During the 2014 budget process, Council approved an additional capital budget request from the public for dog park upgrades. At that time, the proposal recommended an increase of $5 per dog licence to raise $35,000 annually for future additions and upgrades to dog parks in the city. The City consistently issues over 7,000 dog licences annually. 2 DOG LICENCE FEE INCREASE September 25, 2014 Page 2 FINANCIAL IMPLICATIONS A $5 dog licence fee increase will reliably fund an estimated $35,000 to the Parks, Recreation, and Cultural Services Department annually for upgrades to dog parks. The money will be transferred annually from the Bylaw Enforcement program (2601), where the revenue is received, into an annual Capital Project account specific to dog park upgrades. CONCLUSION Increasing dog licence fees is a process that local government undertakes from time to time to manage and fund programs for animal control (primarily dogs). The proposal to increase dog licence fees by $5 is consistent with this purpose as the funds will be utilized for facilities for the health and well-being of dogs. Administration recommends that Council approve the amending bylaw as outlined in this report. D. R. 3 Attachment "A" CITY OF KAMLOOPS BYLAW NO A BYLAW TO AMEND THE CITY OF KAMLOOPS DOG RESPONSIBILITY AND CONTROL BYLAW NO The Municipal Council of the City of Kamloops, in open meeting assembled, enacts as follows: 1. This bylaw may be cited as "City of Kamloops Dog Responsibility and Control Bylaw No Amendment Bylaw No , 2014". 2. Bylaw No , as amended, is hereby further amended by repealing Schedule "D" in its entirety and replacing it with Schedule "D", shown on Appendix "1" attached to and forming part of this bylaw. 3. Final determination with regard to the size and fee shall be the decision of the Community Safety and Enforcement Manager. Small - Medium - Large - Extra Large - Chihuahua, Miniature Pinscher, "Toy" breeds, etc. Fox Terrier, Schnauzer, Poodles, etc. German Shepherd, Rottweiler, Labrador Retriever, etc. Newfoundland, Great Dane, Cane Corso, etc. b) Pick up any deceased dog for cremation $25, in addition to the applicable cremation fee. c) Pick up any dog for destruction $100, in addition to the applicable cremation fee. d) Surrender a dog owned by him or her. $80 57
